Pledge of Allegiance Mayor McDonald led the Pledge of Allegiance. III. Roll Call Clerk Landis took Roll Call and advised that Council Member Finley was unable to attend the Workshop. Visitors Present: Eric Walker IV. Approve the Agenda Mayor McDonald requested a Motion to approve the Agenda. Presentation City of Trotwood Page 1 City Council Meeting Minutes - Final November 14, 2022 PR25-22 Presentation of the 2023 Proposed Annual Operating Budget (10-minute presentations) Police Department Fire and Rescue Department Public Works Department Finance Department Planning and Development Department Recreation Department Personnel Department City Manager Mayor and Council Attachments: PR25-22 2023 Proposed Annual Operating Budget City Manager Pope shared that the City is flourishing with new development and it has again been awarded with the Ohio Auditor of State Award with Distinction for excellence in financial reporting. He stated that there is $70 million in new capital investment in the community, homes are being built for the first time in decades, and the community has survived an F-4 tornado, a pandemic, and a looming recession; however, the City continues to upgrade infrastructure. Further, citizens passed a road levy that will generate roughly $1 million a year to improve roadways. City Manager Pope reported that the City is financially sound and stable and can weather a recession. City Manager Pope then introduced the proposed FY 2023 All Funds Annual Operating Budget stating the proposed funding levels of $28,652,334 are $3,017,825, or 9.529%, below the amended 2022 levels. The proposed 2022 General Fund Budget of $10,490,176 is $154,304, or 1.493%, above the 2022 General Fund Budget after reappropriations. City Manager Pope reviewed the details of the Expenditure and Revenue Budgets and concluded his opening remarks by announcing that the 2023 General Fund Budget is balanced. He also thanked the City employees who worked hard to develop the budget, specifically Finance Director Peeples and Assistant Finance Director Kilbarger. Department Directors then reviewed their respective proposed 2023 Budget as shown in the attached Presentation. Presenters included Police Chief Erik Wilson, Fire Chief Rick Haacke, Operations Manager Johnny McCluskey, Finance Director Chris Peeples, Planning and Development Director Debbie McDonnell, Recreation Marketing Coordinator Charles Wheeler, Human Resource Generalist Portia Hill, City Manager Quincy Pope, and Mayor Mary McDonald. City Manager ended the presentation by asking Council if they had any questions and stated that the budget will be presented for a vote at the December Regular Council Meeting.
