Call to Order Mayor Page called the meeting to order at 6:30 p.m. II. Invocation Mayor Page gave the Invocation. III. Pledge of Allegiance Mayor Page led the Pledge of Allegiance. IV. Roll Call Clerk Landis took Roll Call and advised that Council Member Vaughn is unable to attend the meeting and respectfully requests an excused absence. Council Member Moore arrived at approximately 6:40 p.m. Present: 6 - Council Member Gales, Council Member Moore, Council Member Clark, Council Member Finley, Vice Mayor Brown and Mayor Yvette F. Page Excused: 1 - Council Member Vaughn V. Approve the Agenda Mayor Page requested a Motion to approve the Agenda. PUBLIC COMMENTS: To comment on a topic not scheduled for a Public Hearing, please fill out a Speaker Form and return it to the Clerk of Council BEFORE the start of the meeting. When called upon, proceed to the microphone, state your name and address, and proceed with your comments. You will have three (3) minutes to speak. Ms. Cynthia Booker Neilson, the 44th President of the Beta Eta Omega Chapter of the Alpha Kappa Alpha Sorority, spoke about their 90th year celebration and the upcoming events during the week of June 1-8 to commemorate the special occasion. Ms. Beverly Swigart of 5350 North Union Road (between Shiloh Springs Road and Westbrook Road) asked Council to consider reducing the speed limit on her road. Mayor Page advised she would discuss her request with the City Manager, the Public Works Operations Supervisor, and the Police Chief. Ms. Tasha Rountree with Greentree Alternative Solutions shared information on the newly formed Trotwood Cannabis Club and mentioned a recent issue at Best Bud's. She advised that due to the current moratorium, the City is losing millions of dollars in revenue as people are traveling from other states to buy fake cannabis, which is not produced in a legal, safe cultivating facility. Ms. Rountree would like to be the City's cannabis consultant to ensure the City receives the most benefits. She added that she feels Trotwood is the perfect location for cultivation due to their history in agriculture. Mayor Page thanked Ms. Roundtree and explained that Council works as a group that comes together to make informed decisions for the City and that they will take the information she provided into consideration. VII. Special Presentations and Recognitions PR15-24 Introduction of Tyler Hauck, Planning and Zoning Administrator Stephanie Kellum, Deputy City Manager Attachments: PR15-24 Attachment Deputy City Manager Stephanie Kellum introduced the City's new Planning and Zoning Administrator, Tyler Hauck. City of Trotwood Page 2 City Council Meeting Minutes - Final May 6, 2024 PR16-24 Safety Grant Award Redesign State Route 49 and Olive Road Intersection Stephanie Kellum, Deputy City Manager and Johnny McCluskey, Operations Supervisor Attachments: PR16-24 Presentation PR16-24 Milestone Chart PR16-24 DDN Article May 2022 Deputy City Manager Kellum presented information on the redesign of the State Route 49 and Olive Road intersection. She explained that this project began approximately four (4) years ago because of the repurposed use of the former Montgomery Council Developmental Disabilities building into a driving instruction school, creating various concerns with lane lengths, turn radii, etc. Deputy City Manager Kellum reminded Council that the City was awarded a safety grant from the State of nearly $1 million. She stated that during this process, administration will be coming before Council requesting approval of various resolutions. Council Member Gales commented on the importance of ADA compliance and the safety of walkers and stated that she is glad to see these concerns being addressed. PR17-24 Applied Mechanical Systems, Inc. 50 Years in Service Represented by Brian D. Daugherty, Vice President Yvette Page, Mayor Attachments: PR17-24 Attachment Mayor Page and City Council presented a plaque to Brian Daugherty, Vice President of Applied Mechanical Systems, on 50 years in service. Mr. Daugherty thanked Mayor Page and City Council, and the City, for recognizing the company. City of Trotwood Page 3 City Council Meeting Minutes - Final May 6, 2024 PR18-24 The 2023 Annual Report of the Trotwood Police Department Erik Wilson, Chief Attachments: PR18-24 Presentation Police Chief Erik Wilson presented the 2023 Annual Report of the Trotwood Police Department. Council Member Finley thank Chief Wilson for what the department does for the community. She asked about cyber security training and if the department tracks internet activities. Chief Wilson advised that cyber security issues would be turned over to the FBI. He added that the department handles crimes like identity theft, but cyber-related matters would be sent to a federal agency. Council Member Finley mentioned a cyber incident in Huber Heights. Chief Wilson stated that the City's IT department implemented mandatory training for employees in order to educate them to identify scams and phishing attempts. Council Member Finley asked if the department is tracking internet crimes. Chief Wilson explained that there isn't a crime called "internet crime." He stated that the department tracks crimes such as identity theft and other similar crimes, but unfortunately federal agencies typically don't get involved with these types of crime on a smaller level. He added that information is shared between departments monthly and when applicable, the information is provided to the public. PR19-24 Mother’s Day Brunch Charles Wheeler, Marketing Coordinator Attachments: PR19-24 Attachment Marketing Coordinator Charles Wheeler shared details about the upcoming Mother's Day Brunch. Mayor Page asked Marie Battle, Executive Director of the Trotwood Chamber of Commerce, and Yoonmee Hampson, Manager of the Library (Trotwood Branch), to stand and be recognized for this upcoming event. R24-40 A RESOLUTION BY THE TROTWOOD CITY COUNCIL AUTHORIZING A CITY-SPONSORED EVENT IN RECOGNITION OF MOTHER’S DAY, WHICH SERVES A VALID PUBLIC PURPOSE OF PROMOTING STRONG COMMUNITY RELATIONS, WITH EXPENDITURES NOT TO EXCEED THREE HUNDRED FIFTY DOLLARS ($350.00). R24-41 A RESOLUTION BY THE TROTWOOD CITY COUNCIL AUTHORIZING THE MONTGOMERY COUNTY AUDITOR TO REMOVE AN ASSESSMENT LEVIED AGAINST A PARCEL OF PROPERTY FOR THE CITY’S CUTTING, REMOVAL OR DESTRUCTION OF NOXIOUS WEEDS, VEGETATION AND/OR GRASS FROM THE TAX DUPLICATE. Attachments: R24-41 R24-41 Exhibit A This Resolution was approved. 24-10 A Motion by the Trotwood City Council to schedule a Public Hearing and to authorize the Law Director to draft an ordinance repealing current Section 927.10 “Charges and Collection; Delinquent Bills” of the Trotwood Codes of Ordinances and enacting new Section 927.10 “Charges and Collection; Delinquent Bills; Discount” to provide a discount for refuse collection for certain residents. Resolutions City of Trotwood Page 6 City Council Meeting Minutes - Final May 6, 2024 R24-39 A RESOLUTION BY THE TROTWOOD CITY COUNCIL ACCEPTING THE BID OF NEYRA CONSTRUCTION, INC., DBA NEYRA PAVING, FOR RESURFACING WORK TO BE COMPLETED ON THE FOLLOWING ROADWAYS: BELMORE TRACE, BELVEDERE LANE, BRADFIELD DRIVE, COLWOOD STREET, MAGELLAN AVENUE, MANTZ AVENUE, OAKES ROAD (PARTIAL SEGMENT - SHILOH SPRINGS ROAD TO SNYDER ROAD), THOMPSON DRIVE (PARTIAL SEGMENT - 4395 THOMPSON DRIVE TO 3988 THOMPSON DRIVE), TUSCOLA DRIVE, WOLF ROAD (ADA RAMPS ONLY - SALEM AVENUE TO TURNER ROAD), AND SKINNER DRIVE; AND AUTHORIZING THE CITY MANAGER TO ENTER INTO AN AGREEMENT WITH SAID CONTRACTOR TO COMPLETE THE 2024 PAVING PROGRAM FOR AN AMOUNT NOT TO EXCEED $1,149,789.85, WHICH IS THE CONTRACT AMOUNT OF $1,045,263.50, PLUS A 10% CONTINGENCY AMOUNT OF $104,526.35. Attachments: R24-39 Deputy City Manager Kellum discussed the temporary 0.5% income tax increase and how the money generated is used to fund the resurfacing of roadways. Operations Supervisor McCluskey explained that the City received three bids for this year's paving program and it was determined that Neyra Paving was the lowest and best bid received. Deputy City Manager Kellum shared that the goal is to complete the work before fall and that the roads selected were based on pavement condition ratings. She added that they try to include roads from every neighborhood. Council Member Finley asked Operations Supervisor McCluskey if roads scheduled to be resurfaced in the agricultural areas will impact the farmers and if so, if the information will be communicated to them. Operations Supervisor McCluskey explained that he talks with these workers frequently and they are excited about the work. He also stated that the work is completed in a day or two as it is a business and the contractor has a schedule to meet. Council Member Finley asked why only partial segments of certain roads were being resurfaced. Operations Supervisor McCluskey stated that it is simply because of the cost and if they would do certain entire roadways, the cost would use the entire budget and no other roads would be fixed during that year. Mayor Page clarified that these dollars are from the levy, which is for five (5) years and that means there is still time to fix other roads. Deputy City Manager Kellum confirmed that to be correct. Mayor Page requested a Motion to approve Resolution No. R24-39. Old and New Business There was no old or new business presented. XI. Comments A. Clerk of Council: Announcements There were no announcements. B. Council Members: Each Council Member will have three (3) minutes to speak about topics relating to the City of Trotwood that are not on the Meeting Agenda. Vice Mayor Brown commended staff for their strategic planning regarding paving and reminded residents to be patient and trust the process. She thanked those who spoke and brought issues forward and reminded residents that those issues do not go unheard. Council Member Gales shared that she went to Columbus with the former Mayor, who testified on the honing bill that started in Trotwood. She said that several other communities attended and commented as well. Council Member Moore thanked the staff for their presentations and congratulated Applied Mechanical Systems for 50 years in service. C. City Manager City Manager Pope stated that there are several burned-out properties scheduled for demolition; they are simply waiting on funding to be released by the state. D. Mayor Mayor Page stated that she is proud of Trotwood and as the present Mayor, she plans to follow the honing bill, which carries harsher penalties. She promised to get with the City's state representatives to ensure Trotwood gets the credit it deserves for bringing this issue to the forefront. Mayor Page then shared an incident she encountered when a sick gentleman fell in front of her car and her and two other nearby residents stayed with the gentleman until officers arrived and he was removed by EMS. She thanked the residents for staying and expressed her appreciation for their compassion. She then thanked Law Director Conard and Clerk Landis for helping Council stay on task.
