PR043-14 Presentation - 2014 Montgomery County Auditor Revaluation Results for City of Trotwood - Karl Keith, Auditor Attachments: MONTGOMER COUNTY 2014 REVALUATION RESULTS JULY 2014.pdf Deputy City Manager Quincy E. Pope introduced Montgomery County Auditor Karl L. Keith to report on the preliminary 2014 property revaluation results. The county assessed property value has decreased by 4 percent. Every three years they revise property assessment's and are required to submit their results to the Ohio Department of Taxation. Since 2008, they began to see the impact due to the recession. In 2011 they saw a bigger impact as values have dropped by 7 percent. The county overall has lost more than $3.5 billion in property value in the past 7 years. Trotwood is part of the Urban Core consisting of Dayton, Riverside, and Harrison Township impacted the most due to foreclosurers, decreased sales, abandoned and distressed homes, has decreased property values by 8.7 percent. A 12.5% decline for residential and 7% decline for commercial property values were calculated in the city of Trotwood. Since 2007 recession, we lost 30% of our total property values. The only way to regain the revenue loss we may lose is to pass new levies. We have nine (9) levies that are capped at the maximum mileage rate, therefore, you cannot collect any more that has already been collected. Ballot issues impact revenues and agricultural property values impact revenues. B. PR045-14 Presentation: Collaborative Neighborhood Transformation Mr. David Phillips from the Point Church spoke about a program called the "Collaborative Neighborhood Transformation". This is a group of people committed to the transformation of under-served neighborhoods in cities across the nation by becoming involved with neighbors helping neighbors. It is not a part of the Trotwood Transformation Committee nor the Neighborhood Coalitation. The four principals of this group are; 1). Community ownership - the neighborhood owns this process, 2). Wholelistic and integrated - when a neighborhood becomes more healthy it touches peoples lives as they become whole for future stabalization, 3). It's a sustainable process - to allow the neighborhood to make their neighborhood better (not permanent, but better over a period of years). Some key ingrediant's are: 1). Help neighbors improve their existing assets with their skills and enthuastic attitudes, 2). team work, 3). work with institutions. Three steps for success with this group are: 1). Get acquanited with your neighbors, 2). Trust in each other - share ideas, 3). Copoperation to get people to work together. The Neighborhood Transformation Program is new for Trotwood, one other in the State of Ohio and new within the past 5 years throughout the nation. City of Trotwood Page 2 City Council Workshop Meeting Meeting Minutes September 15, 2014 C. 14-93 Staff Report: NLC “iSave” Health Discount Services Program coming to Trotwood on October 1, 2014. Attachments: iSave Health Discount Program Overview Human Resource Manager Stephanie Kellum stated, this is an a new pilot program offered exclusively to NLC member cities to help city residents cope with the high cost of dental care, vision care and other medical services that may not be covered by insurance. With this program there is no cost to the city. This will enhance the NLC prescription discount program. The greatest benefits to this program is its flexibility for citizens to opt in and out as they need the services. Discount cards are available to the public at the Human Resource office. D. 14-101 Staff Report: 2014 Appropriation Amendment Attachments: 2014 Appropriation Amendment Estimates.xlsx Finance Director Patricia Shively reported on the adjustments for the third quarter appropiations for the remainder of 2014. They are: General fund $68,700 includes: part time, overtime, health insurance, gasoline, unemployment other contracted services, and stipend payouts from various department's. Grant fund $124,000.00 - has off setting revenue leaving the remaining $138,960.00 to be covered by the Fund Balance in each fund. Fire Fund $40,000.00 - estimated maintenance and match for FEMA Grant. EMS fund $30,000.00 - estimated maintenance for 2014. Water Fund $130.00 - bond interest and Sewer Fund $130.00. E. 14-99 Staff Report: Accepting the Amounts and Rates as Determined by the Budget Commission and Authorizing the Necessary November 4, 2014 General Election Tax Levies to Montgomery County Auditor’s office. Attachments: RESOLUTION ACCEPTING AMOUNTS AND RATES.pdf Finance Director Shively said we need to add this legislation to the next meeting for the authorization of amounts and rates of the City’s property tax levies and certify to the Montgomery County Auditor's office. The estimated the collection for four (4) separate levies is underdetmined since these are renewals will be decided by voters at the November election 2014. The amounts and rates are subject to change due to election results. F. 14-100 Staff Report: 2015 City Budget Schedule Attachments: 2015 BUDGET SCHEDULE.doc Finance Director Shively said, we need to get a consensus when city council would be available to attend 2-3 budget workshop session meetings. We need the 2015 budget approved at the December 1st meeting. The majority of city council said any Monday or Tuesday. City of Trotwood Page 3 City Council Workshop Meeting Meeting Minutes September 15, 2014 G. 14-95 Staff Report: Progress Reports, Main Street and Bike Path Projects Attachments: MAIN STREET IMPROVEMENTS 2014.pdf Public Works Supertendent Thomas Long reported on the resurfacing project on Main Street starting from Wolfcreek Pike to Broadway intersection. Two hundred forty feet (240') of curb & gutter were replaced along with an ADA crosswalk island on Wolfcreek. They are ready to mil the streets and resurface the street using our new paver depending on good weather conditions. The next curb replacement will take place on Basore and Shiloh Springs for a crosswalk, curb on the crosswalk, and change to the left hand turn signal. North Broadway Park & Madison Park connections - a pathway will follow the creek corridor and be ready for paving next season. The main focus for these projects are to enhance the community appearance as part of our Strategic Plan initivites 2013-2018. H. 14-94 Staff Report: Council Update on Levy Preparations for Fire/Rescue and Public Works 2014 Fire Cheif Steve Milliken gave the update on the upcoming levies to be placed on the November ballot. There are two for Fire Department and two for Public Works Department. All levies are renewals. Without the renewals, the city ability to provide street repair and maintenance could impact the Public Works Department by $30,000.00 per year. On a 2 mil levy for the Fire Department the impact would amount to $55,000.00 per year Over a period of 5 years the levvies will generate for Public Works 1 mil - $152,000 and Fire Department 2 mil - $278,000.00.
