City of Torrington ) County of Goshen ) State of Wyoming ) The Torrington City Council met in regular session on Tuesday, November 1, 2022 in the City Council Chambers at 436 East 22nd Ave. at 7:00 p.m. Present: Mayor Adams, Council Members Kelly, Kinney, Patterson and Steinbock. Also Present: Clerk/Treasurer Strecker, Attorney Eddington, Director of Public Works Harkins, Chief of Police Johnson, Electrical Supervisor Youtz and Deputy City Clerk Anaya. Mayor Adams called the meeting to order. Councilman Patterson led the Pledge of Allegiance. Mayor Adams led the session with informational announcements on the following items: 1. Weather updates; 2. COVID-19 updates and recommendations; 3. COVID-19 vaccine clinic update; 4. Reminder to the public to be cautious and mindful of the presence of children on the streets as schools are back in session. Request to the public to refrain from using their cell phones while driving; 5. Rotary Club/City of Torrington additional crosswalk and signage project update; 6. Request to the public to please refrain from putting garbage in the grass bins; 7. Reminder to the public that the Elk Eco Cycle Recycling Center is open and is accepting cardboard, separated paper products and aluminum cans. The site is located at 310 Curtis Avenue and is open Monday through Wednesday from 8:00 a.m. to 4:00 p.m.; 8. Homesteader’s Museum Boo-Seum update; 9. Safety Treat Night and Trunk or Treat event update; 10. City project/ARPA funding update; 11. General Election (11-08-22) reminder; 12. Mayor and City Council candidate update; 13. Storm water utility/November 2022 ballot update; and 14. Announcement that Chief of Police Matthew Johnson and Apprentice Lineman IV Michael Schuler have been nominated for Goshen County Economic Development Community Awards. Councilman Kelly moved and Councilman Kinney seconded to approve the consent agenda which includes the minutes from the 10-18-22 Council meeting as published and all actions therein be ratified. Motion carried unanimously. Councilman Patterson moved and Councilwoman Steinbock seconded to approve the agenda as presented. Motion carried unanimously. Mayor Adams presented for approval the following appointments: Health Insurance Committee – Christine Nichols, Indefinite; Investment Committee – Christine Nichols, Indefinite; and Wage Committee – Christine Nichols, Indefinite. Councilman Kinney moved and Councilwoman Steinbock seconded to approve the appointments as presented. Motion carried unanimously. Mayor Adams presented for approval the following appointment: Performance Evaluation Committee – Silvia Anaya. Expiration of Term: 12-31-22. Councilman Patterson moved and Councilman Kelly seconded to approve the appointment as presented. Motion carried unanimously. Ethan Fitch with the Mint Bar requested approval of a catering permit for a Farm Girls Boutique Holiday Open House to be held on 11-03-22 from 4:00 p.m. to 7:00 p.m. at 134 East 21st Avenue. Chief of Police Johnson stated that due to an advertising miscommunication, the applicant is requesting to adjust the permit times to commence at 6:00 p.m. and terminate at 8:00 p.m. Councilman Patterson moved and Councilman Kinney seconded to approve the catering permit as amended. Mr. Fitch addressed the Mayor and Council. He asked for the City of Torrington to consider providing a bus service for the residents of the community to utilize as a safe ride home option. Mayor Adams thanked Mr. Fitch for his comment and advised that it would be taken into consideration. Motion carried unanimously. Ethan Fitch with the Mint Bar requested approval of a catering permit for a Goshen County Library 100 Year Celebration to be held on 12-01-22 from 6:00 p.m. to 8:00 p.m. at 2001 East A Street. Councilwoman Steinbock moved and Councilman Kelly seconded to approve the catering permit as presented. Motion carried unanimously. Jan Harvey with BZ Hospitality, LLC requested approval of a catering permit for a Goshen County Start Up Program Event to be held on 11-10-22 from 6:00 p.m. to 9:00 p.m. at 3200 West C Street. Councilman Kinney moved and Councilman Patterson seconded to approve the catering permit as presented. Motion carried unanimously. Jan Harvey with BZ Hospitality, LLC requested approval of a catering permit for a Goshen County Economic Development Annual Meeting to be held on 11-17-22 from 5:00 p.m. to 9:00 p.m. at 2042 Main Street (21st & Main). Councilwoman Steinbock moved and Councilman Kelly seconded to approve the catering permit as presented. Motion carried unanimously. Attorney Eddington read a proclamation declaring November 14-20, 2022 as National Apprenticeship Week in the City of Torrington, Wyoming. It raises awareness of the vital role Registered Apprenticeships provide in creating opportunities by allowing apprentices to earn while they learn and preparing a pathway to well-paying careers in the City of Torrington, Wyoming and across the nation. Electrical Supervisor Youtz introduced his apprentice, Benseslado Cantu, to the Mayor and Council. Councilwoman Steinbock moved and Councilman Kinney seconded to approve the proclamation as presented. Motion carried unanimously. Page | 1  Director of Public Works (DPW) Harkins presented for approval an Agreement for Professional Services with M.C. Schaff and Associates, Inc. He stated that the agreement is to provide services in response to a Request for Qualifications that the City advertised on 09-14-22 and 09-21-22. The agreement will retain M.C. Schaff and Associates under a five (5) year contract to perform engineering services for the Torrington Municipal Airport. DPW Harkins indicated that the selection committee’s recommendation to retain M.C. Schaff and Associates is due to their familiarity with the airport and the fact that they are currently performing very well in that capacity. Councilman Steinbock inquired about the costs associated with the services outlined in the agreement. DPW Harkins responded that the agreement is strictly a contract to perform services, it is not financially binding. Costs will be determined as work is established and addendums to the agreement will be created to cover the scopes of the work identified. The Mayor and Council will then have the opportunity to review and approve or deny the addendums as they are created and presented for approval. Councilman Kinney moved and Councilman Kelly seconded to approve the Agreement for Professional Services with M.C. Schaff and Associates, Inc. as presented. Motion carried unanimously. Attorney Eddington read Resolution No. 2022-13. Clerk/Treasurer Strecker stated that the resolution will amend the FY23 Budget for expenditures in excess of the budgeted amount. The amended amount will account for the following: GF: Parks – Acquisition Expense ($50,000.00) and Water Fund: Misc. Revenue ($50,000.00). Clerk/Treasurer Strecker commented that the amendment will compensate for the transfer of the building located at 3695 Bighorn Street from the Water Department to the Parks Department that was approved at the 10-18-22 Council meeting. Councilman Patterson moved and Councilwoman Steinbock seconded to approve Resolution No. 2022-13 as presented. Motion carried unanimously. Clerk/Treasurer Strecker presented for approval the 2023 Health Insurance Renewal Proposal. She stated that the Health Insurance Committee met with Brian Hillier of Health Benefit Advisors to review the condition of the City’s self-funded health insurance plan and to renew the City’s policy with its stop-loss insurance carrier. Clerk/Treasurer Strecker indicated that the City’s employee health plan has had a heavy claim year thus far. She commented that the stop-loss carriers have not completed the medical review of the City’s account yet, but they gave preliminary renewal numbers that indicate that the City will see a minimum increase of $30,000.00 in its specific premium. Clerk/Treasurer Strecker stated that the committee would like to propose a health plan design change increasing the out-of- pocket maximum of employees by $500.00 for single and $1,000.00 for family. She indicated that the proposed increase would bring the single out-of-pocket maximum to $4,000.00 and the family out-of- pocket maximum to $8,000.00. Clerk/Treasurer Strecker commented that Mr. Hillier estimates that the proposed plan change will reduce costs by about $30,000.00. She stated that the committee has been proactive in keeping up with anticipated increases to the City’s plan, and indicated that the committee believes that the City’s current reserve level is sufficient to cover future unexpected losses until the next fiscal year budget. Councilman Patterson moved and Councilwoman Steinbock seconded to approve the 2023 Health Insurance Renewal Proposal as presented. Motion carried unanimously. The bills from 10-19-22 to 11-01-22 were presented for payment. Councilwoman Steinbock moved and Councilman Patterson seconded to approve the bills for payment as presented. Motion carried unanimously. Mayor Adams asked for public comments, questions or concerns. A student from Eastern Wyoming College greeted the Mayor and Council and introduced himself. He stated that he was observing the Council meeting for his political science class. Ryan Kath thanked the City of Torrington for their 2022 2Shot Pit Sponsorship.
