I. Call to Order - Mayor Joyce S. Cameron
Mayor Cameron called the meeting to order at 6:00 p.m.
II. Pledge of Allegiance & Moment of Silence

IV. Motion to Approve the Agenda
Mayor Cameron requested a motion to approve the agenda. A motion was
made by Mr. Kettelle and seconded by Mrs. Gales. Roll call resulted in the
following vote:
Aye: 7- Mayor Cameron, Vice Mayor Staggs, Councilmember Kettelle,
Councilmember Gales, Councilmember Hankins, Councilmember Vaughn
and Councilmember McDonald
VI. Presentations and Recognitions
The Trotwood City Council and Clerk of Council recognized and presented
years of service awards to our outgoing Trotwood elected officials - Mayor
Joyce Sutton Cameron for her total years of service of 15 since 2000 to
present. During this time she was served as Mayor of the city of Trotwood for
six (6) years since 2009 to present. Vice Mayor Barbara J. Staggs for a total of
22 years as an public official since 1994 to present, and Councilman Bruce D.
Kettelle who served two (2) for year terms to present. All city officials,
department heads and employees would like to thank everyone for your hard
work your deciation and leadership over the years representing the citizens of
Trotwood, Ohio.

V. VISITORS AND COMMUNICATIONS: To comment on any topic NOT on the
agenda, please fill out a Speaker Form and return it to the Clerk of Council
BEFORE the start of the meeting. Proceed to the microphone, state your name
and address, proceed with your comments. You will have three (3) minutes to
speak. Citizen comments on the 'Public Hearing' portion of the meeting will be
accepted at the appropriate time during the meeting.

VII. Motion to Open the Public Hearing
Mayor Cameron requested a motion to open thte public hearing. A motion was
made by Mr. Kettelle and seconded by Mrs.Gales. Roll calll resulted in the
following vote:

AUTHORIZING THE ADJUSTMENT OF VARIOUS EXPENDITURES
OF THE CITY OF TROTWOOD, STATE OF OHIO, FOR THE FISCAL
YEAR BEGINNING JANUARY 1, 2015 AND ENDING DECEMBER
31, 2015.

The Clerk read the caption. Interim City Manager Quincy E. Pope introduced
Finance Director Chris Peeples to explain the adjustments made to the 2015
appropriations for the fiiscal year beginning January 1st through December
31, 2015 according to the attached Exhibit 'A' schedule as part of this
Ordinance 24-15. Mayor Cameron requested a motion for OR24-15. A motion
was made by Mrs. Gales to approve OR24-15 and it was seconded by Mr.
Vaughn. Roll call resulted in the following vote:

CURRENT EXPENSES AND EXPENDITURES OF THE CITY OF
TROTWOOD, STATE OF OHIO, FOR THE FISCAL YEAR
BEGINNING JANUARY 1, 2016 AND THROUGH DECEMBER 31,
2016.

The Clerk read the caption. Interim City Manager Quincy E. Pope reported this
ordinance is for the current expenses and expenditures of the city of Trotwood
for fiscal year 2016 for the overall operating budget that has been balanced
with the sums as indicated on the attached Exhibit 'A' . Mayor Cameron
requested a motion for OR25-15. A motion was made by Mrs. McDonald and
seconded by Mrs. Gales. Roll call resulted in the following vote:

IX. Motion to Open the Workshop Meeting
Mayor Cameron requested a motion to open the Workshop meeting. A motion
was made by Vice Mayor Staggs and seconded by Mrs. McDonald. Roll call
resulted in the following vote:
A motion was made by Mr. Vaughn and seconded by Mrs. McDonald to close
the public hearing portion of this meeting. Roll call resulted in a unanimous
vote.

A. PR071-15 Presentation - Proposed construction of a Digital Billboard Gateway
Sign by Key-Ads Inc. at the SE intersection of Salem Avenue and
Westbrook Road (PARCEL NO. H33 02103 0011) - Nick Keyes, Jr.

Mr. Nick Keys, Jr representing Key-Ads, Inc. located at 50 E. Third Street in
Dayton, Ohio made his presentation for the proposed replacement of the
existing 12' x 25' static billboard and install a new digital Trotwood billboard
gateway sign at the north entrance of the city of Trotwood along the east side
of Salem Avenue and Westbrook Road. The new sign will be 49' wide x 37' tall
featuring digital lighting display for advertisements on a fixed display every
eight (8) seconds. The city will have the opportunity to promote activities, city
services and community messages as we desire. The LED precision lighting
will be on this message board should not be offensive to home owners in the
area as presented in their attached lighting study. Mayor Cameron asked who
will oversee what messages goes up on the digital message board?
Administrative staff members will coordinate with the Key-Ad company. This
will take about 10 months to start the process when the development plan is
done. The funding and site for the construction of this sign 100% owned by
the family.
B. PR057-15 Presentation - Community Improvement Corporation (CIC) Updates,
presented by CIC Board Members Jay Young (DP&L) and Bethany
Yost (Frontier), and Chad Downing (Projects West, Inc.
Interim City Manager Quincy E. Pope introduced Ms. Bethany Yost, Interim
Vice President and Mr. Jay Young the 2016 Interim President of the Trotwood
CIC, to update City Council on the 2015 activities this corporation. The TCIC
was re-organized in 2013 and was re-certified by the IRS as a 501 (c) 3 in 2014
and is tasked by the city to focus on unique issues facing Trotwood such as in
housing & neighborhood stabilization and economic development. The focus
of this organization has impacted 11 properties through two (2) sales to a
developer and three (3) to homeowners. Housing at risk in neighborhoods
effect essential services to the city. Their goal is to establish strategies for the
neighborhood to redirect enforcement and investment, pursue home
maintenance funding for financially challenged homeowners, consider
land-banking services, and resolve abandoned residential and commerical
properties issues. Citizens may obtain information for potential home buys,
the TCIC created a www.TrotwoodNow.com website to provide valuable
information such as; financing, fixing credit, and working with the 'unbanked"
This is in partnership with County Corp and the TCIC to develop a program to
specifically address these barriers facing many residents. The TCIC is in
transition starting out in 2016 and will be hiring an Executive Director in the
first quarter of 2016.
XI. Motion to Adjourn Workshop Meeting
Mayor Cameron request a motion to adjourn the meeting. A motion was made
by Mr. Vaughn and seconded by Mr. Hankins at 8:05 p.m. Roll call resulted in
the following vote:
