Roll Call - Clerk of Council Present: 7 - Mayor Joyce Sutton Cameron, Councilmember Barbara Staggs , Councilmember Bruce Kettelle, Vice Mayor Rap Hankins, Councilmember Ron Vaughn, Councilmember Mary McDonald and Councilmember Nicole Johnson III. Lucking, Public Safety Director/Deputy City Manager Quincy Pope, Law Director Stephen McHugh, Police Captain of Administration John Porter, Building Dept. Manager Scott Adams, Planning and Zoning Administrator Carl Daugherty, Interim Public Works Director Dalton Hines, Fire Chief Steve Milliken, Finance Director Patricia Shively, Clerk of Council Sandra L. Riege. IV. Pledge of Allegiance V. Motion to Approve the Agenda. A Motion was made by Vice-Mayor Rap Hankins and seconded by Mr. Vaughn to approve the meeting agenda. Roll Call resulted in seven yes votes for approval. Lucking A. 13-40 Electric Supply Agreement with DPL Energy The DP & L Energy supply agreement is about to expire at the end of this year. It's been recommended we enter into a 3 year agreement for all city facilities. This agreement will include all city buildings. There will be a separate agreement for street lights and another for the residents. The next step in this process will be to neogotiate our natural gas price as a cooperative entity. B. 13-38 Nuisance at Mt. Olive Church located at 5501 Olive Road. Planning and Zoning Administrator Carl Daugherty said this buiklding is now in blighted condition and has become an nuisance locatefd at 5501 Olive Road (former Mt.Olive Church). We will be developing a plan for the city to initiate demolition if necessary. City of Trotwood Page 1 City Council Workshop Meeting Meeting Minutes October 21, 2013 C. 13-41 Consolidation of City Signage Interim Director Dalton Hines displayed several prototypes of new street signs and boundary signs that need to be replaced according to the current state standards. The consensus of council is varied on the design style we should use; therefore, its been recommended to form a committee to evaluate in the next 90 days. Those who volunteered to be on the committee are Bruce Kettle and Mary McDonald. D. 13-37 2014 Budget Process and Schedule Finance Director Patricia Shivley spoke about the workshop schedule for 2014 preparation. The first meeting would begin on Monday, November 18 at 7:30 at Madison Park Pavillion. If needed the second meeting is schedule for thursday, november 21, at 7:30 p.m. also at Madison Park pavillion. E. 13-39 Trotwood City Council Conduct for Elected and Appointed Officials - Council Rules Clerk Riege presented city council with several documents for council to consider adopted a Code of Ethics or Rules of Council. As Vice-Mayor Hankins said, this is especially good to know what council roles are and expected. All agreed this is needed for further discussion at a workshop meeting after the first of the year. VII. Motion to Adjourn Workshop Meeting Mayor Cameron requested a Motion to adjourn the meeting. A motion was made by Mrs. Staggs and seconded by Mrs. Johnson. Roll call resulted in a unanimous approval.
