Approved by the City Council & WPCA October 7, 2024 MINUTES Vol 27, Page 440 Vote: Unanimous CITY COUNCIL & WPCA SPECIAL MEETING City Hall Auditorium / Zoom September 23, 2024 A SPECIAL MEETING of the City Council and Water Pollution Control Authority (WPCA) of the City of Torrington was held on Zoom on Monday, September 23, 2024. Present were Mayor Elinor Carbone, Corporation Counsel Michael Magistrali, City Councilors Drake Waldron, Stephen Ivain, Molly Spino, and Anne Ruwet. Councilors Paul Cavagnero and David Oliver were absent. Mayor Carbone called the meeting to order at 10:04 a.m. 6:34 p.m. Solar Array - Lovers Lane On an amended motion by Councilor Waldron, seconded by Councilor Ruwet, the Council voted unanimously to approve the Mayor’s proposed letter with the additions, to the Connecticut Siting Council regarding the Lodestar Solar Panel Torrington proposed on Lovers Lane Site. Mayor Carbone went over the letter in detail with the Council. Councilor Waldron said the letter sounds good. Councilor Ruwet said it's an excellent letter that represents Torrington and our concerns. Councilor Ivain agreed that it is a good letter, and asked if we should include that it is very scenic and out of character for that area. Putting an industrial site next to a residential area is not in character. Mayor Carbone agrees that it would be nice to mention that, however, it doesn’t resonate with the Siting Council. Councilor Ivain asked if they could provide testimony in this letter, or do they have to request it, Mayor Carbone said she would work with Corporation Council to provide testimony. Mayor Carbone said a recommendation from the City Clerk was to end the letter on a strong note and just ask the Siting Council and to deny the petition. Councilor Ivain agrees. Mayor Carbone said she reached out to the State Representatives, and they have agreed to write letters to the Siting Council opposing this project. She will also send a copy to the Condo Association for Lover’s Lane. Atty. Magistrali looked quickly for how to participate in the Siting Council, which are party status and intervener status, and will look further into this to see how the City will participate.
