COUNCIL CONFERENCE Trenton, New Jersey, December 12, 2006 Council President Paul M. Pintella, announced that adequate public notice has been provided to the public specifying the time and place for this meeting in accordance with Chapter 231, P.L. 1975, approved on October 21, 1975 and effective January 19, 1976. The FY 2007 annual notice was mailed to the Times and the Trentonian Newspapers, posted on the first floor bulletin board in City Hall, and filed in the City Clerk’s Office on July 1, 2006 and amended on July 21, 2006 The agenda for the said meeting was mailed, posted and filed on December 8, 2006. A Conference of the City Council of the City of Trenton, New Jersey, was held on the above date at 5:00 p.m. in the Council Conference Room, City Hall. The meeting was called to order by Council President Paul M. Pintella, on roll call, the following answered present: Messrs. Bethea & Coston, Ms. Lartigue, Mr. Melone, Ms. Staton, Mr. Pintella, – 6. The following were absent: Mr. Segura - 1 A portion of this meeting will be set aside for public comment. 5:00 p.m. Subject: Discussion of appointment to the Parking Authority Board 5:15 p.m. Subject: Children’s Future Initiative on Early Childhood Development Appearance: Floyd Morris, President, Children’s Futures Council President Pintella - Stated that they were two vacant positions on the Trenton Parking Authority that needed to be filled. He introduced Ms. Cheryl Badger as one of the candidates to fill one of the positions and asked her to speak a little about her self. Ms. Cheryl Badger, 403 Sanhican Drive – She is looking forward to working with the Parking Authority and contributing to her community. Council members congratulated Ms. Badger on her candidacy for one of the vacant position on the Trenton Parking Authority Board. Council President Pintella – Introduced Mr. Walter D. Smith as one of the candidates to fill one of the positions on the Trenton Parking Authority and asked him to speak a little about his self. Mr. Walter D. Smith, 565 Rutherford Avenue – He is a life long resident of the City of Trenton. He served on the City Zoning Board in the 90s. Council members congratulated Mr. Smith on his candidacy for one of the vacant positions on the Trenton Parking Authority Board. Councilwoman Lartigue made the motion to move the Resolutions in unison to have Mr. Walter D. Smith for the term that will expire on January 6, 2011 and Ms. Cheryl D. Badger for the term that will expire on January 6, 2010 and it was second by Councilman Melone. Council member Mr. Coston – Resolution No. 06-730 – Moved its adoption RESOLUTION APPOINTING WALTER D. SMITH AS A COMMISSIONER OF THE PARKING AUTHORITY OF THE CITY OF TRENTON The above resolution was seconded by Council member Mr. Melone and adopted with the following voting aye: Messrs. Bethea, Coston, Ms. Lartigue, Mr. Melone, Ms. Staton, Mr. Pintella – 6 Council President thereupon declared said resolution adopted. Council member Mr. Coston – Resolution No. 06-731 – Moved its adoption RESOLUTION APPOINTING CHERYL BADGER AS A COMMISSIONER OF THE PARKING AUTHORITY OF THE CITY OF TRENTON The above resolution was seconded by Council member Mr. Melone and adopted with the following voting aye: Messrs. Bethea, Coston, Ms. Lartigue, Mr. Melone, Ms. Staton, Mr. Pintella – 6 Council President thereupon declared said resolution adopted. Council President Pintella - Welcome and introduced Mr. Floyd Morris, Executive Director of Children’s Futures and asked him to say a little about the program and about him self. Mr. F. Morris, 220 Hickery Corner Rd., East Windsor – Thank City Council for inviting him to Council meeting to speak about the program. He worked for Robert Wood Johnson Foundation for 16 years, before joining the Children’s Futures. He handled out an informational pamphlet on the program and stated that the Robert Wood Johnson Foundation has given a $14.5 million dollar five- year grant to the Children’s Futures Program. PUBLIC COMMENT: Ms. J. Blakey, 15 Fowler Street – The six cent tax increase is not a lot but to a senior citizen on a fixed income it is, something has to be done so taxes are not increased again. Mr. Dion Clark, 323 Walnut Avenue – Thanked, Public Works Director Mr. E. Jackson for a job well done on Walnut Avenue. The fence at Trenton High School on Hamilton Avenue side has to be repaired. He also brought in pictures for Councilwoman Lartigue on the properties located on Walnut Avenue. Mr. James Fouse, 13 Cavell Avenue – He was very impressed with the presentation on the Children’s Futures Program. Keep up the good work. CIVIC MATTERS: Councilman Melone – City Council appointments to the various Boards they serve. Councilwoman Staton – When will we have the Reverse 911 presentation? Has the City been of help to the S. Broad Street Development with regards to the parking situation? Is the City of Trenton one of the pilot site for the Needle Exchange program?  Councilman Coston – Asked Inspections for an update on the properties on Smith Street that were on fire. At the book store on Warren Street there will be a Chess Game for teenagers at 5:30 p.m. this Saturday, please come out if you can. Councilwoman Lartigue – There are a lot more young people doing well than the ones you read about in the paper. She asked the Law Department to do some research on a Law that will say that within 3,000 feet from a school if you use a hand gun you get 25 years in jail. Councilwoman Staton - Will the committee for the Council Aide position be giving us some additional information. Councilwoman Lartigue - Yes we will, we would like to bring the best individual available to you. I would like to speak with Administration regarding the second individual position. We will be hiring these individuals after the 1st of the year. Councilman Bethea – These young individuals out there that are disturbing our communities are making it hard for senior citizens to come out, we need to look under the homeland security terrorist Act to see what we can do about this.
