MINUTES
October 9, 2008
Trenton Council Chamber
5:30 p.m.
A Regular Meeting of the City Council of the City of Trenton, New Jersey, was held on
the above date at 5:40 p.m., in Council Chamber, 319 East State Street, Trenton, New Jersey.
The meeting was called to order by President Paul M. Pintella, who announced that adequate
public notice had been provided to the public specifying the time and place for this meeting in
accordance with the Open Public Meetings Act. The FY 2008 Annual Notice was adopted by
Trenton City Council by Resolution No. 08-341 on June 19, 2008. The agenda for the said
meeting was mailed, posted and filed on October 3, 2008.
ROLL CALL:
Present: Messrs. Bethea, Coston, Ms. Lartigue, Messrs. Melone and Segura, Ms. Staton
and Mr. Pintella
Absent: None
Invocation and Salute to the Flag was led by Acting City Clerk Juanita M. Joyner.
President Pintella informed the public that the last day to register to vote is
October 14, 2008, and the City Clerk’s Office will be open until 8 p.m.
Motion was made by Mr. Melone, seconded by Mr. Bethea, that the minutes of the
City Council meetings held on September 4, 9, 16 and 18, 2008, be approved and the reading
thereof dispensed with. Motion carried by unanimous vote of those Council members present.
UNFINISHED BUSINESS AND SECOND READING OF THE FOLLOWING
ORDINANCES:
Council President Pintella declared open a public hearing on an ordinance entitled
“ORDINANCE AMENDING CHAPTER 150 OF THE CODE OF THE CITY OF TRENTON
“LITTERING” TO PROVIDE FOR AN INCREASED PENALTY”, and asked if anyone wished
to speak to the subject.
No one appeared to speak nor were protests filed with the Clerk. The hearing was closed.
A motion to adopt the ordinance was made by Ms. Staton, seconded by Mr. Melone, and carried
by the following vote of Council:
Ayes: Messrs. Bethea and Coston, Ms. Lartigue, Messrs. Melone and Segura, Ms. Staton
and Mr. Pintella

Mr. Melone introduced, presented and authorized publication of an ordinance entitled
“STATE FISCAL YEAR 2009 ORDINANCE TO EXCEED THE MUNICIPAL BUDGET
APPROPRIATION LIMITS AND TO ESTABLISH A CAP BANK (N.J.S.A. 40A:4-45.14)”.
The motion was seconded by Mr. Pintella, and carried.

PUBLIC PRESENTATIONS:
Octavia Sutphin, 865 Park Avenue, spoke of losing Joseph Santiago as Director of Police.
George Muschal, 1002 Lalor Street, informed City Council that he had applied for the position of
Director of Police, and did not receive a response from the city.
Delores Harrison, 42 Coats Street, voiced her opinion of the racial problems that she has been
reading in the newspapers, and of her support of Councilman Segura.
Larry Johnson, 50 Pierce Avenue, feels that the bickering has to stop.
Carol Russell, 41 Bryn Mawr Avenue, spoke of the changes that have happened in the
Police Department.
Zachary Chester, 1405 Stuyvesant Avenue, is very disturbed that the race card is being played.
He also feels that the new director of Police should be given a chance.
Paul Harris, 137 Centre Street, spoke in support of the new police director.
James Fouse, 13 Covell Avenue, spoke in support of residency for city employees.
Dion Clark, 323 Walnut Avenue, spoke in support of residency for city employees.
Wayne Council, 225 Beechwood Avenue, feels that to save the community, you must serve it.
Edward Hill, 537 Rutherford Avenue, spoke in support of residency.
Karen Richardson, 36 North Eastfield Avenue, feels that everyone should come together to make
the city a safe place to live.
Donald Shelton, 20 North Westfield Avenue, feels that people should attend School Board
meetings. He also feels that criminals should serve the time equal to the crime.
Peter Page, 241 Morris Avenue, President of Chambersburg Civic Association, spoke in support
of the Mayor’s choice for Police Director.

Monroe Larimore, 1446 Stuyvesant Avenue, feels that parents should be more involved when it
comes to children and their schooling.
Joe Harrison, 15 Swan Street, member of TRAC, informed that being a member of TRAC does
not make him a racist.
Dr. Al Page, 67 Broad Avenue, Ewing Twp., spoke in support of Irving Bradley being appointed
to the position of Police Director.
Emmanuel Averham, 10 School Lane, spoke of the importance of atonement.
Amini Sababu, 311 Bellevue Avenue, spoke in support of the Mayor’s decision to appoint Irving
Bradley to the position of Police Director.
Steve Cooper, 43 Sanhican Drive, feels that Mayor Palmer should be respected as the Mayor.
Rev. Stanley Justice, 33 Perdicaris Place, spoke in support of Irving Bradley being appointed to
the position of Police Director.
Sister Mary Albert, 917 Melrose Avenue, feels that there are more important issues than
residency.
Sherwood Brown, 232 Wayne Avenue, spoke of the changes that have happened in the Police
Department over the past 20 years.
Councilman Pintella expressed his concern at the article asking for a recall of the Mayor
and Councilman Melone. He feels that Councilman Melone has done an excellent job in
supporting his constitutes.
Councilman Segura feels that no one has supported the Police Department or
Mr. Santiago as he has. Also, his vote had nothing to do with Irving Bradley.
Councilman Melone expressed his concern when disagreement becomes disrespectful,
and feels he has always attempted to be respectful. He thanked Councilman Pintella for his
comments. Mr. Melone supports his vote for Police Director.
Councilwoman Lartigue thanked the West Ward residents for coming to the meeting.
She also asked everyone who is willing to work with the City to stand (thirteen people stood.)
Councilman Pintella thanked Acting Director Fred Reister for his service to the Police
Department.
There being no further business, the meeting adjourned at 7:30 p.m.
