Gales, Councilmember Rap Hankins, Councilmember Charles Ron Vaughn and Councilmember Mary A. McDonald IV. Motion to Approve Workshop Agenda A motion was made to approve the workshop agenda. Mayor Cameron requests a motion on this item. A motion was made by Councilmember Kettelle, seconded by Councilmember Hankins, that this be approve the agenda as submitted. Special Presentations and Recognitions City of Trotwood Page 1 City Council Workshop Meeting Meeting Minutes - Final September 21, 2015 A. PR046-15 Sustainable Solutions & Transportation Alternatives - MVRPC Complete Streets Policy & Sidewalk Funding - Bob Steinbach, Miami Valley Regional Planning Commission Attachments: Complete Streets-MVRPC Presentation Mr. Bob Steinbach, Director of Alternative Transportation of the Miami Valley Regional Planning Commission (MVRPC) presented their Complete Streets Policy and Sidewalk Funding information. MVRPC is in partnership with seven (7) counties in Ohio and the Department of Health to provide safe streets and routes to school in Montgomery County. They are focused on promoting active transportation (i.e., complete streets, safe routes to school) and have a grant totalling $2 million per county which is renewable after two hears upon performance. They encourage Trotwood to participate in the program and will assist with development of a complete streets policy. They can also conduct staff workshops and assist with writing the policy. Councilman Hankins recommended participation in the program to develop the policies. Interim City Manager Pope stated that this is in alignment with the City's strategic plan as well as our Comprehensive Land Use Plan. This Presentation/Recognition was read and filed B. PR049-15 Current Agricultural Use Valuation Attachments: CAUV of Land Tables CAUV Sample Resolution Interim City Manager reported that farmers are becoming victimized by current Ohio laws and we are looking to offer our support to them by having discussions at the state level. Valuations and a sample resolution were included in the meeting packet, and the resolution of support will be presented to City Council at the October 5, 2015, Council meeting for passage. Councilman Kettelle would like to invite members of the farming community to attend that meeting. Councilman Kettelle also stated that the resolution needs to be taken to the Ohio Municipal League later in October. Councilwoman McDonald would like the Interim City Manager to also invite Sen. Beagle and Rep. Rezabeck to the October 5 meeting. Mr. Pope indicated he would email out invitations. This Presentation/Recognition was read and filed. PR050-15 General Operating Levy Funding Review Attachments: 20161general levy.pptx Chief Steve Milliken presented information about the City's upcoming General Operating Levy which will be included on the March 2016 primary ballot. This would be to renew the current 5.75 mil levy which expires at the end of 2016. An internal committee has been formed and the levy committee will be formed soon. Chief Milliken will also form a speakers' bureau. Chief Milliken reviewed the uses of the general fund as well as several options for this levy. The City will be moving forward with a resolution on the October 5 Council meeting agenda to have the amounts certified, and then will present the resolutions for the three options to Council for a vote at the November council meeting. The resolution needs to be submitted in December in order to be included on the March 2016 ballot. Councilman Vaughn asked that staff look at how other municipalities are collecting their Redflex fines, mowing fees, utility billing fees, etc. This Presentation/Recognition was read and filed D. PR045-15 Enacting a New Municipal Income Tax Ordinance Attachments: ENACTING A NEW MUNICIPAL TAX ORDINANCE Presentation for legislative authority July 2015 2 Income Tax Administrator Sue Bowman presented information regarding changes to municipal tax regulations, known as House Bill 5. An amendment to the current ordinance and a new ordinance will be required for the City to be in compliance. A motion to draft these ordinances and schedule a public hearing will be included on the Council meeting agenda for October 5, 2015. The ordinances will be presented for a vote at the November Council meeting. This Presentation/Recognition was read and filed. VI. Motion to Adjourn the Workshop A motion was made to adjourn the meeting; adjourned at 8:32 PM.
