Mr. Robert Critell, VFW Post 4270 update - Trotwood Post received state and national magazine recognition for increase membership participation within our city. Community services promoting the VFW they have participated in this year are - handing out 9-11 American flags, working at the Farmer's Market, National POW/MIA flag recognition day, to include future plans with the Voice of Democracy and Patriot's Pen Programs with the Madison Township School District. PR042-15 Presentation to introduce to City Council the City’s new Clerk Typist for the Planning & Zoning Department (including Code Enforcement) and Parks & Recreation Department - Kelly Adams. Ms. Kelly is a creative professional working as the new Clerk Typist for the Planning & Zoning, Code Enforcement and Parks & Recreation Department's. B. Formerly served as the County Auditor from Miami County with a master's degree in Finance from Wright State University. Attachments: Eric Baxter Bio Human resource Manager Stephanie Kellum introduced Eric G. Baxter the city's new Public Works Operational Manager. Eric is formerly from the Greene County Sanitary Engineer's office along with over 20 years of experience in various industries. His has his Bachelor of Science Degree in Industrial Engineering from Central State University. E. PR044-15 Presentation to recognize Johnny McCluskey and Hope Figgers of the Public Works Department for their leadership during recent transitions in the department. Attachments: McCluskey Certificate Figgers Certificate Human Resource Manager Stephanie Kellum said the city wanted to recognize two individuals Ms. Hope Figgers and Mr. Johnny McCluskey were instrumental as departmental leaders for the Public Works Department while the department as short staffed before Mr. Baxter was on board. VII. Motion to Approve the Consent Agenda Mayor Cameron requested a motion to approve the consent agenda. A motion was made by Mrs. McDonald to approve the consent agenda. Discussion on the motion was requested by Mr. Vaughn. Public would like to hear the explanation on why this requested is coming before city council. Mr. Pope stated, the reason for the rezoning is because BUSTR said there is underground storage tanks located at this VFW site, therefore, the zoning has to be changed. Mr. Vaughn said some citizens surrounding the property misunderstood the reason why behind the zoning change. They thought the request would include include the sale of liquor on the property. A liquor permit has is not a part of the rezoning before council. Request is only for the rezoning of the property from Residential to General Business. The motion was seconded by Mrs. Gales. Mr. Pope said this ordinance will grant to the Vectren Energy and Indiana Gas Company a gas franchise agreement for a period of 25 years. This agreement will be renewed for five (5) years; provided the city may terminate this agreement after proper notice is given. Mr. Pope said this request is to amend OR17-14 to the annual reappropriations for current expenses for fiscal year 2015. Finance Director Chris Peeples said the overall increase adjustment to the General Fund is $5,590.00 to the following fund balances - Police Administration, Police Patrol, Strategic Initiatives and Non-Departmental for all services and supplies fund accounts. Miscellaneous fund adjustment's were also made to the following account's - Permissive use Tax for final payment for work on the Wolf Creek Project and in the Grants fund adjustment of $50,000.00 received in 2014 should be reallocated to the grants fund as part of the city's match for the demolition project through the city. Law Enforcement Trust (Criminal Apprehension) has increase of $15,000 needed for dues to the CIRGV, and a reduction of $6,000 in both the materials line item and minor equipment line item. Overall increase to the 2015 appropriation if $79,090.00. Mayor Cameron requested a motion for OR15-15. R15-64 A RESOLUTION AUTHORIZING THE INTERIM CITY MANAGER TO ENTER INTO AN AGREEMENT WITH BYERS CHEVROLET IN GROVE CITY, OHIO FOR THE PURCHASE OF ONE (1) NEW POLICE CRUISER AT STATE CONTRACT PRICING IN AN AMOUNT NOT TO EXCEED $27,411.00. Mr. Pope explained this agreement will be for the purchase of one police cruiser under the state bid program. Police Captain of Operations Eric Wilson stated we presently have seventeen (17) vehicles in the police fleet. Total combined mileage is 2,662,749; 121,338 miles is the average; lowest mileage is 23,000 and the highest vehicle mileage is 217,000. The cost to repair the some of the older vehicles is about $6,00.00 per year. This purchase is a budgeted item that will come from the criminal apprehensive fund. R15-67 A RESOLUTION BY THE COUNCIL OF THE CITY OF TROTWOOD, OHIO AUTHORIZING THE INTERIM CITY MANAGER TO ENTER INTO A COOPERATIVE AGREEMENT WITH THE CITY OF RIVERSIDE, OHIO, IN ORDER TO PROVIDE AND SHARE MUNICIPAL AND GOVERNMENTAL SERVICES BETWEEN THE TWO CITIES TO THE MUTUAL BENEFIT OF THE CITIZENS OF BOTH CITIES. Mr. Pope said this resolution is for the agreement between the city of Riverside, Ohio consistent with our Strategic Plan to develop cost saving efforts. The city will to share employees and equipment in the Public Works Department. Council agrees the sharing of equipment and resources shows the municipalities are working together. Mr. Kettelle asked, who will be responsible for the maintenance of the equipment? Mr. Pope said each jurisdiction will be responsible for the maintenance as explained in the agreement. Mrs. McDonald would like the city to have conversations with other jurisdictions to meet to discuss deterioting roads needs especially in our agricultural/farm areas. Mr. Hankins said this is a fiscal issue at the State & Federal level regarding the infrastructure in the rural communities. Mr. Kettelle wanted to know when the Trotwood Connector St. Rt 49 was built, why the does maintenance repair cost only charged to the city of Trotwood at a cost of about $125,000.00 per year? Since it's a state route why do we have to take care of the maintenance instead of the ODOT? He would like to see the city send a letter to the state reversing the costs for this maintenance. We have over 400 road miles to repair, how can the city afford to do so in the future? Council will have to discuss this roadway topic at a workshop. Citizen Lawrence Kroger lives at 9720 Wolf Creek Pike stated the roads in the northwest quadrant are deterioting - they were last paved in 1992. To date, the roads have not been paved and would like to know why. People are speeding on Wolf Creek, 50 mph speed limit is too high. Police Captain Porter said studies show the average speed is 53 mph and disagrees that people are speeding. Mr. Pope would like to meet with Mr. Kroger for further explanation. Mr. Pope reported this is an assessment of unpaid property owner delinquent charges for weeds, vegetation and or grass charges totaling $500,456.25 that will be certified to the Montgomery County Auditor's Tax Duplicate. Public Works Department has two teams of six employees taking care of the grass mowing throughout the city in city right of ways and property owners that cannot maintain. Invoices are mailed out to the property owners, then if not paid, the mowing charges are assessed to their tax bill. Mayor Cameron requested a motion for Resolution R15-70. This identifies any unpaid balances between August 15, 2014 and August 20, 2015 to be submitted to Montgomery County Auditor's Office for certification on the tax bills the first of September each year.
