Visitors - Mr. Ronald Koester, 7849 Post Town Rd - explain the procedures road cut repairs done by the cable contractor on Trotwood Blvd & Union Rd. Why was the area cold patched, is this the standard? Interim City Manager said we are aware of this issue. Public Works Director Eric Baxter reported any cut in the road requires a permit from their office that outlines contractors procedures. The asphalt companies are now closed for the season, therefore, the alternative would be to repair using the cold patch. Mrs. Wanda Page, 601 Chandler Dr. - Congratulations to all the new elected officials tonight. Her concern is the high water bill. Why can't we pay what city of Dayton pays? Pope introduced Chris Peeples, Finance Director who explained the details of this ordinance. This is for the issuance and sale of bonds in the principle amount of $3,515,000 for the purpose of paying the costs of refunding existing bonds for the constructing, equipment and furnishing a fire station. These bonds were originally issued in in 2007 and at that time the interest rates were high. With this legislation it will save the city about $135,000.00 in interest over the term of the loan. Finance Director Chris Peeples stated this ordinance is also for the sale of bonds in the maximum principle amount of $2,100,000 to replace notes for the constructing public improvements related to the redevelopment of the New Town Center, and to improve the water system by constructing and reconstructing of water lines on Union Street and West Sunrise Avenue. This note has been rolled over about six times over the duration of this loan and will retire the $2,040,000 various purpose notes (series 2015) that were previously issued. The interest rates are projected to go up next year, and now the rates are low, so the recommendation by our bond council is to lock in the lower rate at this time. Right now this loan would be a 17 year term note with an estimated 3.75% interest rate that may vary slightly. Mayor McDonald requested a motion. Interim City Manager Pope said, this agreement will allow the city of Trotwood to accept the $100,000 ED/GE grant monies awarded to use for this renovation project. As part of the incentive package, we will loan Specialty Manufacturing Solutions the $100,000, from the grant dollars we received, over a 10 year period at $10,000 a year. However, the loan payment will be forgiven each year as the company continues operations at the site. The agreement will also rebate the city's wage tax back to them for two years. The rebate will be based on the actual tax payments made by the company for wage taxes withheld by the employee's tax liability and company's tax liability. The amount is granting is 25% of the wage tax collected from the company for a period of two year period beginning July 1, 2016 and ending June 30, 2018. This rebate will be paid annually beginning in July 15, 2017 ( for the period of july 1, 2016 to June 30, 2017) and then again on July 15, 2018 (for the period of July 1, 2017 to June 20, 2018). Interim City Manager Pope said, the utilities on this property have been off since 2013 and delinquent property taxes are owed in the amount of $5,135.82. The purchaser would like to have the Trotwood CIC enter into an agreement to rehab the home. He intends to invest over $20,000.00 to rehabilitate this property to rent out or sell if he desires. Mrs. Finley would like to have the CIC to put a hold on any future additional acquisitions until the council has a workshop session since her and Mr. Kelley are on city counicl, they don't have enought information to know what's in the CIC contact and we do not have a full operating CIC board. Mr. Kelly, Jr. also stated he's concerned abou the possible liability issues that may arise down the road. Mr. Pope explained the CIC has already accepted the purchaser administrative fees last year to move forward just to initiate the foreclosure action with Trotwood CIC instead of going to Montgomery County. Utilities have been turned off since 2009 with delinquent taxes of $2,421.56 also authorizing the Trotwood CIC to initiate a property tax foreclosures action. Interim City Manager Pope said the previous city council members along with previous staff members were issued iPads during their tenure as employees and elected officials with the city of Trotwood. Their iPads are old and outdated, therefore this council would like to give them the opportunity to purchase the unit at a cost of $25.00 each if they desire. Mayor McDonlad requested a motion. A motion was made by Mr. Hankins to approve R16-08 and it was seconded by Mr. Vaughn.
