I. Call to Order - Mayor Mary A. McDonald
Mayor McDonald called the meeting to order at 6:00 p.m.
II. Pledge of Allegiance

Staff members present: Quincy E. Pope, Sr. City Manager, Stephanie Kellum
Deputy City Manager/Human Resource Manager, Stephen McHugh Law Director,
Brenda Blauser, Assistant to the City Manager, Chris Peeples Finance Director,
Donna Sue Bowman Income Tax Administrator, Jeannie Peyton Planning and
Zoning Administrator, Eric Baxter Public Works Operations Manager and Sandy
Riege Fuller Clerk of Council.
Visitors present: David Young, Randle Moore, Ralph Kuester, Claude Keeling,

Szkudlarek, Tamiko Troutman, Jay Young, Tom Grady, Norman Scearce III,

Representative Jeff Rezabeck of the 43rd District.
IV. Motion to Approve the Agenda
Mayor McDonald requested a motion to approve the agenda. A motion was
made by Mr. Hankins and seconded by Vice Mayor Gales to approve. Roll call
resulted in the following vote:

VI. Special Presentations and Recognitions
A. Proclamations presented to the Warped Wing Brewing Company, 26
Wyandot Street, Dayton, Ohio celebrating the “Urban Campout and
Trotwood Lager Release Day” and to display the 1957 ‘Trotwood
Trailer’ from the Trotwood Trailer Manufacturing Company, formerly

Mayor Mary McDonald presented a proclamation to Warped Wing Brewery
Company from Dayton, Ohio to announce the production of "Trotwood Lager"
and the renovation of a 1957 "Trotwood Trailer" from the Trotwood Trailer
Manufacturing Company formerly located at 11 N. Broadway Avenue in
Trotwood, Ohio. Warped Wing teamed up the the RV Clinic in Franklin, Ohio to
search the Midwest for a Trotwood Trailer to renovate and found a 1957 model
to recondition it to an event trailer that would live up to the retro era of its time.
The Warped Wing Company's Nick Bowman, Co-Owner and Vice-President of
Sales and Marketing introduced President Joe Wisman CEO, Mike Stouver
CFO, John Haggerty Brewmaster of Operations. The employees of Warped
Wing along with the RV Clinic, were in attendance to display the trailer. It was
a team effort to create the graphics on the trailer and the beer can. One of their
goals was to promote their brewery and the Dayton region when people would
travel in these trailers and camp outdoors. On display tonight is the renovated
trailer as it would have looked in the 1950's. Also on display, the Trotwood
Historical Society member Regina Kleinhentz brought another "Trotwood
Trailer" protype from 1929 that was donated to the society in 1962. Restoration
was done on it would have looked in the beginning of the Trotwood Trailer
Company. The company officially closed in the 1980's. Proclamations were
also presented to The Warped WIng Brewing Company from the 43rd District
State Representative Jeff Rezabeck, Commissioners Judy Dodge, Debbie
Liberman and Dan Foley, as well as State Senator Rob Portman all
acknowledging this special occasion for the Warped Wing Company and
especially acknowledging the City of Trotwood.
.0.VII. Mayor McDonald - 20 Minute Recess
Mayor McDonald requested a motion to recess this meeting to view the trailers
brought for display tonight. A motion was made by Mr. Vaughn and seconded
by Mr. Kelley to adjourn at 6:30 pm. Mayor McDonald requested another
motion to resume the Workshop meeting. A motion was made at 7:10 pm to
resume the meeting was made by Vice Mayor Gales and seconded by Mr. Sly.

B. Presentation - Trotwood Community Corporation C.I.C. Contract
Update - Stephen M. McHugh, Law Director (15 minutes)

Law Director Steve McHugh said the contract is between the City and the
Trotwood CIC. This contract is a one (1) year contract that will continue to roll
with a 30 day termination provision prior to the renewal. The scope of the work
was adjusted to include the CIC will prepare an annual budget to present to
City of Trotwood Page 2

the city. This will determine what funding the city can allocate in the next year
along with preparation of monthly and quarterly expense reports. City Council
appropriated $100,000 in 2016 to assist them with their projects. City Manager
explained, we'll have to assess the 2017 budget for the CIC based on our
financial analysis.
C. Presentation - Tim Kambitsch Dayton Metro Library Update (30
minutes)

Mr. Tim Kambitsch representing the Dayton Metro Library and spoke about
their Strategic Plan for the region and what they have planned for the City of
Trotwood. Core programming is important to their success. Part of their plan
is to build and renovate facilities throughout the region due to the library levy
was passing last year. Eight projects will be added to their site selection plans.
The city was informed we were not included in the third segment to build a
new library as previously promised. We were included in the fourth
construction segment instead. Citizens spoke about their disappointment as
to why the Trotwood Library was pushed down their schedule. Mr. Kambitch
explained the details of their proposed timeline to build a new Trotwood
Library, site selection will take place in 2016, property acquisition March 2017,
April-May 2017 public forums, design developed in June 2017, contractor will
bid the project in December 2017, start construction in 2018, and finish with a
grand opening late in 2018. City Council and several citizens, all expressed
their disappointment as to why we have to wait until 2018, are asking for
reconsideration. Mr. Kambitsch reports to the Dayton Library Metro Board of
Trustees that's appointed by the county commissioners and courts. They meet
on the third Wednesday every month. City Council would like to get on their
agenda to express our interest to move the project up on the schedule if
possible. Mr. Kambitch will forward our request to the trustees as requested.
VIII. Motion to Adjourn
Mayor McDonald requested a motion to adjourn the meeting. A motion was
made by Vice Mayor Gales and seconded by Mr. Sly at 8:21 pm. Roll call
resulted in the following vote:
