MINUTES COUNCIL CONFERENCE JANUARY 18, 2007 CITY HALL 4:00 PM Council Vice President Cordelia M. Staton, announced that adequate public notice has been provided to the public specifying the time and place for this meeting in accordance with Chapter 231, P.L. 1975, approved on October 21, 1975 and effective January 19, 1976. The FY 2007 annual notice was mailed to the Times and the Trentonian Newspapers, posted on the first floor bulletin board in City Hall, and filed in the City Clerk’s Office on July 1, 2006 and amended on July 21, 2006 The agenda for the said meeting was mailed, posted and filed on January 18, 2007. A Conference of the City Council of the City of Trenton, New Jersey, was held on the above date at 4:15 p.m. in the Council Conference Room, City Hall. The meeting was called to order by Council Vice President Cordelia Staton, on roll call, the following Council Members were present: Messrs. Bethea & Coston, Ms. Lartigue, Messrs. Melone & Segura, Ms. Staton – 6. Mr. Pintella (arrived at 5:05 p.m.) A portion of this meeting will be set aside for public comment. 4:00 p.m. Subject: Docket Review Appearance: Renee P. Haynes, Chief of Staff Jane Feigenbaum, Business Administrator EXECUTIVE SESSION Motion was made by Councilman Bethea, seconded by Councilman Melone to adopt a resolution to go into executive session to discuss Pending Litigation, Personnel and ABC Matters. Adoption was carried by vote of those Council members present; Mr. Pintella was absent at beginning of executive session. Appearance: Joseph Alacqua, Special Counsel ABC Matter, Rustic Tavern, Jam Fitz - Renewal of Liquor License Personnel Matters – Aide to Council RESOLUTION TO GO INTO EXECUTIVE SESSION BE IT RESOLVED, that pursuant to N.J.S.A. 10:4-12 et seq. the public is hereby excluded from the following discussions; Concerning pending or anticipated litigation or contract negotiations ABC Rustic Tavern Involving the employment, appointment, termination of employment, terms and conditions or employment, evaluation of the performance of, promotion or disciplining of any specific prospective public officer or employee or current public office or employee employed or appointed by the public body, unless all the individual employees or appointees whose rights could be adversely effected request in writing that such matter or matters be discussed at a public meeting. JANUARY 18, 2007 BE IT FURTHER RESOLVED, that the contents of these discussions will be disclosed to the public when the need for confidentially no longer exists. For straw purposes Council voted to confirm their agreement with the proposal made by the Law Department. The motion was carried by the following vote of the Council members present: AYES: Council members Bethea, Coston, Lartigue, Melone Segura and Staton NAYES: NONE ABSENT: Pintella ABSTAIN: NONE Council decided to go into Executive Session regarding personnel matters after the Public Meeting. Motion was made to go into open session moved by Councilwoman Staton, second by Councilman Bethea and carried by unanimous vote of Council. PUBLIC COMMENT: NONE CIVIC MATTERS: Councilwoman Lartigue – Suggested that Senior and Disabled Citizens be given reduced rates for taxes and water bills. Requested Law Department to follow up on guns being 3,000 ft. from schools. Councilman Coston – Requested information on non-city employees that do not live in the City and are given a city vehicle – wanted a copy of Mr. Colicelli service contract. Councilman Bethea – Wants Mr. Colicelli to come in front of Council ASAP to give an update on what he is doing – When is Summation do for the ABC hearing on Club XL. Councilwoman Staton – Update on the Peddlers License – update on the safety and security at the senior centers, is the Reading Center safe and secure. An update on some of the concerns from a resident on Sweets Avenue. Councilman Segura – Thanked, Mr. Simmons from Inspections for taking care of a problem at a property where basement was flooded by water from a pipe that broke in the property next door. The City should look into absentee landlord. Councilwoman Staton – What can Residents do to help alert the Department of Inspection with problem rental properties? Councilman Melone – Is Housing Inspection linked to the Assessors Office to check property transfers? JANUARY 18, 2007 Councilwoman Lartigue – Does the City work with Social Services with regards to the rental properties, they pay rent on? Councilwoman Staton – Does the City still have Quality of Life hearings? In 2006 did the City revolk any landlord rental license? Councilman Coston – What determines a quality of life hearing? Councilman Pintella – Thanked, Mr. Simmons for answering Council’s questions, he also, thanked Mr. Frisby, from Recreation Natural Resources and Culture for the outstanding job he did with the Black History program. He welcomed Mr. LA Parker back to council meetings. Motion was made to go into Public Session by Councilman Pintella second by Councilman Bethea.
