MINUTES COUNCIL CONFERENCE JANUARY 23, 2007 CITY HALL 5:00 PM Council President Paul M. Pintella, announced that adequate public notice has been provided to the public specifying the time and place for this meeting in accordance with Chapter 231, P.L. 1975, approved on October 21, 1975 and effective January 19, 1976. The FY 2007 annual notice was mailed to the Times and the Trentonian Newspapers, posted on the first floor bulletin board in City Hall, and filed in the City Clerk’s Office on July 1, 2006 and amended on July 21, 2006 The agenda for the said meeting was mailed, posted and filed on January 19, 2007. A Conference of the City Council of the City of Trenton, New Jersey, was held on the above date at 5:10 p.m. in the Council Conference Room, City Hall. The meeting was called to order by Council President Paul M. Pintella, on roll call, the following Council Members were present: Messrs. Bethea & Coston, Ms. Lartigue, Messrs. Melone & Segura, Ms. Staton, Mr. Pintella – 7. A portion of this meeting will be set aside for public comment. 5:00 p.m. Subject: Library Update Appearance: Scott Hughes, Library Director Council President Pintella – Welcome & introduced Mr. Hughes and asked him to say a little about himself and his back ground. Mr. Scott A. Hughes, Library Director provided for Council the 2005-2006 Annual Report on the Public Library. He made a brief statement regarding his background and work experiences. Mr. Hughes spoke regarding his hopes and plan for the Public Library and getting funds to make repairs to the five libraries in the City. City Council members welcome Mr. Scott A. Hughes to the City of Trenton and asked questions regarding his plans for the City Public Libraries and new programs he would be implementing and programs Council would like to see being implemented like, parents reading to children three and under and getting books to senior citizens that do not have access to computers or libraries. Also having, shared services with the Mercer County Library system. PUBLIC COMMENT: Mr. Dion Clark, 323 Walnut Avenue – Slum landlords are a big problem in the city, and they have people moving in the middle of the night to properties that have not been inspected. They are messing up our city and they don’t even live here. JANUARY 23, 2007 Ms. Bea Perry, 27 Sylvester Avenue – She’s in agreement with Mr. Clark, we need to check into Section 8 tenants. The 1400 block of Princeton Avenue weeds need to be cut on the vacant lot there and something has to be done with the lighting in the area. The City should look into doing something about the 18 wheelers that come into the City. A traffic counter should be put out there on New York Avenue. Something has to be done about the over grown trees in the City. Ms. Jackie Blakey, 15 Fell Avenue – The 1400 block of Princeton Avenue is in Ewing Township and people dump in there. The City should not allow that block to look like that we should go after the Township to have it clean. When Mr. Barry Colicelli comes in front of Council please let your constituents know so they can be there. Ms. Patricia Stewart, 679 Lamberton Street – Something has to be done with the slum landlord issue there are tenant moving in and out at 2:00 am on Lamberton Street, also. The Library can have book sales to raise money or getting people to donate books is a good idea. Mr. James Fouse, 13 Cavell Avenue – He commended Council for the job they are all doing. He was impressed with Mr. Scott A. Hughes, Library Director and the fact that he is going to have a five-year plan. Please give Mr. Hughes what ever he needs to get these libraries going. CIVIC MATTERS: Councilwoman Lartigue – Workshop for Emergency Management and Infrastructure Repairs. Councilman Coston – Update on the Hovnanian. Councilwoman Staton – Jailing landlords for violations. Mr. Jackson, street repairs how far did you get with the list for 2006 and do you have a list for 2007? Animal Control, did Administration agreed that cats should be license as well as dogs. When is the tour of the Water Filtration Building going to take place? Councilwoman Lartigue – Landlord issue, I think we should look into house arrest at the property they are renting out. Council President Pintella – Asked Mr. Jackson, Director of Public Works and Mr. Puciatti, Director of Inspections to inspect the side walks and pot holes in the streets in the South Ward on Steamboat Avenue, Power Street and Daymond Street. EXECUTIVE SESSION Motion was made by Council President Pintella, seconded by Councilman Bethea to go into executive session to discuss Pending Litigation and Personnel Matters – Council Aide Positions. Adoption was carried by vote of those Council members present. JANUARY 23, 2007 RESOLUTION TO GO INTO EXECUTIVE SESSION BE IT RESOLVED, that pursuant to N.J.S.A. 10:4-12 et seq. the public is hereby excluded from the following discussions; Involving the employment, appointment, termination of employment, terms and conditions or employment, evaluation of the performance of, promotion or disciplining of any specific prospective public officer or employee or current public office or employee employed or appointed by the public body, unless all the individual employees or appointees whose rights could be adversely effected request in writing that such matter or matters be discussed at a public meeting. BE IT FURTHER RESOLVED, that the contents of these discussions will be disclosed to the public when the need for confidentially no longer exists.
