Ms. Rebekah Fairchild of 6309 Little Richmond Road shared her concerns about trash in the community and stated that she has been cleaning up near her residence. Ms. Fairchild commented that she has lived in Trotwood for less than one year and asked what more can be done; if there are any groups in the area as she is willing to help. City Manager Pope thanked Ms. Fairchild for understanding her civic role in the community and shared that the City's "Keep Trotwood Beautiful" campaign, which started last year, collected an average of 1,000 pounds of trash per month. He also explained that his hope is to keep citizens empowered through this initiative. City Manager Pope advised that Deputy City Manager Kellum will talk with her after the meeting about opportunities to help. Special Presentations and Recognitions PR10-22 The 2021 Annual Report of the Trotwood Fire and Rescue Department Presented by Richard Haacke, Chief Attachments: PR10-22 2021 Annual Report Fire Chief Haacke reviewed the 2021 Annual Report of the Trotwood Fire and Rescue Department. PR11-22 A Presentation on the Green Bronx Machine Program, a learning program at Westbrooke Village Elementary School that centers on the process of growing vegetables while incorporating real-world lessons in core school subjects. Mayor McDonald shared that the Green Bronx Machine Program is a result of her Leadership Ohio class and their project on communities that have food insecurities. Further, her cohort secured $50,000 from an outside source to fund this project at Trotwood Schools. Ms. Daniell Cossey, a STEM teacher at Wesbrook Village Elementary School, along with several students, presented what they have learned through the hands-on program that incorporates plants and nutrition into all areas of education. Ordinances OR19-22 AN ORDINANCE BY THE TROTWOOD CITY COUNCIL PROVIDING FOR THE REDEMPTION OF ALL OF THE CITY’S OUTSTANDING VARIOUS PURPOSE BONDS, SERIES 2010. Attachments: OR19-22 OR19-22 Attachment City Manager Pope explained that adopting this Ordinance will allow the City to pay off without penalty the series 2010 bonds related to upgrading water lines several years ago. Finance Director Peeples shared that by paying off these bonds, the City will save approximately $40,000. Mayor McDonald requested a Motion to adopt Ordinance OR19-22. Resolutions R22-25 A RESOLUTION BY THE TROTWOOD CITY COUNCIL ACCEPTING THE BID FROM AND AUTHORIZING THE CITY MANAGER TO ENTER INTO AN AGREEMENT WITH ROSSMAN ENTERPRISES, INC., DBA MAGNEGRIP, FOR THE PURCHASE OF VEHICLE EXHAUST REMOVAL SYSTEMS FOR THE CITY OF TROTWOOD FIRE STATIONS FOR THE TOTAL SUM OF $152,781.00, TO BE PAID FOR WITH GRANT FUNDS IN THE AMOUNT OF $138,891.82 FROM THE FEDERAL EMERGENCY MANAGEMENT AGENCY ASSISTANCE TO FIREFIGHTERS GRANT, AND THE REQUIRED MATCH OF 10%, OR $13,889.18, FROM THE CITY OF TROTWOOD. Attachments: R22-25 City Manager Pope explained how these systems will prevent the exposure to things that cause cancer and he is thankful that Chief Haacke took the initiative to find this grant in order to purchase equipment needed to protect the City's public safety personnel. Chief Haacke reiterated how this system reduces the cancer risk to firefighters, who typically develop the disease after retirement. In addition, personnel also now wear a hood that covers their neck and ears as cancer-causing agents were being absorbed in those exposed areas. The new systems will remove the diesel exhaust from the stations so it won't be lingering in the bays or the living areas. The system runs on a track; the hose is hooked onto the truck with a magnet before pulling into the bay and remains hooked to the truck until pulling out, at which time the hose releases after clearing the doorway. Mayor McDonald asked about this being a prior concern. Chief Haacke explained that when Station 72 was built in 2008, an exhaust removal system was installed as part of the building; however, it does not capture the exhaust until after the chemicals have already been released into the air. Deputy City Manager Kellum added that the Ohio Bureau of Workers Compensation has only recently acknowledged this issue as a work-related hazard. Mayor McDonald requested a Motion to approve Resolution R22-25. Attachments: R22-26 City Manager Pope shared that this legislation approves the City's participation in the Region 8 governance structure, which will allow all local entities to have input and equitable representation regarding decisions made related to the settlement proceeds from the opioid litigation. City Manager Pope commented that Montgomery County Commissioner Judy Dodge and the Greater Dayton Mayors and Managers Association nominated Mayor McDonald to serve on the 12-member board. Mayor McDonald added that she has asked Fire Chief Haacke to help with her participation. Mayor McDonald requested a Motion to approve Resolution R22-26. JURGENSEN CO. FOR RESURFACING WORK TO BE COMPLETED ON PORTIONS OF THE FOLLOWING ROADWAYS: WESTFORD ROAD, EARLY ROAD, WEST THIRD STREET (WESTBOUND LANE ONLY) - PARTIAL SEGMENT (APPROX. 500 FT.) TO DIAMOND MILL ROAD, AND OLIVE ROAD - PARTIAL SEGMENT (APPROX. 275. FT.) FROM SALEM AVENUE; AND AUTHORIZING THE CITY MANAGER TO ENTER INTO AN AGREEMENT WITH SAID CONTRACTOR TO COMPLETE THE PROJECT FOR AN AMOUNT NOT TO EXCEED $464,621.30, WHICH IS THE CONTRACT PRICE OF $422,383.00, PLUS A CONTINGENCY AMOUNT EQUAL TO 10% OF THE TOTAL CONTRACT PRICE, OR $42,238.30. Attachments: R22-29 City Manager Pope advised this is a continuation of the City's neighborhood resurfacing project. Operations Supervisor Johnny McCluskey shared that the price of ashphalt has increased, but every year they work to do the best they can with the funding received. Old and New Business XVI. Comments A. City Manager: Reminder to visit the City of Trotwood's website at www.trotwood.org for updated information and events in our City. City of Trotwood Page 8 City Council Meeting Minutes - Final May 2, 2022 B. Council Members: Each Council Member will have three (3) minutes to speak about topics relating to the City of Trotwood that are not on the Meeting Agenda. Councilmember Brown was excited to see the youth involved with the hydroponics project and believes it speaks volumes about how Trotwood is on the move. Vice Mayor Page mentioned Arbor Day and the trees she received from the ReTreet Program. She reminded residents who had trees affected by the 2019 tornado that they can still get new trees. She also mentioned from her First Tier Suburbs meeting a new system of 988, a way of getting mental health help that works in conjunction with the police and fire departments. She added that additional information will be forthcoming but the new number will go live on July 14, 2022. Lastly, Vice Mayor Page reminded citizens to exercise their right to vote tomorrow. Councilmember Gales reiterated that tomorrow is election day. She also let people know that Trotwood School's Baccalaureate Program is being held on Sunday, May 22, 2022 and Graduation is Tuesday, May 24, 2022; she invited the community to support both events. Councilmember Finley thanked everyone for coming to the Council Meeting and commented that she appreciates hearing from residents. She also reminded citizens about election day tomorrow. Councilmember Kelley Jr. commended the kids who made the presentation on the Green Bronx Program. He too reminded citizens to vote tomorrow and to not take voting for granted. Councilmember Kelley Jr. went on to say that there are groups, organizations, and political initiatives that are trying to keep people that look like him not to vote. Councilmember Kelley Jr. reminded everyone that voting is a real opportunity to move your community and the country forward. City of Trotwood Page 9 City Council Meeting Minutes - Final May 2, 2022 C. Mayor: To schedule an appointment with the Mayor, please contact the Clerk of Council at 937-854-7212, between the hours of 8 a.m. - 5 p.m. Mayor McDonald asked those who are speeding through the residential areas to stop. She also expressed concern about residents leaving their grass cuttings on the roadways and explained that the cuttings can get into the gutters and catch basins, causing a back-up. Further Mayor McDonald thanked those who helped with donations for the Ukraine refugees, including Headliners and Deeez Cuttz Barbershops for collecting items. Mayor McDonald asked School Board President Denise Moore to share information on the Five Rivers Health Center located in Trotwood Schools. President Moore explained that Five Rivers Health Center has an office within the Board of Education Office on Snyder Road. This group offers exams and treatment for medical, vision, and hearing issues. She went on to say that Five Rivers partnered with Trotwood Schools several years ago to bring their services to not only students, but also to their families, and she encouraged those eligible to use their facility. Councilwoman Gales shared news about two homes through the Pathways to HomeOwnership Program. Mayor McDonald added that these homes were designed for people impacted by the tornado, helping them to prepare for home ownership, while also adding value to the community. Lastly, Mayor McDonald reminded everyone to vote and stated that the City has a levy on the ballot because of what citizens have been asking for - repairs to roadways. D.
