Call to Order Mayor Page called the meeting to order at 6:30 p.m. II. Pledge of Allegiance Mayor Page led the Pledge of Allegiance. III. Roll Call Clerk Landis took Roll Call. Present: 7 - Council Member Gales, Council Member Moore, Council Member Clark, Council Member Finley, Council Member Vaughn, Vice Mayor Brown and Mayor Yvette F. Page STAFF MEMBERS PRESENT: City Manager Quincy Pope, Clerk of Council Kara Landis, Assistant Law Director Sarah Sparks, Deputy City Manager Stephanie Kellum, Finance Director Chris Peeples, Planning Administrator Tyler Hauck, TCIC Executive Director Chad Downing, and TCIC Project Manager Derek Williams. VISITORS PRESENT: Marie Battle, Jeff King, Caleb Johnson, Martha Erwin, Kim Mohme, and Larry Bryant. IV. Approve the Agenda Mayor Page requested a Motion to approve the Agenda. Vice Mayor Brown made a Motion, seconded by Council Member Gales, and the Motion CARRIED by the following vote: Aye: 7- Council Member Gales, Council Member Moore, Council Member Clark, Council Member Finley, Council Member Vaughn, Vice Mayor Brown and Mayor Page V. Open Public Hearings To comment during a Public Hearing, please fill out a Speaker Form and return it to the Clerk of Council BEFORE the start of the meeting. When instructed, please stand to be sworn in by the Mayor. When the Mayor calls the Ordinance you wish to speak on, you will be asked to step to the microphone, state your name and address, and proceed with your comments. Only comments relating to that specific Ordinance are permissible. You will have three (3) minutes to speak. Mayor Page requested a Motion to open the Public Hearings. Ordinances OR10-24 AN ORDINANCE BY THE TROTWOOD CITY COUNCIL ACCEPTING THE RECOMMENDATION FROM THE TROTWOOD PLANNING COMMISSION TO APPROVE A FINAL PLANNED UNIT DEVELOPMENT, WITH CONDITIONS, FOR PHASE TWO OF THE GATED PROPERTIES INDUSTRIAL PARK CONSISTING OF ONE 234,840 SQUARE FOOT BUILDING ON APPROXIMATELY 31.342 ACRES OF LAND KNOWN AS 6214 WOLF CREEK PIKE, PARCEL NO. H33 00417 0077, IN A LIGHT INDUSTRIAL 2 (L-I-2) ZONING DISTRICT. Attachments: OR10-24 OR10-24 Director's Report OR10-24 Staff Report TCIC Executive Director Chad Downing reminded Council of the prior presentation regarding Project Swifty. He reiterated that this new development will be Phase 2 of the Gated Industrial Park and will consist of one 230,000 square foot facility, creating over 230 new jobs. Director Downing confirmed that the name of the company remains confidential, but that he expects a formal announcement in the near future. Director Downing acknowledged Dan Penn and Adin Penn of Gated Global (online), as well as Jeff King and his team from Ferguson Construction, who moved quickly so that the City was able to be competitive in the bid process. Director Downing emphasized that this project has been a team effort and it is a community win. He added that the Planning Commission did a thorough job making sure the technical details fit the desires of the community and that the project will further advance and support the future goals of the City. After the vote, Adin Penn expressed their excitement to continue working in the City of Trotwood and with staff. He shared that not only are they bringing 230 jobs to a state-of-the-art facility in Trotwood, they have developed a working relationship with Wright Patt Credit Union, who has been a big part of their process, and they are hoping to extend that partnership and connection to the community. For the record, Clerk Landis confirmed that there were no requests to speak during the public hearing for this ordinance. Mayor Page requested a Motion to adopt Ordinance No. OR10-24. Council Member Vaughn made a Motion, seconded by Vice Mayor Brown, and the Motion CARRIED by the following vote: Aye: 7- Council Member Gales, Council Member Moore, Council Member Clark, Council Member Finley, Council Member Vaughn, Vice Mayor Brown and Mayor Page City of Trotwood Page 2 City Council Meeting Minutes - Final June 18, 2024 VII. Close Public Hearings Mayor Page requested a Motion to close the Public Hearing. Vice Mayor Brown made a Motion, seconded by Council Member Gales, and the Motion CARRIED by the following vote: Aye: 7- Council Member Gales, Council Member Moore, Council Member Clark, Council Member Finley, Council Member Vaughn, Vice Mayor Brown and Mayor Page VIII. Enter into Executive Session SR24-17 The Trotwood City Council will move into Executive Session pursuant to Section 121.22(G)(3) of the Ohio Revised Code, which allows for discussion with an attorney for the public body concerning pending or imminent court action. Mayor Page requested a Motion to enter into Executive Session pursuant to Section 121.22(G)(3) of the Ohio Revised Code. Vice Mayor Brown made a Motion, seconded by Council Member Finley, and the Motion CARRIED by the following vote: Aye: 7- Council Member Gales, Council Member Moore, Council Member Clark, Council Member Finley, Council Member Vaughn, Vice Mayor Brown and Mayor Page IX. Adjourn Executive Session Mayor Page requested a Motion to adjourn the Executive Session. A Motion was made by Council Member Moore, seconded by Vice Mayor Brown, and the Motion CARRIED by the following vote: Aye: 7- Council Member Gales, Council Member Moore, Council Member Clark, Council Member Finley, Council Member Vaughn, Vice Mayor Brown and Mayor Page X.
