Special Presentations and Recognitions PR17-22 Lifesaver Award Recognized by Premier Health Fire Chief Richard Haacke introduced Mr. Jordan Jeffries and Dr. Randy Marriott, both from the Premier Health EMS Center of Excellence. Mr. Jeffries shared that this award is not given very often because most calls for service related to cardiac arrest result in a poor outcome. Therefore, they want to recognize the crew who responded in July to a patient who has made a full recovery and is neurologically intact with no deficits. Recognized were Hannah Barnes, Ryan Miniard, Michael Snyder, Marcus Roll, and Sean Lehrter. Mayor McDonald also thanked Chief Haacke for his leadership. PR18-22 2022 Mid-Year General Fund Update Presented by Chris Peeples, Finance Director Attachments: PR18-22 Presentation Finance Director Chris Peeples reviewed the City's finances from the first half of 2022 in comparison to the past four years (2018, 2019, 2020, and 2021). Finance Director Peeples described the City's financial position as stable and financially sound; as of June 30, 2022 the City had $3.6 million in reserves. Mayor McDonald thanked Finance Director Peeples and City Manager Pope for their leadership resulting in these numbers and the City's favorable financial position. Finance Director Peeples mentioned that he anticipates another balanced budget and that the City has a good five (5) year future ahead. City Manager Pope added that he simply carries out what City Council instructs him to do and because of the policies and plans they have put in place, the City is flourishing in many ways. VIII. Attachments: R22-45 R22-45 Exhibit A This Resolution was approved. 22-25 A Motion by the Trotwood City Council to schedule a Public Hearing and to authorize the Law Director to prepare legislation amending Ordinance No. OR28-21, the annual appropriations for expenses and expenditures for the City of Trotwood for the fiscal year beginning January 1, 2022 through December 31, 2022. This Motion was approved and a Public Hearing will be scheduled. IX. Ordinances OR25-22 AN ORDINANCE BY THE TROTWOOD CITY COUNCIL ACCEPTING THE RECOMMENDATION FROM THE TROTWOOD PLANNING COMMISSION TO APPROVE A PRELIMINARY PLANNED UNIT DEVELOPMENT APPLICATION TO ACCOMMODATE FUTURE MIXED-USE COMMERCIAL, RESIDENTIAL, AND RECREATIONAL DEVELOPMENT ON APPROXIMATELY 19.2 ACRES OF LAND, PARCEL ID NOS. H33 00214 0001 AND H33 00214 0002, NEAR THE SOUTHWEST CORNER OF OLIVE ROAD AND EAST MAIN STREET IN A GENERAL BUSINESS (G-B) ZONING DISTRICT. Attachments: OR25-22 OR25-22 Staff Report Planning and Development Director Debbie McDonnell presented to Council the discussion from the Planning Commission, as well as their recommendation to approve this application. She shared that the Commission was excited about the potential plan for development of the land with possible commercial areas along Main Street, as well as other areas for housing and recreation. The Commission reviewed this application twice and all members voted to support the request. Director McDonnell added that as development occurs, supplemental PUD requests will be submitted by each developer and a final site plan will be submitted as well. TCIC Executive Director Chad Downing explained that this PUD application will prepare the City for the next phase of development on Main Street and he is already receiving interest from various businesses. He stated that the TCIC owns the 19 acre site and currently it is not conducive to development. This recommendation aligns with the Comprehensive Use Plan and the 2017 Land Use and Economic Plan as they both point to the same utilization of this site, which is mixed use - commercial, residential, recreational. Councilmember Finley asked about ingress and regress. Director Downing explained that further research will be done; however, it seems reasonable to use Macgregor Drive as it is an established roadway, but there will also need to be an outlet onto Olive Road to provide easy access for the Fire Department and Police Department, as well as for the residents. Mayor McDonald requested a Motion to adopt OR25-22. OR29-21 INCREASING CERTAIN WAGE SCALES FOR PART-TIME, NON-UNION POSITIONS IN THE CITY OF TROTWOOD, STATE OF OHIO, AND DECLARING AN EMERGENCY. Attachments: OR26-22 OR26-22 Exhibit A Deputy City Manager Stephanie Kellum stated that this Ordinance will revise the wage scales for certain part-time, non-union positions. She explained that due to recent wage increases in other industries such as discount stores and fast food restaurants, many outside employees are earning more than certain City positions. Therefore, the wages for Code Enforcement Officer, Seasonal Labor (mowing/leaf pickup), Student Intern and Clerk Typist need to be increased in order to continue supporting the City and its mission. Councilmember Kelley, Jr. asked if staff has received any push back on these wage increases. Deputy City Manager Kellum stated that no push back has been received. Mayor McDonald requested a Motion to adopt OR26-22. Resolutions R22-41 A RESOLUTION BY THE TROTWOOD CITY COUNCIL ESTABLISHING VARIOUS PERMIT FEES, ADMINISTRATIVE FEES AND SERVICE CHARGES TO BE COLLECTED BY THE CITY OF TROTWOOD, OHIO. Attachments: R22-41 R22-41 Exhibit A Fire Chief Haacke shared that changes to the fee schedule relate only to revising the language to meet current code standards and with the revised language, a few permits that were previously combined now stand alone. He reiterated that there are no fee changes. Mayor McDonald requested a Motion to approve R22-41. Old and New Business City of Trotwood Page 7 City Council Meeting Minutes - Final September 6, 2022 XIV. Comments A. Council Members: Each Council Member will have three (3) minutes to speak about topics relating to the City of Trotwood that are not on the Meeting Agenda. Councilmember Brown shared that she is excited to be a part of this team and to see the growth of the City. She encouraged residents to contact the Clerk to communicate their comments to Councilmembers, rather than to use social media,. She emphasized that Councilmembers are easily accessible and reminded residents that things take time to complete, but that the City is seeing much progress. Councilmember Vaughn expressed that it was a good time for the Community as shown by starting the meeting with the Lifesaver Award; he offered his congratulations to the recipients. He also addressed Finance Director Peeples and is happy to know that even with the possibility of what could happen, i.e. a recession, the City is prepared and in a much better position financially. He ended by commenting that the City's debt service has gone down and again thanked Finance Director Peeples. Vice Mayor Page thanked Principal Daniel Gibson with Trotwood Middle School for inviting her to speak to a large group of 6th, 7th, and 8th graders. Principal Gibson is doing great work and she shared one of the mottos they are teaching on a daily basis is the "RAMS Expectations"; R is for Respect, A is for Accountability, M is for Motivation, and S is for Self-Control. She also shared that she is now an official Safe-Sleep Ambassador, which teaches the ABC's of how to care for children; A represents that babies should always sleep "Alone"; B is a reminder that babies should be placed on their "Back"; and C stands for "Crib", which is where babies should sleep on a firm mattress with bare surroundings. Vice Mayor Page also thanked the City's first responders. Councilmember Gales commented that she is very proud to be part of this growing community. She shared that she was part of the era when the City was almost bankrupt and noted that it is a blessing to hear that the City is financially sound. Councilmember FInley echoed the remarks about tTrotwood. She commented that Channel 7 highlighted the Trotwood community and reported that Sycamore State Park is a "hidden gem." She suggested the City needs to make this their "claim-to-fame" before others do so. She agreed with Councilmember Brown's comments about social media and reminded residents that not everyone does social media, she does not, however, she is always available. Lastly she thanked the City staff for their continuous hard work. Councilmember Kelley reminded residents of the upcoming election on November 8th. He reiterated that there are several issues on the ballot and encouraged Trotwood voters to vote their heart as this is a very important election. City of Trotwood Page 8 City Council Meeting Minutes - Final September 6, 2022 B. City Manager: Reminder to visit the City of Trotwood's website at www.trotwood.org for updated information and events in our City. City Manager Pope informed residents that the City continues to pick up over 1,000 pounds of litter a month even though there are receptacles throughout the community and the "Keep Trotwood Beautiful" campaign continues. He has instructed the Police Chief to issue citations and they plan to prosecute those who are littering; it is disrespectful. He encouraged residents to take pride in their community and if they see a person littering to call someone as this must stop. He ended by sharing that he hears frequent comments by residents wanting more options in the community so everyone must do their part in order to attract more businesses. His expectation is that everyone is on board and he plans to proceed as discussed. C. Mayor: To schedule an appointment with the Mayor, please contact the Clerk of Council at 937-854-7212, between the hours of 8 a.m. - 5 p.m. Mayor McDonald expressed her concern with grass cuttings in the roadways. She has mentioned this issue in the past and would like the City to consider sending a letter to those residents. She explained that cuttings are a major problem because they go into the drainage systems and residents need to understand that this is unacceptable. She added that Code Enforcement should be empowered to do what's necessary and reminded citizens of their responsibility, including the litter issue discussed by City Manager Pope. Mayor McDonald also encouraged City Council and the Ccommunity to think about the history of Trotwood. She and other staff members have met with the historical society to discuss keeping up with changes in the City as she feels there is a level of disconnect that needs addressed. She specifically mentioned how the state almost took over the City six or seven years ago and the changes that were made need to be captured. Mayor McDonald congratulated Clerk Landis for completing the Certified Municipal Clerk program. D. Clerk of Council: Announcements Clerk Landis announced that the Montgomery Soil and Water Conservation District will hold their Fall Fest on Saturday, September 10th from 10 a.m. - 4 p.m. The free event will be held at the corner of Wolf Creek Pike and North Lutheran Church Road and will feature family-friendly activities, kid's games, displays and speakers.
