Approved by City Council & WPCA May 6, 2024 MINUTES Vol 27, Page 343 Vote: Unanimous CITY COUNCIL & WPCA SPECIAL MEETING Zoom April 26, 2024 A SPECIAL MEETING of the City Council and Water Pollution Control Authority (WPCA) of the City of Torrington was held via Zoom on Friday, April 26, 2024. Participants were Mayor Elinor Carbone, City Councilors Stephen Ivain, David Oliver, Molly Spino, and Paul Cavagnero. Councilors Anne Ruwet and Drake Waldron were absent. Mayor Carbone called the meeting to order at 9:04 a.m. ARPA Community Impact Grants On a motion by Councilor Ivain, seconded by Councilor Spino, the Council, on the recommendation of the ARPA Committee, voted unanimously to award $9,000 of surplus Community Impact Grant funds to the Connecticut Academy for the Arts (CAFTA) for students participating in the Italian Film Festival. Mayor Carbone told the Council that the ARPA Committee deferred approval of this portion of the grant because there was no guarantee that the students would be invited. Councilor Cavagnero asked what the $9,000 would be going towards, Mayor Carbone said that this was part of the $10,000,000 in ARPA funds that the City received, with the Council approving $3,000,000 for the Community Impact Grants. She said that with these funds they were going to funnel the funds to the small businesses, and for students to get back into extracurricular activities. She said that this is the second time the students have been asked to participate, and these funds would be going to help with the travel expenses to Italy.
