IV. Motion to Approve the Agenda Mayor McDonald requested a motion to approve the meeting minutes. A motion was made by Mr. Hankins and seconded by Vice Mayor Bettye Gales. Special Presentations and Recognitions A. Presentation - Buxton Business Retention and Expansion by Dennis Maher, Director of Sales (30 minutes) Attachments: Buxton.pdf Interim City Manager introduced Mr. Dennis Maher, Director of Buxton Business Retention and Expansion. He explained how his company can City of Trotwood Page 1 City Council Workshop Meeting Meeting Minutes April 18, 2016 expand our retail strategy to increase our tax revenue, cut taxes and develop sustainable retail options to create an environment for growth. Buxton is a retail expert company that has recruited retail companies for some 3,000 clients, in 700 communities. Buxton employs retail and analytical experts to increase opportunities for new location assisting for client's since 2002. They can provide analytics to the various cities throughout the nation with a retail recruitment solution that gives community leaders access to the same market site selection decisions with their web based informational program called SCOUT. One of the benefit's of this program is to identify the retailers that are a best fit for our population. Typically, a three (3) year retail partnership agreement is common with the success rate outcome being 90%, since it does take time to recruit new retailers to any city. B. Trotwood Urban Agriculture Initiative - Boyd Hastings, C.A.S.S.A. Group known as City and Suburban Sustainable Agriculture (20 minutes) Attachments: Hastings Trotwood Urban Agriculture Initiative.pdf Interim City Manager Pope explained the city will be engaging in an urban agricultural initiative and create a partnership with City and Suburban Sustainable Agricultural Group known as CASSA to develop an urban agriculture strategic plan. The goal is to re-develop the community gardens, restructure farmers market, and develop neighborhood and back-yard gardens. Two- thirds of the City of Trotwood's land mass is designated as agricultural . The State of Ohio only produces about 3% of the fresh food we actually eat, therefore, he wants to encourage citizens to produce fresh produce by participating in our farmers market and sign up for the community garden project. C. Proposal for Speed Change/Reduction on Westbrook Road from Main Street-State Route 48 to Diamond Mill Road Attachments: Westbrook Speed Reduction Proposal.pdf Mr. John Porter, Police Captain reported, there's an increase in speed & property damage violations on this two lane road on Westbrook Road traveling east and west. This proposal is to recommend a reduction of the speed limit to 40 mph starting at Diamond Mill Road to State Route 49. Crashes and property damages are up from 2014 to 2015 due to the posted 55 mph speed that was approved prior to the 1996 merger. Severe vehicle crashes and property damages within a half-mile of Westbrook Road and Hoke/Moss Creek Road site is up. This is a joint effort between the City of Clayton and Trotwood as a public safety concern. They do not believe a traffic light would be necessary at this intersection at this time and hopefully the 40 mph will help. With this change, there will be increased enforcement that will offset by decreased emergency response by public safety. Either jurisdiction can write and site violator on both side of the road. New signage will have to be purchased with a grant submittal. City Council will have to approve an ordinance if they approve this change. D. City Council discussion - Sale of surplus city issued property known as First Generation iPads issued to the members in 2012 of minimal value to-date (15 minutes) City of Trotwood Page 2 City Council Workshop Meeting Meeting Minutes April 18, 2016 City Manager Quincy Pope explained the discussion for the sale of surplus city issued property known as the First General iPads issued to council members in 2012 are of minimal value to-date. Councilman Hankins suggested we can obtain the fair market value of the old iPads online. Consideration for each member to purchase their old iPads market price is $25.00. E. Covenant Manor Apartment 50 unit family multifamily properties located at 4951 Covenant House Drive, authorizing taxable and tax exempt bonds for public benefit for PFA finance. Tax & Equity Fiscal Responsibility Act of 1982 (TEFRA) requires a public hearing (14 days) with local jurisdiction - Stephen M. McHugh, Law Director (20 minutes) Attachments: Covenant Manor Apts bonds _4951 Covenant House Drive.pdf The Law Director explained, this is a multi-state entity who owns the property known as Covenant Manor Apartments. This 50 unit complex located at 4951 Covenant House Drive in the City of Trotwood. Tax and Equity Fiscal Responsibility Act of 1982 (TEFRA) requires a public hearing (14 DAYS) with the local jurisdiction utilizing our tax exempt status by this multi state lender. Renovations will be made to the 50 unit apartment Covenant House in Trotwood totaling $2.9 million. Another thirty-two unit apartment complex is being sold known as Ellsworth Parkview Apartments in Georgia for $3 million dollars. The Public Finance Authority is a political subdivision of the State of Wisconsin authorized to issue taxable and tax-exempt bonds for public benefit projects nationwide. In order to complete the financing of a project, the local agency where the project is proposed, must approve the financing and hold a public hearing. During the process, the legislative body provides member of the community the opportunity to speak on behalf of or against the nature and location of this project to be financed with tax-exempt bonds. This approval is required for compliance with federal tax laws under TEFRA. The City of Trotwood will have no liability with respect to the issuance of the bonds or the repayment of any debt service. After the hearing process we are not party to any financing documents relating to the issuance of the bond, nor are we named in any of the disclosure documents describing the bond or financing. There are no losses for the city of Trotwood, will actually benefit due to the $50,000.00 in renovations the Covenant House will invest. VII. Motion to Adjourn Mayor McDonald announced tickets for Trotwood Night with the Dayton Philharmonic are being sold at the Government Center for $12.00 each. Citizens Budget Review Committee had their last meeting and will present the amendments to City Council at our next meeting. Mr. Hastings has volunteered his property to hold a rural city council meeting this summer. Mayor McDonald would like to change the meeting place to reach out to citizens that cannot normally attend. Our State Representative has budgeted $250,000 dollars for the Trotwood Community Center for its renovation. The public is invited to honor the diversity of our community to celebrate Mother's Day on Friday, May 6th Friday from 5-7 pm at the Government Courtyard Mr. Hankins announced the Trotwood Educational Foundation non-profit agency will hold a Gala on Friday, May 6 at 6:30, cost is $45.00 per person with all money going to the students in the Trotwood School system to support Scholarships for our students. Mrs. Finley invited the Fire Department to City of Trotwood Page 3 City Council Workshop Meeting Meeting Minutes April 18, 2016 support Mr. Hastings with his community garden project. Vice-Mayor Gales reported the Broadmoor One Neighborhood Watch group is now meeting on a regular basis. Mr. Vaughn is pleased with the progress the city making with this new administration. Councilman Kelley & Sly both have heard wonderful comments about Trotwood. Citizen Ron Watson resides at 7002 Tamarack Court in Moss Creek Subdivision, looks forward to the change in the speed limit on Westbrook Road. Thank you Police Department for the recommendation. Interim City Manager Pope said, in the near future the city will be working with the MVRPV agency to propose some design changes at the Westbrook/Hoke Road intersection. Mayor McDonald requested a motion to adjourn the meeting at 8:10 pm A motion was made by Mr. Hankins and seconded by Mr. Sly.
