Approved by City Council & WPCA May 6, 2024 Vote: Unanimous MINUTES Vol 27, Page 330 CITY COUNCIL & WPCA PUBLIC HEARING: PUBLIC HEARING - INLAND WETLANDS COMMISSION ORDINANCE, FEES ORDINANCE, AND PROPERTY MAINTENANCE ORDINANCE CITY HALL AUDITORIUM/ZOOM April 15, 2024 A PUBLIC HEARING was held by the City Council & WPCA of the City of Torrington on Monday, April 15, 2024, to solicit citizen input regarding Revisions to Chapter 33 Inland Wetlands Commission, and/or a new section of Chapter 114 Fees: “Citation Procedures and Fines for Inland Wetlands and Watercourses Violations”, and/or the revised Chapter 161 Property Maintenance. Attendance was in person. Present at City Hall were Mayor Elinor Carbone, Corporation Counsel Michael Magistrali, and City Councilors Drake Waldron, Stephan Ivain, Molly Spino, Anne Ruwet, Paul Cavagnero, and David Oliver. Also present in person were City Planner Jeremy Leifert, Assistant City Planner Nate Nardi-Cyrus, City Engineer Paul Kundzins, WPCA Administrator Ed Tousey, and Treasurer Dan Farley. No one joined via Zoom. Mayor Carbone called the meeting to order at 6:30 p.m. beginning with the Pledge of Allegiance. City Clerk Carol Anderson read the legal notice into the record.
