Presentation PR24-22 Annual Update from the Trotwood Community Improvement Corporation Presented by Chad Downing, Executive Director, TCIC TCIC Executive Director Chad Downing presented the 2022 Annual Report. Director Downing provided an overview of the investments and developments in 2022; reviewed key developments currently underway; shared some focused initiatives, and introduced the TCIC's projects and focus for 2023. Attachments: R22-71 This Resolution was approved. 22-28 A Motion by the Trotwood City Council to schedule a Public Hearing and to authorize the Law Director to prepare legislation establishing the annual appropriations for expenses and expenditures of the City of Trotwood for the fiscal year beginning January 1, 2023 through December 31, 2023. This Motion was approved and a Public Hearing will be scheduled. 22-29 A Motion by the Trotwood City Council to schedule a Public Hearing and to authorize the Law Director to prepare legislation adopting the 2023 Wage Scales for full-time and part-time non-union employees of the City of Trotwood. This Motion was approved and a Public Hearing will be scheduled. 22-30 A Motion by the Trotwood City Council to schedule a Public Hearing and to authorize the Law Director to prepare legislation amending Ordinance No. OR28-21, the annual appropriations for expenses and expenditures for the City of Trotwood for the fiscal year beginning January 1, 2022 through December 31, 2022. This Motion was approved and a Public Hearing will be scheduled. 22-31 A Motion by the Trotwood City Council to schedule a Public Hearing and to authorize the Law Director to prepare legislation to amend and revise current Chapter 184 “Income Tax Effective January 1, 2016” of the City of Trotwood Codes of Ordinances for the purpose of collecting on sports gaming revenue and withholding on sports gaming winnings. Ordinances OR28-22 AN ORDINANCE BY THE TROTWOOD CITY COUNCIL APPROVING THE CURRENT REPLACEMENT PAGES TO THE CITY OF TROTWOOD CODES OF ORDINANCES. Attachments: OR28-22 OR28-22 Exhibit A City Manager Pope explained that annually, the City's Codes of Ordinances are updated in order to comply with State law and to incorporate ordinances adopted by the City Council. Mayor McDonald requested a Motion to adopt OR28-22. Resolutions City of Trotwood Page 7 City Council Meeting Minutes - Final November 7, 2022 R22-55 A RESOLUTION BY THE TROTWOOD CITY COUNCIL AUTHORIZING THE CITY MANAGER TO ENTER INTO AN AGREEMENT WITH MOTOROLA SOLUTIONS FOR THE PURCHASE OF 43 PORTABLE (HANDHELD) RADIOS, EACH WITH TWO BATTERIES, A SHOULDER MICROPHONE, AND A CHARGER, ALONG WITH 22 MOBILE RADIOS, FOR THE TOTAL SUM OF $364,724.31, TO BE PAID FOR WITH GRANT FUNDS IN THE AMOUNT OF $323,170.90 FROM THE FEDERAL EMERGENCY MANAGEMENT AGENCY ASSISTANCE TO FIREFIGHTERS GRANT, AND THE MINIMUM REQUIRED MATCH OF 10% FROM THE CITY OF TROTWOOD. Attachments: R22-55 City Manager Pope congratulated Chief Haacke and the Fire and Rescue Department on receiving this FEMA grant to replace the department's portable radios. Mayor McDonald asked if the radios are being purchased due to a change in frequencies. Chief Haacke explained that the new radios are compliant with the statewide dispatching system and although the current radios are also compliant, they are almost at the end of their service life. Chief Haacke added that some of the old radios are going to be repurposed in other City departments. Mayor McDonald requested a Motion to approve R22-55. Attachments: R22-56 R22-56 Attachment City Manager Pope shared that the City has placed commemorative plaques in certain neighborhoods and at the Government Center in order to memorialize the resiliency of the community after the 2019 Memorial Day tornado. Old and New Business XIV. Comments A. Council Members: Each Council Member will have three (3) minutes to speak about topics relating to the City of Trotwood that are not on the Meeting Agenda. Councilmember Brown reminded citizens to vote tomorrow; know the issues and the candidates. She also thanked Director Downing for his presentation, which allowed citizens to see the growth of the City as it moves forward. Councilmember Vaughn reminded citizens to vote and to remember liberty and justice for all. He suggested to look at where we are, where we were, and where we want to be; to open your mind and vote what you feel you deserve. Vice Mayor Page advised citizens they can go to the City's website to see the leaf pick-up schedule. She also asked citizens to exercise their right to vote and to vote your heart; and to do wellness checks on seniors. Councilmember Gales reiterated that citizens need to exercise their right to vote and wished everyone a Happy Thanksgiving. Councilmember Finley echoed the same message, please vote tomorrow; it's your right and privilege. She also wished everyone a Happy Thanksgiving and an early Merry Christmas as she will be out of the country and unable to attend the December meeting. Councilmember Kelley opined that the biggest issue on the ballot is democracy. He also pointed out that the proposed income tax levy is on the ballot; he supports the levy and plans to work at the polls on election day. He explained how important infrastructure is to a community and why this income tax is necessary. Councilmember Kelley wished everyone a Happy Thanksgiving. B. City Manager: Reminder to visit the City of Trotwood's website at www.trotwood.org for updated information and events in our City. City Manager Pope shared that he is noticing oversized trucks being parked in neighborhoods and he has asked the Police Chief and the Director of Planning to take aggressive action on such code violation. He asked citizens to contact the City if they have questions on where to park. C. Mayor: To schedule an appointment with the Mayor, please contact the Clerk of Council at 937-854-7212, between the hours of 8 a.m. - 5 p.m. Mayor McDonald reminded citizens that aggregation is also on the ballot and reiterated that the tax levy on the ballot is an income tax, not a property tax. Clerk of Council: Announcements Clerk Landis announced that the City would be holding a Veteran's Day service on Friday, November 11th, beginning at 11:00 a.m. at the Community Center and the community is welcome to attend.
