Mayor Cameron called the meeting to order at 6:30 p.m.

IV. Motion to Approve Regular Meeting Agenda
Mayor Cameron requested a motion to approve the regular meeting agenda. A
motion was made by Mrs. Gales to approve and seconded by Mr. Hankins. Roll
call resulted in the follwing votes:

agenda, please fill out a Speaker Form and return it to the Clerk of Council
BEFORE the start of the meeting. Proceed to the microphone, state your name
and address, proceed with your comments. You will have three (3) minutes to
speak. Citizen comments on the 'Public Hearing' portion of the meeting will be
accepted at the appropriate time during the meeting. Council Rules for
attending a Public Meeting will be followed according to the ORC Section
2917.12 Disturbing a Lawful Meeting and/or ORC Section 2917.11 Disorderly
Conduct.
Robert Kelly Jr., 720 Broad Oak Drive, Trotwood, Ward 1 - Questioned the
Visitors & Communications section on this agenda. Would like to have the
opportunity to speak on all items whether on or off the agenda. Wants the city
to schedule Town Hall meetings. What the city is doing to bring jobs &
businesses in the city. Wanda Page, 601 Chandler Drive, Trotwood, Ward 1 -
Noise Ordinance where are the signs. Stores are closing, we need stores to
shop. Water bills are too high. Janice Chinn representing Progressive
Citizens of Trotwood, Ward 2 - Constituents have grievances about the current
management of our city. A letter was presented to City Council for them to
respond.
VI. Special Presentations and Recognitions
A. PR034-15 New Police Officer Oath of Office Sworn-In by Mayor Cameron -
Nicholas R. Milner
Police Captain John Porter Introduced a new Police Officer Nicholas R. Milner.
Attended Trotwood Madison City Schools and pursuing his career in criminal
justice. Mayor Cameron administered the Oath of Office to Officer Milner.
B. PR035-15 New Police Officer Oath of Office Sworn-in by Mayor Cameron -
Matthew J. Hogan
Police Captain John Porter introduced new Police Officer Matthew J. Hogan.
Graduated from Clark State Police Academy and will continue his career
pursuing his collage degree in criminal justice. Mayor Cameron administered
the Oath of Office to Officer Hogan.
C. PR036-15 Full Retirement of Police Detective Michael Pigman
Police Captain John Porter introduced Detective Mike Pigman who retired from
the Police Department on Friday, July 3, 2015 with a total of 28 years of public
service. In 1986 he began his career with Madison Township Police
Department and became a police officer in 1989. After the merger in 1996 he
was he was promoted to the Detective Division for the Trotwood Police
Department and is highly respected throughout the county utilizing his keen
detective skills.

VII. Motion to Approve the Consent Agenda
Mayor Cameron requested a motion to approve the consent agenda. A motion
was made by Councilwoman Mrs. McDonald to remove items R15-51 through
R15-61 from the consent agenda for further discussion and the motion was
seconded by Mrs. Gales. Roll call resulted in the following vote: Mr. Kettelle -
no, Mr. Hankins - no, Mr. Vaughn - no, Vice Mayor Staggs - no, Mayor Cameron
- no. Mrs. McDonald - yes, and Mrs. Gales- yes. The motion failed with a
majority vote of 5 Nay, 2 Ayes. Mrs. Gales asked if the surplus property letter
from Mr. & Mrs. Hastings was one of the items on this consent agenda - it was
not. City Council received a letter from the Hastings indicating they did not
want to pursue their request. At the time of their request, City Council could
not do a land transfer until we had a policy in place. Mrs. McDonald asked
when would she be able to have the opportunity to have discussion on these
eleven homes the CIC is going to acquire. Council received a letter from the
CIC Executive Director pertaining questions about Resolution R15-51 to
R15-61. Mr. Vaughn the CIC Council representative, said in his opinion the
letter was satisfactory with full disclosure. Mr. Pope will schedule a workshop
session to present a CIC update report to the council and public. Mayor
Cameron requested a motion to approve the consent agenda. A Motion was
made by Mrs. Gales and seconded by Mr. Hankins to approve the consent
agenda. Roll call resulted in the following vote:

The Clerk read the caption. Deputy City Manager/Public Safety Director
Quincy E. Pope Sr. introduced the Planning and Zoning Administrator Jeannie
Peyton to report on this rezoning amendment. Applicant's President Richard
Suess and Vice-President Andrew Suess from Suess Enterprises LLL, are
requesting the rezoning to accommodate locating a light industrial business in
the former retail/warehouse distribution center, formerly know as the
Elder-Beerman Furniture Store located at 5370 Salem Avenue, parcel
H33-00514-0045, on 6.6 acres of land. the rezoning is from the R-B Regional
Business zoning district to the I-PUD Planned Unit Development zoning for the
repurpose use of this 124,340 sq. ft. building. Planning Commission voted 4-0
on May 26, 2015 to approve this rezoning for City Council final approval. Four
phases of the building renovations will begin in August through December
2015. Hours of operation Monday through Friday 6am to 4 pm., Saturday 6am
to 12 pm, will employ 50 jobs for this machining, assembly, warehousing and
distribution business. Parking will accommodate 80 spaces on north & east
side of building. Parking areas in need of repair will be taken care of between
the shared owners of the parcels. Estimated average salary is $50,000.00 or a
$2.5 million dollar payroll tax investment to the city. Will hire new people later
as they expand and relocate those already employed. Mayor Cameron
requested a motion for Ordinance OR10-15. A Motion was made by Mr.
Hankins to approve Ordinance OR10-15 and seconded by Mr.Vaughn. Roll Call

MANUFACTURING, WAREHOUSE AND DISTRIBUTION FACILITY
LOCATED AT 5370 SALEM AVENUE (PARCEL I.D.

The Clerk read the caption. Mr.Pope introduced Planning & Zoning
Administrator Jeannie Peyton to explain how Suess Enterprise will utilize their
buidling located at 5370 Salem Avenue. Ordinance OR11-15 is for the councils
recommendation of the Preliminary Site plan for the Specialty Machines
Company to occupy the former retail warehouse & distribution facility. Site
plan will address the off-street parking and loading, ingress/egress, and other
pertinent conditions as discussed and approved by the Planning and Zoning
Commission meeting on May 26, 2015. No citizens came forward to speak on
this public hearing. No further discussion by City Council members. Mayor
Cameron requested a Motion for OR11-15. A Motion was made by Mrs.
McDonald to approve OR11-15 and it was seconded by Mr. Kettelle. Roll Call
resulted in the following votes:

PURCHASE A STEPP MANUFACTURING DUMP STYLE POTHOLE
PATCHER AT STATE CONTRACT PRICING IN AN AMOUNT NOT
TO EXCEED $29,634.00.

The Clerk read the caption. Mr. Pope said the city is in need of a pothole
patcher for the Public Works Department to be utilized on the roadways,
parking lots and bridge decks. Purchase is with Stepp Manufacturing at the
state bid price of $29,634. Funding comes from the Motor Vehicle License fund
listed as a capital budgeted item in 2015. Mayor Cameron requested a motion
for Resolution R15-45. A motion was made by Mr. Vaughn to approve R15-45
and seconded by Vice-Mayor Staggs. Roll Call resulted in the following vote:

The Clerk read the caption. Mr. Pope said this request will assist the city to
authorize Lockwood, Jones & Beals for their engineering services for the Wolf
Creek Project Bike Path Project. ODOT has determined we have to do
environment assessment's costing $40,000.00. Funding will come from the
Permissive Use Tax Fund in the 2015 budget to perform five (5) environmental
assessments and two (2) road widening assessment's for various parcels
affected by this bikeway project. Council asked will the return on our
investment be too excessive. Mr. Pope is concerned too and has scheduled a
meeting next week on this topic. Mayor Cameron requested a motion for
Resolution R15-49. A motion was made by Mrs. Gales to approve Resolution
R15-49 and it was seconded by Mr. Hankins. Roll Call resulted in the following

Police Captain John Porter reported their department has concerns issuing a
liquor permits at this address. Historically, they continued to operate without
a liquor permit. Since the end of March 2015 the business has been shut
down. Based on the outstanding compliance issues with the Police, Fire and
Zoning Department's, staff recommends City Council to approve this
Resolution to formerly request a hearing here in Montgomery County within
the next 30 days with the Ohio Department of Liquor Control to oppose the
issuance of any liquor permits to this applicant or business.
