COUNCIL CONFERENCE Trenton, New Jersey, February 6, 2007 Council President Paul M. Pintella, announced that adequate public notice has been provided to the public specifying the time and place for this meeting in accordance with Chapter 231, P.L. 1975, approved on October 21, 1975 and effective January 19, 1976. The FY 2007 annual notice was mailed to the Times and the Trentonian Newspapers, posted on the first floor bulletin board in City Hall, and filed in the City Clerk’s Office on July 1, 2006 and amended on July 21, 2006 The agenda for the said meeting was mailed, posted and filed on February 2, 2007. A Conference of the City Council of the City of Trenton, New Jersey, was held on the above date at 5:15 p.m. in the Council Conference Room, City Hall. The meeting was called to order by Council President Paul M. Pintella, on roll call, the following answered present: Messrs. Bethea & Coston, Ms. Lartigue, Messrs. Melone & Segura, Ms. Staton, Mr. Pintella – 7. A portion of this meeting will be set aside for public comment. 5:15 p.m. Subject: Anti-Gang Youth Initiative Update Appearance: Barry Colicelli, Special Assistant to the Mayor For Anti-Gang Initiatives EXECUTIVE SESSION Motion was made by Council President Pintella, second by Councilman Bethea to go into executive session. RESOLUTION TO GO INTO EXECUTIVE SESSION BE IT RESOLVED, that pursuant to N.J.S.A. 10:4-12 et seq. the public is hereby excluded from the following discussions; Concerning pending or anticipated litigation or contract negotiations. _Club XL, Vito Cammisa v. COT, Joseph Constance v. COT, Lolata Matlock v. COT and Patrick Jackson v. COT__________________________________ _Water Distribution System outside City of Trenton – Infrastructure in Ewing, Lawrence and Hamilton possible sale to private entity____________ Falling within the Attorney Client Privilege  Involving the employment, appointment, termination of employment, terms and conditions of employment, evaluation of the performance of, promotion or disciplining of any specific prospective public officer or employee or current public officer or employee employed or appointed by the public body, unless all the individual employees or appointees whose rights could be adversely request in writing that such matter or matters be discussed at a public meeting. BE IT FURTHER RESOLVED, that the contents of these discussions will be disclosed to the public when the need for confidentiality no longer exists. Club XL: Council voted against allowing Ms. Lockhart to renew her Liquor License. They are going to stand by their original decision. The motion was carried by the following vote of the Council members: AYES: Bethea, Coston, Segura, Staton and Pintella NAYES: None RECUSE: Lartigue and Melone Personnel Matters – Salary Salary for the Aide to Council Positions Council members agreed to send the candidates a letter notifying them of the starting salary and allowing them the chance to accept or reject the offer. Water Infrastructure System: Mayor Douglas H. Palmer notified Council members of a plan that the City is looking into selling the City of Trenton Water Department Infrastructure. Personnel Matters: Lolata Matlock v COT – For straw purposes motion was made by Councilman Pintella, second by Councilman Melone to accept the settlement agreement made by the Labor Counsel to the City of Trenton. The motion was carried by the following vote of the Council members: AYES: Bethea, Coston, Lartigue, Melone, Segura, Staton and Pintella NAYES: None Patrick Jackson v COT For straw purposes motion was made by Councilman Pintella, second by Councilman Coston to accept the settlement agreement made by the Labor Counsel to the City of Trenton. Anti-Gang Youth Initiative Update Council President Pintella welcomed Mr. Barry Colicelli to the Council meeting and asked him to make his presentation. Mr. Barry Colicelli thanked Council for inviting him to come and make a presentation on the Anti-Gang Youth Initiative Program in the City of Trenton. Mr. Colicelli made a power point presentation that gave an update on the program successes that included his Comprehensive Plan and Statistic information. He mentioned some of the situations and circumstances surrounding some of the individuals in the program and what they are doing to help each one. Mr. Colicelli informed Council of some of the different State, County and City entities involved with this program such as NJ Attorney General’s Office, NJ Gangland Security Task Force, Mercer County Gang Task Force, Mercer County Youth Investment Committee, Mayor’s Youth Advocacy Cabinet, SCOOP, Youthstat, Truancy, MOET, Social Services and many others. They all working together to help the youth of our City. Council members asked Mr. Barry Colicelli questions regarding his presentation and commented on their concerns. PUBLIC COMMENT: Donald Brokate, 104 Cornwall Avenue – Job Corp should try to offer the same job training on the East and the West Coast. He tried to get his son in the Job Corp and had problems with where they wanted to send him. Also, he wanted to hire some of the MOET Program individuals and they were completely unrealistic about what they wanted as pay so, he would hire no one. He think’s that MOET should include salary rates and what someone starting a job should expect as part of their training. Dion Clark, 323 Walnut Avenue – Read an article that was in the Trenton Times Newspaper regarding slum Landlords in February 7, 2001. Bea Perry, 27 Sylvester Avenue – Thanked, Mr. B. Colicelli for being there and doing a good job. We should try to get some of the Graffiti cleaned up and cut the overgrown trees and vegetation. James Fouse, 13 Cavell Avenue – Notified Council that he appreciates everything that they were doing for the City. He approved of what Mr. Barry Colicelli was doing. CIVIC MATTERS: Councilman Coston – John Moser was HIV positive, he did not develop AIDS. he had a depression problem which is what led to his death. Update on the Hotel non sale on Tuesday on how it will affect the taxpayer and where do we go from here. He also asked administration for a list of vacant positions and City the salary range. Broad Street Bank building did they get their UEZ money and parking spots. Council President Pintella – Notified Council members that Director Leonard Pucciatti had lost his father in Law.
