Linsey Hobbs (Tax commissioner)-Q3 Tax Update Linsey Hobbs, City of Trenton tax commissioner, provided a presentation regarding Q3 Tax Update. Linsey also acknowledged, the tax department has been working on education outreach, the morning of October 5th, 2023, Linsey taught classes in Madison High School where students were very involved in participating in discussions regarding taxes. Linsey further added that Madison High School would like to have the tax department back semester wise to teach as many seniors as possible. During Linsey’s presentation she updated Council on projects that the tax department has been working on such as the landlord project. Linsey reminded that the extension due date is October 15th if one has a federal extension, if not paid by April 17th, then one will be hit with penalties. Linsey provided an update with House Bill 33 that was passed this year. Linsey also provided some key highlights, which includes late filing penalty is changed to a maximum of $25, it is a one-time fee and if it’s the individuals first offense it will automatically be waived. For simple net profit returns for businesses for a six-month extension business will get an extra month automatically when they turn it in. Linsey is also working on projects regarding protocol and software updates. Linsey provided a reminder that fourth quarter bills will be mailed out December and will be due January 15th, for residents that owed taxes of last year of $200 or more and is mandatory and acquired by the State of Ohio. For the new tax season, taxes will not be accepted by fax or email, instead will be accepted through the secure online portal. There will be extended hours to get city taxes done starting Tuesday, March 5th through April 2nd from 8:00am to 6:00pm. City of Trenton REGULAR COUNCIL MEETING MINUTES October 5th, 2023 - 7:30 p.m. APPROVAL OF MINUTES 1. Floyd Croucher Mr. Croucher addressed the Council regarding a large piece of granite boulder for the veteran’s memorial. The large granite boulder would be donated to the council for free from the Cross family out of Prebble County. Mr. Croucher believes that the up to $150,000 cost is very expensive and this could be used instead. UNFINISHED BUSINESS 1. AN ORDINANCE AMENDING SECTION 660.05, DUTY TO KEEP SIDEWALKS IN REPAIR AND CLEAN OF THE CODE OF ORDINANCES OF THE CITY OF TRENTON AND DECLARING AN EMERGENCY (First Reading) REPORTS 1. Trenton Police Memorandum- This is a new format that gives a report to council on a bi- weekly basis. In the future, the report will be given to council earlier during the week. 2. Matthew Mesisklis- Spoke on people inquiring at the finance counter of two ballot measures are for the City of Trenton that is electric aggregation, and gas aggregation. This is to enable the city and contractor on behalf of the city to go out and bargain for lower energy cost on behalf of the citizens as a collect and will issue a collective agreement if “we” can bargain the cost or lower than Duke. Mr. Agee did have a couple of questions regarding the legislation when he could speak on it whether he is or isn’t in favor of it. Mr. Agee then spoke to that many people come to doors and around the city showing different rates, etc. Mr. Agee spoke to a company/ organization coming in and “we” did a good job of having conversation with the company. Mr. Agee further spoke to the legislation and what it could do to citizens and as a city. Ms. Montgomery added that people will show up to her door in a particular case, a young lady was forcible to do a certain thing. Ms. Montgomery agreed with Mr. Agee and wants to do what is best for the citizens and encouraged to do what’s best for the citizens. 3. Stanislav Beresford-Thanked everyone who came out to the Ribbon Cutting Ceremony at Community Christian Church. If any parent is looking for daycare, they are open Monday through Friday from 6:30am-6:00pm City of Trenton REGULAR COUNCIL MEETING MINUTES October 5th, 2023 - 7:30 p.m. AUDIENCE OF COUNCIL Ms. Harris-Spoke to legislation one and wanted to clarify about it being updated online. Ms. Harris wanted to ask if Ordinance 17-23 had to do with other ordinances that have been passed and wanted to confirm to have them submitted online. Ms. Harris then spoke to the opening of Community Christian Church and that the people that run the daycare are fabulous and have a strong heart for this community and children. Ms. Harris strongly suggests that if anyone is looking for a daycare she strongly recommends them. Ms. Harris spoke to the edge salon which has moved in to the old barbershop, Ms. Harris is excited for them to get started and praised the space from the pictures that she has seen. Ms. Harris thanked Chief Yater for his service, Ms. Harris assured that she is grateful for veterans and the memorial but, wants to be pragmatic with the money. Ms. Harris suggested the idea of an honor flight, and it is free for veterans and would be honored to be Chief Yater’s guardian for the honor flight. Ms. Harris thanked the fire station for showing the boy scouts and new cub scout pack for showing the firetruck, ambulance, gear and answering the crazy questions from the scouts. Ms. Harris thanked PD and public works with their work done at the festival, Ms. Harris wrapped up being sad about the parade being cancelled but understands why it needed to be. Ms. Combs – No reports. Mr. Perry – Spoke to legislation one and voiced his opinion regarding Ordinance 17-23. Mr. Perry then thanked Public Works and everyone who worked fall fest for a wonderful job well done and success with the festival. Mr. Agee – Echoed the remarks of fall fest and was very pleased with how the festival was ran. Mr. Agee was dissatisfied with the playground and the patchwork and believes that it was loathsome, added that there were stains, the spots that were repaired were hard and there were cracks. Mr. Agee wants to see some accountability with the quality of work being done. Mr. Agee wanted to clarify with Matthew regarding the budget for the veterans memorial is up to $150,000 and not the starting baseline. Mr. Agee has two special things going on this week, he just had a birthday (happy birthday!) stated “one year older not necessarily wiser”. On Saturday October 7th, Mr. Agee is getting married (congratulations!) to his best friend they are going to have a small backyard wedding. Ms. Montgomery –Spoke to Trenton being the best place to live, thanks the lord for the businesses that are located in the City of Trenton. There were two different businesses that Ms. Montgomery visited, the Trenton Dental Nest and the Trenton Animal Hospital (for the regular checkup for her dog Percy). Ms. Montgomery was very impressed with the service at Trenton Dental Nest and even met some of the staff at fall fest. Ms. Montgomery was also looking forward to the parade and looking forward to seeing Artemis. Ms. Montgomery then spoke to the pride that she has for the community park and the upcoming event for her company that has been approved, and is extremely appreciative to everyone that sits up with her especially the veterans that work for the city of Trenton. Ms. Montgomery also agreed City of Trenton REGULAR COUNCIL MEETING MINUTES October 5th, 2023 - 7:30 p.m. with Ms. Harris regarding adding firemen and police to the memorial as well. Vice-Mayor Perry –Congratulated Mr. Agee with his upcoming wedding and his wife. Spoke on the memorial and openly invited anyone to attend the parks board meeting that is happening on Tuesday October 10th, 2023. Vice- Mayor Perry does not want anyone to feel left out and encourages everyone to voice their opinion to have the best possible monument. Vice Mayor Perry was amazed how big the festivals are starting to become each and every year, was impressed with everyone with the city from citizens to staff and the commitment to put on a festival. Thanked Sharon for planning these types of events. Mayor Woodrey – Thanked everyone who came out to fall fest, Mayor Woodrey stayed for several hours and talked to several people and get reacquainted with those that he talked to. Trick or Treat this year is October 31st from 6:00pm- 8:00pm and is set by resolution. Congratulated Mr. Agee on getting married and wished him a happy and healthy marriage.
