CITY COUNCIL CONFERENCE MINUTES December 9, 2008 Trenton Council Chamber 5:00 p.m. A joint Conference and Regular Public Meeting of the City Council of the City of Trenton, New Jersey, was held on the above date at 1:26 p.m., in the City Council Conference Room, City Hall, 319 East State Street, Trenton, New Jersey. The meeting was called to order by Vice President Cordelia M. Staton, who announced that adequate public notice had been provided to the public specifying the time and place for this meeting in accordance with the Open Public Meetings Act. The FY 2008 annual notice was adopted by Trenton City Council by Resolution No. 08-341 on June 19, 2008. The agenda for the said meeting was mailed, posted and filed on December 5, 2008. ROLL CALL: Present: Messrs. Bethea and Coston, Ms. Lartigue, Mr. Segura, Ms. Staton and Mr. Pintella Absent: Mr. Melone, Mr. Segura (arrived at 5:20 p.m.) EXECUTIVE SESSION: (City Council went into Executive Session at 5:15 p.m.) Adoption of the following resolution to go into Executive Session was moved by Mr. Coston, seconded by Ms. Staton, and carried by unanimous vote of those Council members present. RESOLUTION AUTHORIZING EXECUTIVE SESSION OF CITY COUNCIL BE IT RESOLVED, that pursuant to N.J.S.A. 10:4-12 et seq. the public is hereby excluded from the following discussions; • pertaining to a collective bargaining agreement with employees. • concerning pending or anticipated litigation or contract negotiations, anticipated litigation regarding DOP plan. • falling within the Attorney Client Privilege BE IT FURTHER RESOLVED, that the contents of these discussions will be disclosed to the public when the need for confidentiality no longer exists. City Council reconvened in open session at approximately 7:50 p.m. and then recessed until 8:00 p.m., when they reconvened in the Council Chambers. City Council Meeting Minutes December 9, 2008 1 DISCUSSION TOPICS: TOWING ORDINANCE: A discussion was held concerning the revision of the Towing Ordinance. Police Director Bradley does not have any objection to the proposed amended Towing Ordinance. TAXICABS: Mrs. Lartigue recommended that the City of Trenton look into a uniformed service for taxicabs. A discussion was held concerning the Taxicabs in the City of Trenton. PUBLIC COMMENTS: Ron Firman, 96 Park Street, Bordentown, spoke about the layoff notice that he received Patricia Stewart, 679 Lamberton Street, Trenton, spoke against the privatization of the Inspections Department. Bea Perry, Trenton, thanked the Departments of Police, Inspections, and Sanitation for the services that have been provided. Michael Risoldi, 25 Muirhead Avenue, spoke on the Towing Ordinance. Hirom Ortiz, 330 Reservoir Street, spoke on the Towing Ordinance. Zachary A. Chester, 1405 Stuyvesant Avenue, spoke of the President Elect Stimulus Package. Mike Collins, 234 S. Cook Avenue, spoke against the privatization of the Inspection Department. Joe Harrison, 15 Swan Street, questioned why the City has a deficit of $28 million. Paul Harris, 137 Centre Street, feels that any Stimulus Money that comes to the City of Trenton should be contracted out to employers that would employ Trenton residents. City Council Meeting Minutes December 9, 2008 2 CIVIC MATTERS: Councilman Coston informed City Council that he, Councilwoman Staton, and Councilman Segura had attended the New Jersey Association of Counties Conference to explore the possibility of sharing services with Mercer County. He had also spoken with Ms. Nancy Coffee to approach the Mercer County Board of Freeholders for the possibility of funding for a feasibility study.
