Special Presentations and Recognitions PR08-23 Introduction of Adam Schwiebert Government Relations and Advocacy Director Dayton Metro Library Attachments: PR08-23 Introduction Sheet Mr. Adam Schwiebert was introduced as the new Government Relations and Advocacy Director for the Dayton Metro Library. Mr. Schwiebert is responsible for ensuring strong relationships between the library system and the communities they serve. He shared statistics from the Trotwood Branch, as well as different programs offered through the Library. Councilmember Finley asked about space available to the community. Mr. Schwiebert stated that the Trotwood Branch, and most other locations, have various rooms available for the community to use. Mayor McDonald mentioned nationwide concerns about certain books being banned. Mr. Schwiebert shared that this is an issue to watch and recently a resolution was passed designating the Dayton Metro Library as a book sanctuary, meaning a library where individuals are free to explore literature at their desire. He commented that everyone can find something that upsets someone if they look hard enough; however, the Dayton Metro Library embraces intellectual freedom. PR09-23 Black History Month Contest Winners Recognized by Mary McDonald, Mayor Marketing Coordinator Wheeler with the Recreation Department announced winners of the City's Black History Month Expression Contest who were present. Each winner received a certificate and a cash award. City of Trotwood Page 2 City Council Meeting Minutes - Final March 6, 2023 PR03-23 Presentation on GovPilot Presented by Debbie McDonnell, Director Planning and Development Department Attachments: PR03-23 Attachment Director McDonnell shared a presentation on GovPilot, a new software program for online permitting and code enforcement. She explained in detail how to report an issue using the GovPilot App. Councilmember Vaughn expressed concerns with the anticipated increase in reporting causing the need for more support and manpower. Councilmember Vaughn asked about the dispute process when the expectation of the reportee is not met. He also asked what defines "hard cases" and who makes that determination. Director McDonnell explained that the timelines and processes are articulated in the Trotwood Codes of Ordinances and the new program allows the City to follow the Code more efficiently. She further explained that "hard cases" are those where people refuse to comply. Director McDonnell stated that disputes are heard by the Property Maintenance Appeals Board. Councilmember Vaughn stated that residents don't know where to find the expectations relating to code enforcement and that the City needs to do a better job of communicating that information. Councilmember Finley asked what was being done to educate the community on the standards. Director McDonnell shared that the department has not yet taken a proactive approach to addressing code enforcement issues. She shared that Code Enforcement Officers are out in the community meeting residents and handing out their business cards. Vice Mayor Page asked what was being done prior to this new program. Director McDonnell stated that all the work was done manually. Mayor McDonalad added that the department was previously understaffed and that information relating to code enforcement has been shared in the newsletter and other mediums. R23-12 A RESOLUTION BY THE TROTWOOD CITY COUNCIL APPOINTING RICHARD ELDRIDGE TO THE PUBLIC SAFETY COMMITTEE FOR THE CITY OF TROTWOOD, STATE OF OHIO. Attachments: R23-12 This Resolution was approved. 23-06 A Motion by the Trotwood City Council to schedule a Public Hearing and to authorize the Law Director to draft an Ordinance accepting the recommendation from the Trotwood Planning Commission to approve an amendment to the official Zoning Map of the City and the classification of approximately 11.595 acres of land located on Prosperity Drive, Parcel No. H33 00416 0031, from Light Industrial 2 (LI-2) to Light Industrial 1 (LI-1) to allow the parcel to be subdivided for commercial use. Law Director Conard explained that the revisions to the process will streamline the current efforts so that the City can address and clean-up properties in a more timely manner. Law Director Conard added that any appeals to the applicable Sections of the O.R.C. go to the Property Maintenance Appeals Board, and possibly even further to the Court of Common Pleas. Aggregation Programs (Public Hearing 2 of 2) R23-08 A RESOLUTION BY THE TROTWOOD CITY COUNCIL APPROVING THE OPERATION AND GOVERNANCE PLAN DEVELOPED BY THE MIAMI VALLEY COMMUNICATIONS COUNCIL FOR THE PURPOSE OF JOINTLY ESTABLISHING AND IMPLEMENTING AN ELECTRIC AGGREGATION PROGRAM. Attachments: R23-08 R23-08 Exhibit A City Manager Pope reviewed that Council held the first of two public hearings as required by the Ohio Revised Code during the February Regular Council Meeting and this will be the second, and last, Public Hearing on electric aggregation. City Manager Pope then introduced Amy Hoffman from Palmer Energy to review the aggregation program. Ms. Hoffman reviewed the Miami Valley Communications Council partnership and the events leading up to this Public Hearing. She explained that the purpose of the aggregation program is to receive better pricing for the supply charges; AES will continue to deliver the supply. Mr. Joe Holland explained that he looks for a fixed rate and asked if the rate will be competitive with rates he could find himself on the Marketplace. Ms. Hoffman stated that they have only dealt with fixed pricing and because of bulk purchasing power, it will be a very competitive rate. Mayor McDonald requested a Motion to approve R23-08. Resolutions R23-13 A RESOLUTION BY THE TROTWOOD CITY COUNCIL AUTHORIZING THE CITY MANAGER TO ENTER INTO A CONTRACT WITH J & J SCHLAEGEL, INC. FOR THE WHISPERING CROSSOVER SANITARY SEWER REPLACEMENT AT A COST OF $678,602.86, PLUS A CONTINGENCY AMOUNT OF TEN PERCENT (10%) OF THE CONTRACT PRICE, OR $67,860.29, FOR AN AMOUNT NOT TO EXCEED $746,463.15. Attachments: R23-13 City Manager Pope explained that the Whispering Crossover Project consists of work to replace the sanitary sewer lines. City Manager Pope shared that grant funds have been received to help offset the cost to the City. Supervisor McCluskey stated that this sanitary sewer line runs from Whispering to George, down Wolf Creek to the Treatment Plant, and was installed in 1958. He added that the useful life of the sanitary sewer lines is 37 years. He further explained that there are several 90 degree bends, there are 15 holes directly connected to the line, and it serves over 600 homes. Councilmember Vaughn asked about the cost to the City after the grant funds are applied. City Manager Pope reviewed the figures. Mayor McDonald requested a Motion to approve R23-13. Attachments: R23-14 R23-14 Exhibit A R23-14 Attachment City Manager Pope stated that the Ohio Department of Transportation will be working on improvements to Free Pike/Main Street from Wolf Creek Pike to the eastern corporation limits of the City. Attachments: R23-15 R23-15 ODOT City Manager Pope shared that this is another project with the Ohio Department of Transportation. Attachments: R23-16 Director Peeples explained that the Finance Department has been in need of new software for some time. The present vendor initially announced that they would no longer support their program after 2025; therefore, they have already been looking at different programs. However recently, the vendor advised that their end date would now be July 2023. The new program from Tyler Technologies includes everything the City currently does except for an income tax program, which they plan to address very soon. Director Peeples further explained the new software will have an employee portal so employees can access their compensation, tax documents, benefits, and other personal information electronically. Councilwoman Finley asked about security measures with the new program. Director Peeples explained that the program will have two-step verification. He further shared that the City is very prepared for any malware issues and that during a recent insurance audit, the auditors were impressed with the City's security measures relating to technology. Old and New Business XVI. Comments City of Trotwood Page 13 City Council Meeting Minutes - Final March 6, 2023 A. Council Members: Each Council Member will have three (3) minutes to speak about topics relating to the City of Trotwood that are not on the Meeting Agenda. Councilmember Brown shared her excitement with the new development going on in the City and the services that residents can access. She added that many individuals worked very hard to bring services to the community and she is hopeful that people appreciate the hard work and utilize the resources. Councilmember Kelley, Jr. commended those who made presentations, particularly the students who shared information about black history. Councilmember Vaughn wanted to stress that all history is important. He also congratulated the students who presented on black history. Councilmember Finley shared that the month of March is Women's History Month and while it is a month of reflection, it is important to recognize the efforts and bravery of past generations to continue to pave the way for girls. Vice Mayor Page congratulated the students who presented on black history and shared that she was very impressed with their efforts. She also mentioned that the 6th grade girls basketball team won the 6th grade tournament and that they have been undefeated for the last four years. She thanked those on the dais and commented on working together with City leadership to move the City forward. Councilmember Gales shared that she is excited about all the good things going on in the City. She mentioned the recent City-sponsored showing of the movie "Claudine" at the Library, with a panel discussion that followed, and how the event was very informative. Lastly, she reminded residents to take advantage of the services being offered in the City as they haven't always had them. B. City Manager City Manager Pope thanked Council for being progressive and addressing issues with the Code Enforcement Division, to include staffing and funding. C. Mayor Mayor McDonald commented on the great work of the students who made presentations on black history.
