Pledge of Allegiance and Moment of Silence Mayor Cameron lead the Pledge and Moment of Silence. III. IV. Motion to Approve Regular Meeting Agenda Mayor Cameron requested a Motion to approve the Regular meeting agenda. A Motion was made by Mr. Kettelle and seconded by Mrs. McDonald. V. Special Presentations and Recognitions A. PR046-14 Presentation: Human Services 2014 Levy for Montgomery County, Ohio - Helen Jones-Kelly representing the Human Services Levy Campaign. Attachments: Human Services Presentation Oct_6_2014 RegMtg.pdf City Manager introduced Ms. Helen Jones-Kelly to talk about the Human Services levy forthcoming on the November 4, 2014 election ballot for the citizens to vote. Issue 11 is a critical Human Services Levy ballot for Montgomery County, Ohio effecting at-risk children and seniors, people born with disabilities, unemployed adults seeking jobs, and public health. If passed, the total levy collects $140,000.00. This is a renewal of an existing 7.21 levy plus a 1-mill increase, which will cost taxpayers about $3.00 more per month per $100,000 of property value. Cuts has been made over time to control costs and since 2011 over 200 jobs have been eliminated. She would like to see the Trotwood City Council endorse this Human Service Levy. PR047-14 Resignation & Retirement of William (Bill) Krest from the COPP Program Attachments: Bill Krest Letter of Resignation Police Captain John Porter introduced Mr. William Krest who submitted his retirement as being a volunteer from the Trotwood Police Citizens on Preventive Patrol (COPP) program. He has worked over 5,000 hours volunteering for eight years. He's been very active and always available when duty calls assisting the department and the city. A plaque was presented in his honor for all his donated time in our community and he'll be truly missed. VI. Visitors and Communications: Please come to the microphone and give your name and address before proceeding with your comments after Mayor Cameron ask for comments not on the agenda. You will have three (3) minutes. You must complete a sign-in sheet prior to speaking and submit it to the Clerk of Council Sandy Riege. Ms. Gladys Gaffney, 82 Chaplen Drive, Dayton, Oh 45426 addressed city council about her open unpaid 2012 mowing bill she's disputing. There are numerous errors with the billing dates and she'd like to get this resolved. City Manager said to contact him for an appointment to get this situation resolved. VII. Motion to Approve the Consent Agenda Mayor Cameron requested a motion to approve the consent agenda. A Motion was made by Mr. Kettelle and seconded by Mr. Hankins. Finance Director Patricia Shively stated this is a modification of our annual appropriation budget for 2014 third quarter as discussed in our previous workshop meeting. The increases are for the following: General Fund $104,900.00 (includes fleet maintenance budget, law budget, police communications, IT services, Police Patrol overtime & part-time, unemployment for Plan/Dev Adm.. and other contracted services; Grants Fund $124,000.00; Fire Fund $40,000.00; EMS Fund 30,000.00 (other contracted Services); $1,000.00 for Debt Services (annual 2010 bond interest); Other Contracted Services for the Industrial Park $1,250.00 (property taxes treasurer fees); and Stormwater fund $1,000.00 (refunds). Total amendment for this ordinance is $302,410.00. This will cover expenses up to the fourth quarter for the year 2014. Mayor Cameron requested a motion to approve Ordiancne 15-14. A motion was made by Vice-Mayor Staggs and seconded by Mrs. Mcdonald. R14-81 A RESOLUTION BY THE TROTWOOD CITY COUNCIL AUTHORIZING THE TROTWOOD COMMUNITY IMPROVEMENT CORPORATION TO INITIATE A PROPERTY TAX FORECLOSURE ACTION UPON A SINGLE-FAMILY RESIDENCE AT 4543 KNOLLCROFT (PID NO. City Manager Lucking explained this house was acquired by the Trotwood CIC as part of their rehabilitation Trotwood NOW Program to obtain tax foreclosure properties. Total tax arreage is $19,950.00 on this vacant property. The owner of the property has 6 months to set up a payment plan with the county. If not, the foreclosure action will be submitted to the Montgomery County Treasurer office. The city can then obtain the deed through the Trotwood CIC Corporation under the Trotwood NOW Rehabilitation Program. Mayor Cameron requested a motion to approve R14-81. A recommendation from the interview commitee nominated Dr. Judith Royer a 24 year resident of the city of Trotwoood. Her apppointment term is until December 31, 2015. R14-85 A RESOLUTION BY THE COUNCIL OF THE CITY OF TROTWOOD, OHIO, ACCEPTING THE AMOUNTS AND RATES AS DETERMINED BY THE BUDGET COMMISSION AND AUTHORIZING THE NECESSARY NOVEMBER 4, 2014, GENERAL ELECTION TAX LEVIES TO THE MONTGOMERY COUNTY AUDITOR’S OFFICE. City Manager said this resolution is to accept the four renewal levies on the November 4, 2014 ballot to certify to the Montgomery County Budget Commission authorizing the rates. The Issue numbers are: 25, 26 for Fire Department and 27 & 28 for Public Works all are renewal levies. If this levy does not pass, it will eliminate the roll-back dollars we currently get. City Manager - 1) Reminder to visit our web site at www.trotwood.org for updates information and events in our city. 2) Trotwood Chamber of Commerce Business of the Year Dinner, Thursday, October 23, Slient Auction at 5:30 p.m., dinner at 6:00 p.m., program begins at 6:45 p.m., located at Friendship Village. 3) Snow Season Preparations City Manager Luckming invitied everyone to visit our new web site just launched. The Dayton Philharmoniic concert is having a Trotwood Night next Friday and Saturday night. Tickets are very resonable for purchase ($12.00 per person) at city hall. Trotwood Chamber will be having a Business of the Year event open to the public. C. Council Members - Ward Announcments 1). Councilmember Hankins - City Manager will be speaking at the Ward 2 neighborhood watch meeting, everyone is welcome. The Ohio Municipal league invited City Manager Lucking to speak at their conference which was quite an honor. 2). Councilmember McDonald - October is National Breast Cancer Month. Her and Mrs. Gales attended the NLC Women in Government conference. A resolution regarding the Lilly Leadbetter Fair Pay regarding equal pay for all will be forthcoming for council to endorse. 3). Councilmember Gales - The NLC Emergency Disaster Preparedness program was powerful. Inquired about our next Strategic Plan update. City Manager said this report is scheduled for our next workshop session. She is requesting a breakdown of the financial details for the Block Party. City Manager said they are working on this now. 4). Councilmember Kettelle would like to have Dayton Power & Light to come up with a better energy rate structure and look at a opt-in and opt-out city wide to bid for electric rates to hold citiznes rates down. Get out and vote this November 4, 2014. D. Staff Reports - 1) 14-102 Employee Recognition Announcement and Invitation Attachments: 2014 Employee Recognition Invitation Human Resource Manager Stephanie Kellum invited all of council to attend the recognition luncheon. 2) 14-111 Main Street Paving Update Pblic Works Operations Manager Dalton Hines reported our new paver has now started to pave the corridor along Main Street to Wolf Creek Pike as part of our Strategic Plan initative. This in-house project is part of a Community Block Grant award in the amount of $65,000.00. More paving will be forthcoming from Broadway to Main Street in the near future.
