COUNCIL CONFERENCE MEETING MINUTES OCTOBER 7, 2008 CITY HALL – 5:00 PM A Conference Meeting of the City Council of the City of Trenton, New Jersey, was held on the above date at 5:20 p.m. in the Council Conference Room, City Hall. The meeting was called to order by Council President Paul M. Pintella. Council President announced that adequate public notice had been provided to the public specifying the time and place for this meeting in accordance with the Open Public Meeting Act. FY 2008-2009 annual notice was mailed to the Times and the Trentonian Newspapers, posted on the first floor bulletin board in City Hall, and filed in the City Clerk’s Office on June 19, 2008 by Resolution No. 08-341. The agenda for this meeting was mailed, posted and filed on October 3, 2008. ROLL CALL: PRESENT: Messrs. Bethea, Coston, Ms. Lartigue, Messrs. Melone, Segura, Ms. Staton, Mr. Pintella – 7. PRESENTATION: Appointment of New Police Director Appearance: Honorable Mayor Douglas H. Palmer Mr. Irving Bradley Honorable Mayor Douglas H. Palmer introduced Mr. Irving Bradley as his choice as Director of the Police Department. He reviewed with council members Mr. Bradley’s background and experience. The Mayor also advised that he strongly wants a Police Director in place, public safety is a priority. Mr. Irving Bradley stated that he would open lines of communication with council members and residents of Trenton. Safety is his top priority he, will reduce police response time by 40%. He believes that the Director, Police Officers, Firemen, and all civil service employees should live in the City. Policing is 80% social work and 20% what you see on TV. He further stated that he supports foot policing in communities; and that gang intelligence will be under the Police “Titan” system. He will have direct communication with the Trenton Board of Education security and CPAC support. A detailed discussion was followed by a question and answer period. City Council Conference: Minutes October 7, 2008 7 Patricia Stewart, 679 Lamberton Street – Stated that she was pleased that Mrs. Joyner was reappointed as the Acting City Clerk - felt that she was doing a good job; commented on the new police director and the question of his residency; wanted to know if administration had received a salary increase. If so, when, how much and why; expressed her concerns about the money and the missing library audit – City is being lied to; feels the City Council members are often disrespected and treated as if they were 4 year olds. James Fouse, 13 Cavell Avenue – Very concerned with the rush to hire a new Police Director; he felt that the City Council was disrespected by the Mayor and by various individual on many occasions. Councilwoman Lartigue stated she felt the situations were more of passionate concern about issues, rather than disrespect toward the Council. Monroe Laremore, 1446 Stuyvesant Avenue – Spoke regarding the new police director; stated that someone should investigate and look into the nutrition programs and their impact on young people. What is the sugar content of the food provided by the Trenton Public Schools Nutrition Program? Joe Harrison, 15 Swan Street – Expressed his concerns regarding the new police director and his actual residency; process and handling of the Santiago residency issue; questioned “…who are these people here tonight and why are they here…” (this was in reference to the large number of individuals in attendance) stated he was told by one individual that he had received a letter asking him to come to the meeting, but he didn’t know why. Norman Lewis, 28 Eagle Drive, Egg Harbor – Introduced himself to Council as a possible developer in the City of Trenton. He stated that he works with a group called AC Landmark, and would like to develop properties on Academy Street, Stockton Street, Montgomery Street, Hoffman Avenue, Stuyvesant Avenue and Rutherford Avenue.
