Special Presentations and Recognitions PR01-23 Lifesaver Award Recognized by Premier Health Deputy Fire Chief McInturff introduced Paula Balcom, the EMS Coordinator for Premier's EMS Center of Excellence who is assigned to Miami Valley North. Ms. Balcom explained how time is a critical factor when someone is in cardiac arrest and that the survival rate of cardiac arrest events to hospital discharge after EMS care is only around 10%. She then recognized the following members of the Trotwood Fire and Rescue Department for their outstanding efforts in resuscitation after cardiac arrest: Marcus Roll, Max Hamlin, Hannah Barnes, Jacob Mitchem, Ryan Minniard, Ashleigh Havener, Nick Nazzaro, Michael Wesner, and Sean Lehrter. Mayor McDonald asked Chief Wilson to come forward and discuss an incident that occurred on Christmas Day at the Greyhound Bus Station. Chief Wilson shared that on Christmas Day, Regional Dispatch received a call around 8:30 p.m. from individuals dropped off at the bus station and left out in the cold; one of the coldest days in the region. Callers were complaining about frostbite and hypothermia and the Fire and Rescue Department and police officers responded. Officers made the decision to bring the visitors back to the police department to stay in the lobby. The next morning, officers transported the visitors back to the bus hub in order to catch another bus and continue on their journey. Chief Wilson stated that this information was shared with the media and the story was reported nationally. He is very proud of the officers involved and their temporary solution. However, Chief Wilson assured Council that the issue is not resolved and a meeting is being scheduled with Greyhound's district manager to discuss a long-term solution. Mayor McDonald commented that this is not the first time there has been a problem at the bus station; she recalls having a similar issue this past summer during the extreme heat. City of Trotwood Page 2 City Council Meeting Minutes - Final January 3, 2023 PR02-23 Introduction of LaVar Glover, Director of Operations West Campus Community Service Center Goodwill Easterseals of Miami Valley Recognized by Lance Detrick, President and Chief Executive Officer Attachments: PR02-23 LaVar Glover, GWESMV Goodwill Easterseals of Miami Valley President and Chief Executive Officer Lance Detrick introduced LaVar Glover, the Director of Operations at the new West Campus Community Service Center. Mr. Detrick thanked Mayor McDonald and City Council, along with City Staff, for their support. He then gave an overview of Goodwill Easterseals of Miami Valley (GWESMV), their impact in the community, and the services they provide. Mr. Glover reviewed GWESMV's service expansion in the Trotwood/West Dayton area. Councilmember Kelley congratulated Mr. Glover on his new position. He then asked if the new campus will be taking donations. Mr. Glover explained that the new campus will be a service center only, not a donation center. Councilmember Gales asked if the services to be provided will be offered simultaneously. Mr. Glover stated that the two adult day programs will be the first services to be offered and that they are in the process of finishing the developmental disabilities program. He anticipates they will begin building other programs by early February. Mr. Glover advised that the Child Development Center is separate from Goodwill Easterseals and that they plan to open in June 2023. Mayor McDonald announced that she is currently a Goodwill Easterseals Board Member and she introduced Rap Hankins, a former Board Member, who was in the audience. City of Trotwood Page 3 City Council Meeting Minutes - Final January 3, 2023 PR03-23 Presentation on GovPilot Presented by Debbie McDonnell, Director Planning and Development Department Planning and Development Department Director Debbie McDonnell discussed the new GovPilot software program and how the permitting process is now online. She pointed out the benefits to citizens - apply at their convenience, advises what is needed, pay with a credit card, receive immediate feedback, updates on status of application, permit is e-mailed; the program also saves paper, printing costs, and the department is more efficient. Director McDonnell stated that the program provides the ability to know what permits have been granted; it also allows for the sharing of documents with other departments. She encouraged Council Members to discuss the new program with their constituents. Director McDonnell shared details regarding the trends in permitting and other data from 2022. She also mentioned the implementation of the "Report a Concern" module in order to address code enforcement issues. Director McDonnell ended by stating that the implementation of the new software program has been a team effort to include police, fire, public works, and finance, and that moving to GovPilot is a great initiative for the City. Mayor McDonald invited Director McDonnell to share her presentation with Council during another Council meeting. PR04-23 2022 Outdoor Holiday Light Contest Winners Recognized by Mary McDonald, Mayor Deputy City Manager Stephanie Kellum shared that the City received several submissions for the Outdoor Light Contest and she is very excited that the event is expanding as evidenced by submissions from various neighborhoods that have not participated in the past, including Salem Village, Strader Plat, Oak View Estates, and Basore Plat. Attachments: R23-02 R23-02 Attachment City Manager Pope explained that this Resolution is the next step in the process to place a renewal levy on the May 2, 2023 ballot. This renewal levy does not cost any additional monies and generates nearly $988,000; the funding allows the department to maintain their equipment. Attachments: R23-03 City Manager Pope shared that last year, the department paid over $50,000 in repairs on one medic. Mayor McDonald asked about the delivery of the new vehicle. Chief Richard Haacke stated they are still waiting on the medic that was purchased last January. He commented that one medic has been out of service since September 2022 and they cannot get parts to make the necessary repairs due to supply chain issues. Mayor McDonald asked if this has caused any problems with the Department's response time. Chief Haacke explained it has not affected their response time because of extra equipment and the help of other departments in the area. Mayor McDonald requested a Motion to approve R23-03. A Motion was made by Councilmember Brown, seconded by Councilmember Vaughn, and the Motion CARRIED by the following vote: Aye: 7- Mayor McDonald, Councilmember Finley, Councilmember Kelley Jr., Councilmember Gales, Councilmember Brown, Councilmember Vaughn and Vice Mayor Page City of Trotwood Page 11 City Council Meeting Minutes - Final January 3, 2023 R23-05 A RESOLUTION BY THE TROTWOOD CITY COUNCIL AUTHORIZING THE TROTWOOD COMMUNITY IMPROVEMENT CORPORATION TO ENTER INTO AN AGREEMENT WITH DAYAIR CREDIT UNION TO FINANCE THE STRADER DRIVE REDEVELOPMENT/CONSTRUCTION PROJECT IN AN AMOUNT NOT TO EXCEED TWO HUNDRED FIFTY THOUSAND DOLLARS ($250,000.00), EXCLUDING INTEREST, WHICH FINANCING SHALL FUND THE REHABILITATION OF THE PROPERTY. Attachments: R23-05 R23-05 Exhibit A TCIC Executive Director Downing presented to Council that the TCIC is wanting to borrow money in order to revitalize a vacant property that could house two businesses and create a way to build assets as an organization. He explained that the work would be mostly exterior and he is looking to have the renovations completed and businesses moved in this year. Councilmember Finley asked about the repayment of the loan. Director Downing explained that payments are the sole responsibility of the TCIC. He stated it will start as a construction loan, then move to a permanent loan once the construction is completed and the appraisal has been done. Director Downing said payments will be made monthly; however, he is confident that by using very conservative costs, payments will be covered by rent, while still having additional cash flow for the TCIC. Councilmember Kelley asked about the time frame for completion. Director Downing shared that he hopes the work will be done by summer, depending on the scheduling of subcontractors, but he is confident it will be done this year. Old and New Business XIV. Comments City of Trotwood Page 12 City Council Meeting Minutes - Final January 3, 2023 A. Council Members: Each Council Member will have three (3) minutes to speak about topics relating to the City of Trotwood that are not on the Meeting Agenda. Councilmember Kelley thanked those who made presentations. He wished the community a Happy New Year and stated that he plans to be very vocal about issues and events that affect Trotwood in 2023. Councilmember Brown wished everyone a Happy New Year and commented that Trotwood is a great place to live, work and raise a family. She stated that she enjoys being a part of the growth of the City and that she is excited for new things such as the technology classes for senior citizens by Goodwill. Councilmember Finley welcomed Mr. Glover to the Trotwood family. She then reviewed the City's accomplishments over the last year and reiterated the City's success despite issues such as COVID and inflation. Councilmember Finley also discussed future projects to look forward to in 2023, and the funding received from various sources. Councilmember Vaughn mentioned the Fire and Rescue Department's cadet program and is excited they are addressing the nationwide shortage of first responders. He also mentioned the work of the Police Department and Code Enforcement by addressing the property on Olive Road that was the subject of many complaints. She then thanked Mr. Glover for the services to be provided by Goodwill Easterseals and mentioned that she looks forward to learning more about what will be offered to help the students at Trotwood schools. City Manager City Manager Pope thanked Council for their leadership and commented that it is because of the tone and culture they set, that the City has such great employees. Mayor Mayor McDonald thanked staff and mentioned the 1st Annual Employee Appreciation Luncheon, stating that it was held to show how much Council appreciates the dedication and efforts of the City's employees. She commented that she is excited about the support the City receives from everyone working together, all they way up to the Governor.
