City Manager Pope said this ordinance is a statutory requirement required for municipal income tax codes in Ohio. Income Tax Administrator Donna Sue Bowman said part of the changes were SB172 signed by the State Governors office in June 2016 which will go into effect on September 2016. Payment of monthly withholding tax (from HB5) has changed to the 15th of the month. Quarterly tax payments can be paid in the month following the end of quarter. Semi-monthly tax payments in HB5 changed back to the post marked due date. Electronic tax payments are based on the Ohio Gateway Date Stamp is now changed back. Ohio Municipality Tax Credit - more and more states are getting this credit and now we will under the Ohio law. Mayor McDonald requested a motion for OR18-16. City Manager explained this will improve our water lines along Broadway for us to submit an application to OPWC Ohio Public Works Commission State Capital Improvement Program for year 2017. City Manager Pope said, this program is for the year 2017 (Round 31) for the Wolf Creek Sanitary Sewer project along the south branch of Wolf Creek which needs repaired as soon as possible. City Manager Pope said, the city was awarded $80,000.00 in CDGB funding to resurface and pave Wolf Creek Pike between Main Street and Olive Road to include a 28 ft wide bike path running from the bridge on Main Street to George Street with Thermal pavement markings. The remaining balance of the $23,500.00 will be paid from road annual street resurfacing account. Deputy City Manager Kellum reported city council held a workshop about this subject in July. The State of Ohio has different stipulations than Colorado. Processing of any permits allowing retail dispensaries, cultivators or processors are in the Substitute House Bill 523 and Chapter 3796 of the Ohio Revised Code which goes into effect in the State of Ohio on September 8, 2016. All of the support mechanisms are not in place by the State of Ohio; therefore, Trotwood City Council would like to have a six month moratorium to study this subject as it relates to the law. Ms. Jeannie Peyton Planning and Zoning Administrator said the city will be assessing to the Montomgery County Tax duplicate $568,582.88 for the 2015 mowing season for the removal of weeds, vegetation and/or grass from properties here in the City of Trotwood. We mow about 700 properties up to four and five times a year or about 2,500 annually. In 2015 the city has collected $45,437.00 and in 2016 $41,975.00. We charge $225.00 for an administrative fee on each property and $75.00 for the actual mowing. The Public Works Department started doing the mowing instead of outsourcing to contractors starting in the year 2015 & 2016. City Council would like to have the calculations and actual costs for the vacant lots vs. residential owned homes. Appeals process prior to the assessment is an option. Their operations consists of building and shipping media players, outdoor message boards and display systems to hire 50 employees now and potentially 300 total. Their vision is to have a training program for the kids in the Trotwood School system. Also, we have three new city council members and others to get them trained for them to be in NIMS compliant. Fire Chief Milliken will take the lead to get this training session underway. c. Council Members City of Trotwood Page 10 City Council Meeting Minutes September 6, 2016 Mayor McDonald announced that a new digital technological company called Stratacache (a $500,000.00 net worth company overall) who will be occupying a vacant building located at 1 Modern Way in the Trotwood Industrial park. The City held a Welcome Ceremony for their chief executives, Trotwood City Council and the general public all attended. A big thank you to everyone involved in supporting our community to make this happen. Councilman Hankins - City's Block Party last weekend had to be shut down due to bad high winds and rain within 1/2 hour. Thank you to everyone who helped protect the safety of the kids and adults since the storm hit suddenly. Councilwoman Finley - Absenteeism ballots are available citizens; please get out an vote. UPS has job openings available to hire part time with full time benefits, you must be 18 years of age. Also, the YMCA is also hiring. More information will be posted on the city web site. Vice Mayor Gales - Would like to see Welcome Boards in the city. Councilman Vaughn - This city is a bi-partisan community when you go out to vote keep that in and. Councilman Kelly - Thank you Public Works Department for the repair of the watermain break on Olive Road that effected his subdivision along with the updates for him to report to his constituents. Councilman Sly - Thank you to the young men and women who attended the meeting tonight. The student should travel to the State House in Columbus with our State Representative to see how government functions. State Representative Jeff Rezabeck thanked everyone for coming out to the Stratacashe and will support them in any way he can.
