Pledge of Allegiance and Moment of Silence Mayor Cameron lead the Pledge of Allegiance and asked for a moment of silence. III. Motion to Approve the Workshop Agenda Mayor Cameron requested a motion to approve the workshop agenda. A motion was made by Mr. Hankins and second by Mrs. McDonald. Lucking, City Manager City of Trotwood Page 1 City Council Workshop Meeting Meeting Minutes October 20, 2014 PR048-14 Presentation - DPLER Energy Resources, Inc., ‘Affinity program” new community savings program 2014 thru MAY 21, 2017 by Robert T. Stallman, Director of Community Development. Attachments: DPL Energy Savings program 10-20-14 Workshop.pdf Mr. Bob Stallman Director of Community Development spoke about a new community savings program known as "Affinity' implemented by DPL Energy in the region in other territory throughout State of Ohio. DLP Energy Resources is for unregulated business and residential customers. Purchasing electricity is about two thirds of the consumers electric bill. The amount of generation service rate come from a retail market. The rate structure will be change from a regulated services to an un-regulated rate structure as outlined by the Utility Commission of Ohio. This process will be over a 2 year process to be completed by January 1, 2016 which will be a market rate structure from this point forward. The terms of this program is through 12-31-14 with no termination fee. We presently have 324 residential customers participating in this program. This new 'Affinity Program Community Savings Program' allows DPL Energy Resources (DPLER) to seek out new residential customers if they want to participate. Depending on the term the customer wants there's a wide range of choices available. Customer can visit the 'Apples to Apples' web site for the comparision of other suppliers rates and terms conditions. If anyone wants to to enroll in the DPLER program they can call 1-800-319-1356 or go to the web site www.dlpeneregy.com. The rates offered is $0.0005 kWh lower than residential mass market offer. There is a $25 early termination fee if the customer wants to leave the program. Mr. Kettelle wanted to know if the last year rate was lower, why is this higher? it all depends on the terms outlined in the options. Mr. Hankins, can citizens opt out of the aggregation if they choose? No, according to Mr. Stallman, this agreement expires at the end of December 31, 2014 for council to consider if we want to continue the program. Pope, Sr. indicated the Strategic Plan is on our web site. The following is our department's updates: Trotwood CIC Report - Norm Essman presentating Essman Consulting,LLC - The CIC program is a work in progress with premier residential developers and home builders. The Trotwood Now! program currently is acquiring homes for home renovations with the assistant of CountyCorp and under the direction of the TCIC board. TCIC has acquired (13) properties requiring rehabilition. Consumer requests has generated an significant interest in this program since it was first introduced. The retail development strategy is also a work in process to maintain the contact with owners and management. EDGE funding on some of the projects will also be forthcoming. In some of the neighborhoods the home selling prices have stabilized. Police Captain John Porter reported on the new city web site as part of the Strategic Plan inititave to enhance the community communications. Citizens can access the site at www.trotwood.org to observe the new features. Interim Planning and Zoning Administrator Jeannie Peyton - They are improving the code enforcement efforts in various neighborhoods with combined efforts from numerous city departments. Improving the community image is underway by utilizing the Moving Ohio Forward Program for the demolition projects and the (NIP) Neighborhood Investment Program to renewing the city signage. Parks and Recreation Program Manager Shawn Tucker reported on the Youth and Senior programming marketing efforts - Main areas of concentration are: Academics, Arts, Athletics and Volunteerism. Programming is ongoing in the planning stages right now for the year 2015. Fire Cheif Steve Milliken reported on the new technology known as the county based emergency response G.I.S. mapping system - This will allow his department to identify the following: sharing the information with other jurisdictions, parcel boundaries, confirmation of every fire hydrant in city, footprint of the residentail/commercial properties, details of streets. This system will be loaded on their computers vs. paper binders they now carry in the trucks and laptop. The cost is based on our city budget which will cost under $1,000.00 per year. Police Captain Eric Wilson of Operations reported on the Police Departments new technology within this department for the enhancement of their day to day operations - Time management of their personnel important with various City of Trotwood Page 3 City Council Workshop Meeting Meeting Minutes October 20, 2014 software programs such as; Manager used for scheduling, Law Doc/ Docuware - used for records and case management. Leads Online - allows information to be accessed throughout the region. ATIC - crime analysis. These program are a important part of the police safety services. 14-114 Staff Report - Moss Creek Tax Increment Financing (T.I.F.) request by Norman Essman, Executive Director of Trotwood Community Improvement Corporation (TCIC) Attachments: Highlands analysis 10 20 14v3.pdf Mr. Norm Essman of Essman Consulting, LLC completed an analysis report on a proposed Tax Increment Financing (TIF) from the Signature Homes for a new housing development designated as the Highlands of Moss Creek. This TIF is a policy decision city council must decide whether to more forward or not. The developer is asking for a ten year TIF for the infrastructure to support the construction of 109 homes by Ryan Homes asking for a turn lane on Westbrook Road, lift station as well as curbs & sidewalks. Some potential risks - services from the city for police, fire, and public works services to this area could be increased if all the homes are not sold. The average cost of service to an additional 109 dwelling unlit to us is about $75,400.00. Opportunities - would create new investment for the 109 new homes and strengthing the residential home market for our city. Mayor Cameron asked will this effect our C.I.C. rehabilitation program? Norm said probably not since these are new homes. Mr. Vaughn, in his opinion the cost of services would not be an burden for the additional police & fire needs. Mayor Cameron asked why the TIF? Norm said it will provided a significant amount of revenue to help pay off the developer. The property taxes paid to the council will be separated to various entities. The increment by the construction of the home to give back 75% of the proceeds to the city of Trotwood who would pay back to the developer for the infrastructure. City Manager explained, this is a redirection of the taxes split into 2 areas 75 % to city to help pay the cost of the infrastrure. Barbara asked what dollar amount goes to the school system? Norm said it would be distributed to the schools, library, etc. All the homes are in the Northmont School District. State law says if granted they would have to abide by councils decision. Mr. Hankins asked where is the potential growth in the northwest region? He'll get a report from MVRPC to look at where the growth really is. Mrs. Staggs said our budget will be tight and if the homes are not sold what will happen? The developer said, Ryan Homes indicated 90% collections estimates would yield over 10 years $327,000.00 in tax revenue. If it's not developed we'd get $12,000.00 per lot. The estimated sale price of a new home is $180,000.00. City Manager said the next steps, if considered, is to prepare legislation for the TIF to formalize the development agreement. The developer wants to start construction next year in the spring. To clearly understand the financials involved the City Manager will provide City Council the developers information. Mayor Cameron also wanted to see a timeline and recommendation for this project. City of Trotwood Page 4 City Council Workshop Meeting Meeting Minutes October 20, 2014 14-116 Staff Report: Preliminary Legislation for Wolf Creek Roadway/Multi-Use Path Attachments: Wolf Creek Roadway_Multi Use Path Preliminary 10-20-14 Workshop PID 88223.pdf Mr. Dalton Hines said this would be a major resurfacing of the roadway and bikepath along Wolkcreek Pike for a multi-use path between Little Richmond and St. Rt. 49 Connector. The funding will be divided with OPWC funds and some city funds to help reduce the construction costs. City portion is 100% or $4,880.141.28. We have received $3,050.00 in federal grants from MVRPC to reduce the costs to $1,830,141.28. The city will also apply for OPWC funds to offset this cost. This project is important to tie into the city of Dayton bike path as well. The road surface and drainage issued will also be corrected. VII.
