PUBLIC COMMENTS: To comment on a topic not scheduled for a Public Hearing, please fill out a Speaker Form and return it to the Clerk of Council BEFORE the start of the meeting. When called upon, proceed to the microphone, state your name and address, and proceed with your comments. You will have three (3) minutes to speak. Mr. Kevin Frazier, President of ATU Local 1385, shared that he has resided in Dayton for 23 years and he is a Trotwood native. Mr. Frazier recognizes how businesses are coming back to the City of Trotwood; therefore, he has concerns with the decision by RTA to eliminate Route 14. He discussed how previous routes for senior citizens were already cut and that the CEO states the reason for these cuts is not enough riders. Mr. Frazier has driven a bus for 26 years and he does not believe this reason is accurate and he is very concerned with the trends he is witnessing. Mayor McDonald commented that the City is addressing this issue aggressively and assured Mr. Frazier that the situation will be dealt with. VII. Special Presentations and Recognitions (5-10 minutes each) PR19-22 Palmer Energy Company Presented by Phill Dysard, Energy Consultant Mr. Phill Dysard, an Energy Consultant with Palmer Energy Company, presented information about the consulting firm and how they can assist the Trotwood Community with aggregation programs. PR20-22 Trotwood-Madison School Based Health Center Presented by Kim Bramlage, Marketing and Communications Manager Ms. Kim Bramlage, the Marketing and Communications Manager for Five Rivers Health Centers, shared information about the Trotwood-Madison School-Based Health Center. PR21-22 Big Brothers Big Sisters of America Program Presented by Chris Mackey, Community Impact/Engagement Manager Mr. Chris Mackey is a Community Impact and Engagement Manager with Big Brothers Big Sisters of America and he spoke about the mentoring program and their current need for volunteers. PR22-22 Sinclair Community College ● College Update ● Impact in Trotwood Community ● Issue 10: 1-Mill Renewal Levy Presented by Steven L. Johnson, President The President of Sinclair Community College, Dr. Steve Johnson, provided an update on the College and discussed Sinclair’s impact on the Trotwood Community, as well as their upcoming Renewal Levy. R22-46 A RESOLUTION BY THE TROTWOOD CITY COUNCIL TO ACCEPT THE RATES AS DETERMINED BY THE BUDGET COMMISSION AND AUTHORIZING THE NECESSARY TAX LEVIES AND CERTIFYING THEM TO THE MONTGOMERY COUNTY AUDITOR. R22-47 A RESOLUTION BY THE TROTWOOD CITY COUNCIL AUTHORIZING THE CITY OF TROTWOOD TO HOST A MEETING FOR THE FIRST SUBURBS CONSORTIUM OF DAYTON, OHIO, TO SERVE THE PUBLIC PURPOSE OF PROMOTING STRONG COMMUNITY RELATIONS, WITH EXPENDITURES NOT TO EXCEED FIVE HUNDRED DOLLARS ($500). R22-49 A RESOLUTION BY THE TROTWOOD CITY COUNCIL AUTHORIZING A CITY-SPONSORED “DRIVE-THRU TRICK-OR-TREAT” EVENT TO SERVE THE PUBLIC PURPOSE OF PROMOTING STRONG COMMUNITY RELATIONS, WITH EXPENDITURES NOT TO EXCEED TWO THOUSAND DOLLARS ($2,000). City of Trotwood Page 3 City Council Meeting Minutes - Final October 3, 2022 R22-51 A RESOLUTION BY THE TROTWOOD CITY COUNCIL AUTHORIZING THE CITY MANAGER TO ENTER INTO AN AGREEMENT WITH THE PUBLIC ENTITIES POOL OF OHIO FOR THE PURPOSE OF PROVIDING INSURANCE FOR THE CONTRACT YEAR OF 2022-2023. TO THE CIVIL SERVICE COMMISSION FOR THE CITY OF TROTWOOD, STATE OF OHIO, FOR THE REMAINDER OF THE UNEXPIRED TERM OF FORMER MEMBER NANCY MARINO. Attachments: R22-52 This Resolution was approved. 22-26 A Motion by the Trotwood City Council to schedule a Public Hearing and to authorize the Law Director to prepare legislation approving the current replacement pages to the City of Trotwood Codes of Ordinances. This Motion was approved and a Public Hearing will be scheduled. 22-27 A Motion by the Trotwood City Council to schedule a Public Hearing and to authorize the Law Director to prepare legislation repealing old Section 184.053 “Collection at Source; Casino and VLT” of the Codified Ordinances of the City of Trotwood, Ohio, and enacting a new Section 184.053 “Collection at Source; Casino, VLT, and Sports Gaming” to include the collection of withholding on sports gaming winnings. This Motion was approved and a Public Hearing will be scheduled. IX. Ordinances OR27-22 AN ORDINANCE BY THE TROTWOOD CITY COUNCIL AMENDING ORDINANCE NO. OR28-21, THE ANNUAL APPROPRIATIONS FOR EXPENSES AND EXPENDITURES OF THE CITY OF TROTWOOD, STATE OF OHIO, FOR THE FISCAL YEAR BEGINNING JANUARY 1, 2022 AND ENDING DECEMBER 31, 2022. Attachments: OR27-22 OR27-22 Exhibit A Finance Director Chris Peeples explained that these reappropriations are to account for the City's financial activity during the months of January through August and the price increases incurred due to inflation. Finance Director Peeples expects to have additional reappropriations on the Agenda for December's meeting in order to balance the 2022 budget. He stated that he is confident the City will remain in a good financial position for at least the next five (5) years. Mayor McDonald requested a Motion to adopt OR27-22. Staff Reports SR22-26 Liquor Permit Transfer Request from Main Street Food Market, LLC, 728 East Main Street, Trotwood, Ohio 45426 to Shri Mahakali LLC, DBA Main Street Market, 728 East Main Street, Trotwood, Ohio 45426. Attachments: SR22-26 Attachment Police Chief Erik Wilson explained that this request is a transfer of a permit from a person to their business; Council reviewed the original request in March of this year. Chief Wilson stated that the police department has no objections to the request. Mayor McDonald requested a Motion to approve SR22-26 without comment. Old and New Business XV. Comments A. Council Members: Each Council Member will have three (3) minutes to speak about topics relating to the City of Trotwood that are not on the Meeting Agenda. Councilmember Brown reminded residents that Council Members have an open door and can be reached by calling 937-854-7212. Councilmember Vaughn shard that he is proud to be a part of the community and the direction the City is headed - where it was, where it is, and where it is going. Vice Mayor Page reminded residents about the Retreet program and that they still have free trees. Vice Mayor Page reminded citizens that October 12 is the first day for early voting. She also shared that the City held a Groundbreaking Ceremony for the Industrial Park and she is very excited about this project. Councilmember Finley introduced a student from Chaminade Julienne High School who attended the Council meeting as part of an assignment for school. She went on to share that the student's father, Mr.Ferdinand Ejinaka, is an invaluable member of the Trotwood community and his commitment has played a major role in several developments in the City. Councilmember Kelley encouraged all Trotwood residents to vote their heart and do their homework as there are several issues on the upcoming ballot that will have an impact on everyone. He expressed his appreciation to the City Manager for coming up with a plan to address the failing infrastructure in the City, a plan that exempts certain incomes from the increase. B. City Manager: Reminder to visit the City of Trotwood's website at www.trotwood.org for updated information and events in our City. City Manager Pope commented on the RTA bus route issue and explained that RTA is a public agency that is accountable to the public and it is his intention to advocate on behalf of Trotwood's residents. He is in talks with RTA officials and is sharing the impact this change would have on the community. He stated that he expects RTA officials to communicate with the community and City officials before making such decisions and further, he intends to find some resolution very soon. Mayor: To schedule an appointment with the Mayor, please contact the Clerk of Council at 937-854-7212, between the hours of 8 a.m. - 5 p.m. Mayor McDonald spoke about the Industrial Park and how upon completion, it will be a $65 million investment in Trotwood. She explained that the CIC has worked hard to recover from the past, when businesses left the City and buildings were vacant. Mayor McDonald expressed her appreciation to TCIC Executive Director Chad Downing, City Council, and City staff for their hard work. Mayor McDonald asked City Manager Pope to give an update on the Main Street road closure and reminded residents that the bridge work is being done by Montgomery County not the City. City Manager Pope shared that originally the closure was slated for one year; however, he has been advocating for residents and Paul Gruner has been responding so hopefully the work will be completed sooner than expected.
