COUNCIL CONFERENCE Trenton, New Jersey, December 19, 2006 Council President Paul M. Pintella, announced that adequate public notice has been provided to the public specifying the time and place for this meeting in accordance with Chapter 231, P.L. 1975, approved on October 21, 1975 and effective January 19, 1976. The FY 2007 annual notice was mailed to the Times and the Trentonian Newspapers, posted on the first floor bulletin board in City Hall, and filed in the City Clerk’s Office on July 1, 2006 and amended on July 21, 2006 The agenda for the said meeting was mailed, posted and filed on December 15, 2006. A Conference of the City Council of the City of Trenton, New Jersey, was held on the above date at 5:00 p.m. in the Council Conference Room, City Hall. The meeting was called to order by Council President Paul M. Pintella, on roll call, the following answered present: Messrs. Bethea & Coston, Ms. Lartigue, Messrs. Melone & Segura (came in at 5:05), Ms. Staton, Mr. Pintella, – 7. A portion of this meeting will be set aside for public comment. 5:00 p.m. Subject: Docket Review Appearance: Renee Haynes, Chief of Staff Jane Feigenbaum, Business Administrator Mr. Gonzalez, Assistant Business Administrator introduced six Ordinances and one Resolution to City Council in regards to the Sale of the Marriott Hotel and Parking Garage to Concord. Appearance: Tom Hastie, Partner, McManimon Group Rocky Peterson, Esquire Council members Messrs. Bethea and Segura – Resolution No. 06-732 – Moved its adoption. RESOLUTION AUTHORIZING THE EXECUTION OF CERTAIN DOCUMENTS IN SUPPORT OF THE SALE OF THE MARRIOTT HOTEL AND PARKING GARAGE TO CONCORD HOSPITALITY ENTERPRISES COMPANY PURSUANT TO THE AUTHORITY SET FORTH IN THE NEW JERSEY “LOCAL REDEVELOPMENT AND HOUSING LAW” The above resolution was seconded by Mr. Melone and adopted with the following voting aye: Messrs. Bethea, Coston, Melone, Segura, Ms. Staton, Mr. Pintella – 6. The following abstained from voting: Ms. Lartigue – 1 Council President thereupon declared said resolution adopted.  Councilwoman Lartigue – Gave notes to Mrs. Haynes, Chief of Staff, for the Police Director regarding illegal guns. She would like Director Santiago to address these issues with City Council when he comes in. Grades K-6 the WWMBA and Success by Six will be selling white ribbons for your car, your home to raise funds for this program, please show your support by buying a ribbon. Councilwoman Staton - Legislation on the Governor’s Desk regarding the Needle Exchange Program for New Jersey has passed. There will be six municipalities participating in this pilot. I believe Trenton has the option to be one of these Municipalities is that correct. Council President Pintella – Gave an update to Councilman Coston regarding the Needle Exchange Program. Councilman Coston – Did the City Council vote on this? Council President Pintella – Council took no action. Councilman Segura – I had done a Resolution about two years ago regarding this matter. Councilman Bethea – Are there Health professionals and Doctors that are not in agreement with the Needle Exchange Program. Councilwoman Staton – Ms. Lewis-Spruill what would the cost to the City be, if any, to start this program. Councilman Coston – Ms. Lewis-Spruill has there been a thought as to where the Needle Exchange Program will be placed. Councilman Bethea - The data that you have regarding other municipalities that have the Needle Exchange Program in the Tri State Area does it show how successful this program is. Council President Pintella – Ms. Lewis-Spruill if the City was to enter into the Needle Exchange Program what would stop the police from stopping someone that went to one of these locations to get needles and asking them if they had needles. PUBLIC COMMENT: Donald Brokate, 104 Cornwall Avenue – The Needle Exchange Program – we should do what ever we have to do to break the link of infection. Anything that can be done to stop the spread of HIV should be done. Bea Perry, 27 Sylvester Avenue – I used to worked for the Attorney General Office we should have someone from that office here to address these issues. I think it would be very beneficial for the city. Patricia Stewart, 679 Lamberton Street – If we are going to have the Needle Exchange Program in Trenton we should also look into selling guns legally. Addicts are not going to get help until they are ready. If we are going to make it easy for them to get needles we should make it easy to buy guns. Dion Clark, 323 Walnut Avenue – Thanked the Department of Public Works for the cleaning of the properties in the Wilbur Section. Is the city going to be reimbursed for the work they are doing? CIVIC MATTERS: Councilman Segura – Please try to give us the Docket information in a timely matter. We need to do something about the Alcoholic Beverage Licenses if we have a problem with one of them, they should all be treated the same. I would like an update on the Street Lighting. Councilman Coston – Was the City Involved in the meeting that was held regarding K Hovnanian, was there any progress? I would like a workshop early in the New Year regarding the abandoned property act. I would like to see in the city’s web page if we can get Webcast or streaming audio for Council proceedings.
