PUBLIC COMMENTS: To comment on a topic not scheduled for a Public Hearing, please fill out a Speaker Form and return it to the Clerk of Council BEFORE the start of the meeting. When called upon, proceed to the microphone, state your name and address, and proceed with your comments. You will have three (3) minutes to speak. Mr. Eugene Crase, 900 Olive Road, expressed concern with thefts and other disturbing activity originating from 924 Olive Road. Mr. Crase believes there are homeless people staying at the abandoned house. Mr. Crase stated he is speaking for everyone in his area. Mr. Crase provided handouts to Council Members (attached). Chief Wilson commented that the Police Department is very aware of the activity at 924 Olive Road and that the Police Department and Code Enforcement have made many attempts to contact the owner of the property, who lives out of state, without success. Chief Wilson would like the public to know that the Police Department has made over 26 arrests at this location since June 2022. He explained that the problem is not with the Police Department, but rather the court system because the individuals are being released. Chief Wilson stated that many of the individuals have pending court cases. Chief Wilson shared that it is his understanding that Code Enforcement is in the process of taking action on this property. He encouraged citizens to contact him when they have concerns such as this. Mayor McDonald requested that Mr. Crase reach out to Chief Wilson to discuss the matter further. VII. Special Presentations and Recognitions (5-7 Minutes Each) PR23-22 Explorer Post 4024 Trotwood Fire and Rescue Department Recognized by Richard Haacke, Chief Trotwood Fire and Rescue Department's Public Information Officer Ralph Bowman introduced members of Explorer Post 4024, the first Explorer Post in Trotwood. Officer Bowman explained the program is a recruitment tool and while in the program, candidates will train and complete Trotwood's probationary process so that once they finish they would be eligible to transition directly to employment. City of Trotwood Page 2 City Council Meeting Minutes - Final December 5, 2022 PR26-22 Ohio Auditor of State Award with Distinction Presented by Joe Braden, Western Regional Liaison Ohio Auditor of State’s Office Attachments: PR26-22 Attachment Mr. Joe Braden, the Wester Regional Liaison for the Ohio Auditor of State's Office, shared that the Auditor of State Award with Distinction is awarded to a very select group with only 4% of the entities they audit even being eligible. He then reviewed the criteria to be eligible for the award. Mr. Braden asked FInance Director Chris Peeples and Assistant Finance Director Julie Kilbarger to come forward in order to recognize their hard work and commitment to the fiscal integrity of the City of Trotwood. PR27-22 Proposed Enhancements to RTA Services in the City of Trotwood Presented by Robert Ruzinsky, Executive Director Greater Dayton Regional Transit Authority Executive Director Bob Ruzinsky with the Greater Dayton Regional Transit Authority (RTA) addressed Council, explained that they failed to do their research prior to some of the recent decisions made that would have affected bus service to the City of Trotwood. Director Ruzinsky shared that RTA has decided to excelerate some of their future plans in order to match the timing of all the new development going on. He stated that currently the City of Trotwood is served by one bus route; however, that will increase to two bus routes beginning on January 6, 2022. Director Ruzinsky stated that with two bus routes, the frequencies will be better. PR28-22 7th Annual Holiday Help-Out Food Drive Update Presented by Faith Daniels, WROU On-Air Personality/Content Director Alpha Media Dayton WROU On-Air Personality Faith Daniels updated Council on the 7th Annual Holiday Help-Out Food Drive. Ms. Daniels thanked Mayor McDonald for opening the City for her initiative and Chief Haacke for always welcoming her into the firehouse. This year, more than 4,000 pounds of food was collected in 72 hours. In addition, 200 families were fed from the donations prior to the distribution to the nine food pantries supported and a head-start program in Trotwood was adopted, delivering 38 complete holiday meals to families. Ms. Daniels reminded everyone that the food collected serves families in Trotwood first and that the initiative would not be possible without the help of the volunteers. Attachments: R22-73 Deputy City Manager Kellum shared that this is a renewal levy for the Fire and Rescue Department. This levy is needed to keep equipment upgraded for the safety of employees and citizens. Vice Mayor Page asked for clarification regarding the renewal period. Chief Haacke explained that this levy was introduced in 2013 as a five-year levy. It was renewed in 2018 and it is up again in 2023 and it has been past practice to request a continuous levy when submitted to the voters for the third time. Therefore, staff is asking that the levy be submitted to the voters for a continuous period of time rather than another five-year period. Mayor McDonald requested a Motion to approve R22-73. Councilmember Kelley, Jr. thanked those who helped with the road levy this past November. He felt it was a victory for the City and he realized the importance of educating voters and working the polls. Councilmember Gales expressed her excitement over the tree lighting event that attracted over 1,000 people to the community library. She also thanked Faith Daniels for the work she does in the City of Trotwood. Vice Mayor Page reiterated that the City of Trotwood is looking at another balanced budget and that the City is growing and healthy. Vice Mayor Page reminded everyone to look out for senior citizens. Councilmember Vaughn shared that differences are what we let happen and that Christmas isn't political - we can all do better. He thanked Council for the support and encouragement that they give one another. Councilmember Brown reminded everyone that we all have experienced loses and gains over the last year and that it is time to make changes as many are apt to continue with tradition, even though change might be is necessary. B. City Manager C. Mayor Mayor McDonald presented Elder Belinda Mitchell with a poinsettia and thanked her for her continued service as the City's Faith-based Liaison. Mayor McDonald also presented Clerk Kara Landis with a poinsettia and thanked her for her work over the past year. Mayor McDonald shared that Council will be holding an Employee Appreciation Holiday Luncheon on Tuesday, December 20, 2022. She also commented that she looks forward to working together as a team and in the spirit of unity so that we continue to see the growth we are experiencing. She also thanked the law department for their work. She then thanked staff for all they do to make the Trotwood community special. Councilmember Gales thanked Mayor McDonald for her leadership. D.
