Mayor McDonald called the meeting to order at 6:30 p.m.

BEFORE the start of the meeting. When called upon, proceed to the microphone,
state your name and address, and proceed with your comments. You will have
three (3) minutes to speak.
Mr. Norman Scearce addressed Council, stating that their behavior has been
abhorrent on more than one occasion, not just as City officials, but as adults.
Mr. Scearce's hope is that the distain members have for one another does not
hinder their responsibility to citizens. He commented on how much more could
be accomplished if Council could act as one accord. Mr. Scearce ended by
reading a passage of scripture from the book of James.
VI. Special Presentations and Recognitions
PR06-22 Recognition: 5th and 6th Grade Girls Basketball Teams

Mayor McDonald invited the 5th and 6th grade girls basketball teams to stand
before Council to have their accomplishments during the 2021-22 season
recognized.
PR07-22 Presentation: Mr. Joe Braden, the Western Regional Liaison for the Ohio
Auditor of State’s Office, will present the Ohio Auditor of State Award for
the fiscal year ended 2020 to the Trotwood Community Improvement
Corporation.

Mr. Joe Braden, the Western Regional Liaison for the Ohio Auditor of State's
Office, shared that the Auditor of State Award is awarded to a very select
group. He then asked Finance Director Chris Peeples and TCIC Executive
Director Chad Downing to come forward in order to recognize their hard work
and commitment to the fiscal integrity of the TCIC. Mayor McDonald and
Councilman Vaughn also stood as members of the TCIC Board of Directors.
PR08-22 Recognition: Introduction of Charles Wheeler III, Marketing Coordinator
for the Parks and Recreation Department.

Deputy City Manager Kellum introduced Charles Wheeler III. Mr. Wheeler is a
new employee serving as the Marketing Coordinator for the Parks and
Recreation Department.

PR09-22 Presentation: Students in the University of Dayton’s Senior Engineering
Capstone class will review their final report as it relates to community
engagement and input for the reutilization of the former Sears building.

to authorize the Law Director to prepare legislation providing for the
redemption of all of the City’s outstanding various purpose bonds, Series

Deputy City Manager Kellum explained that this is a zoning amendment only
and believes the amendment would offer the best use of the land.
Mr. Paul Amegatcher, whose company owns the subject parcel, is requesting
the land be rezoned to match the zoning of the neighboring parcels.

THE CITY MANAGER TO ENTER INTO A CONTRACT WITH
PLAYGROUND EQUIPMENT SERVICES FOR RESURFACING AT
JOHN WOLFE PARK AND NORTH BROADWAY PARK UNDER A
SOURCEWELL COOPERATIVE PURCHASING AGREEMENT,
CONTRACT #010521-LTS-3, FOR THE TOTAL SUM OF $136,962.00,
TO BE PAID FOR WITH GRANT FUNDS IN THE AMOUNT OF
$95,684.40 FROM THE MONTGOMERY COUNTY SOLID WASTE
DISTRICT AND THE MINIMUM REQUIRED MATCH OF 30% FROM
THE CITY OF TROTWOOD.

Deputy City Manager Kellum shared that the City has received a grant to
replace the matting at two of the City's parks. Operations Supervisor Johnny
McCluskey explained this grant will allow the City to replace the matting under
the playground equipment at John Wolfe Park and North Broadway Park. He
also thanked Jessica Raterman who wrote the grant for the City. Operations
Supervisor McCluskey anticipates the project will be completed by Memorial
Day.

THE CITY MANAGER TO ACCEPT FEDERAL FUNDS THROUGH THE
CORONAVIRUS RESPONSE AND RELIEF SUPPLEMENTAL
APPROPRIATIONS ACT AND THE SURFACE TRANSPORTATION
PROGRAM FROM THE MIAMI VALLEY REGIONAL PLANNING
COMMISSION FOR RESURFACING PROJECTS.

Deputy City Manager Kellum shared that these grant funds will allow the City
to resurface parts of Main Street and Salem Bend Drive. Operations Supervisor
McCluskey explained that Salem Bend Drive is considered a minor artery, but
it gets a lot of traffic because it connects two major arteries.

XIV. Old and New Business
A. Council Members: Each Council Member will have three (3) minutes to speak
about topics relating to the City of Trotwood that are not on the Meeting Agenda.
Councilmember Brown expressed her excitement about the new
developments on Main Street, as well as upcoming events by the Parks and
Recreation Board in spring and summer. She is looking forward to engaging
more with Trotwood citizens and City Council in order to work together and
continue to grow.
Councilmember Vaughn is also excited with the new projects going on and the
information from the University of Dayton students and he looks forward to
what is in store for the former Sears building.
Vice Mayor Page thanked everyone for coming to the meeting and having an
interest in the City. She welcomed Mr. Wheeler to the City and also thanked
the Mayor, Council, and Staff for their vision of Trotwood and promised to work
diligently to seek the best for the City.
Councilmember Gales thanked Operations Supervisor McCluskey for his work
on the resurfacing in the community and she welcomed Mr. Wheeler.
Councilmember Finley also welcomed Mr. Wheeler and congratulated Chad
Downing, Chris Peeples, and the CIC for receiving the Auditor's award.
Councilmember Finley shared that there is a new business on Main Street, a
grocery store, and she encouraged the community to support the local
business. Lastly, she offered a reminder that April begins tornado season,
which goes through July. She stressed the importance of being prepared and
knowing the basics ahead of time.
Councilmember Kelley, Jr. thanked everyone who did a presentation; he felt
they were very informative. He also thanked Vice Mayor Page for her efforts to
recognize the 5th and 6th grade girls basketball teams and stressed the
importance of getting youth involved early so they learn important life lessons.

Deputy City Manager Kellum shared that the Parks and Recreation Board is
sponsoring a Drive-Thru Easter Goodie Bag Giveaway on Friday, April 8th at
Trotwood High School.
She also commented that there are still some resources available for tornado
victims and instructed those in need to call 211.
She reminded everyone that RETREET has an event scheduled for April 30th
and anyone wanting a tree can go to mvrpc.org and search "retreet" for further
details.
Lastly, the City is working with Montgomery County to schedule business walks
in the City of Trotwood. Council members can contact TCIC Executive Director
Downing if they are interested in participating.

Mayor McDonald welcomed the City's new Law Director, Chris Conard. She
also introduced Tami Kincer of Cross Creek Hydroponics, who is assisting the
engineering students with their project in the former Sears building.
Mayor McDonald commented about the progress on Main Street, the
development going on in Moss Creek - homes starting at $225,000, and Wolf
Run Estates.
Lastly, Mayor McDonald spoke about the hard work of the leadership and
having a great Staff and community, which is what allows the City to actively
compete for things like grant funding and other forms of assistance.
