A motion was made by Mr. Hankins and seconded by Vice Mayor Gales. Citizen comments on the 'Public Hearing' portion of the meeting will be accepted at the appropriate time during the meeting. Ms. Kay Watts, 7743 Downey Lane asked, what can be done about the dead trees in Sycamore Woods. City Manager explained the ash bore trees need to be identified first to determine of they are diseased. There may be a lot of trees ready to be removed and the city may have to hire a contractor to assist us. We do not have the manpower to do so. Public Hearings/Ordinances A. OR13-16 AN ORDINANCE TO AMEND THE OFFICIAL ZONING MAP WITH THE REZONING APPROVAL FROM THE “RSF-M” RESIDENTIAL SINGLE FAMILY ZONING DISTRICT TO THE “R-TF” RESIDENTIAL TWO FAMILY ZONING DISTRICT FOR A 20 ACRE SITE LOCATED ON BASORE ROAD (Parcel I.D. #H33 02101 0128) Attachments: OR13-16_Ordinance re Zoning Map Amendment w-Changes Tracked (00821364@xA06A8) PC 16-05 Basore_Staff Report Packet City Council PC 16-05 Basore_Presentation City Council Jeannie Peyton Planning and Zoning Administrator said, this ordinance is to amend the official zoning map with the rezoning approval from the 'RSF-M' Residential Single Family zoning district to the 'R-TF' Residential Two Family zoning district for 20 acres site located on Basore Road. This request will allow for a split of parcel into two (2) 10 acre parcels for the construction of one (1) two-family home on the north side of the parcel. The northern most 10 acres will be split into two (2) 5 acre parcels with the lots placed on the market for sale. Trotwood Planning Commission approved this submittal on May 24 that's before City Council tonight for a final determination and approval. Council asked if there are other two family homes in this area. Ms. Peyton did state there are some on Basore Road and along Shiloh Springs in close proximity. Up to five doubles could be built in the future on the total 20 acre lot, but now the request is only for one. City Manager explained, the city cannot make a distinction who lives in these units or we would be subject to litigation in court. Citizen Peter Streusel, 5804 Basore Road who lives across the street asked, can we change all three parcels right now? Why do they have to come back in the future to change the zoning on the rest of the parcel? Real Estate agent Marty Moe said at this time only one double on this 5 acre parcel is proposed to be built with no plans to develop the other acreage. Mayor McDonald requested a motion for OR13-16. A motion was made by Mr. Hankins and seconded by Vice Mayor Gales to approve OR13-16. Resolutions A. R16-56 A RESOLUTION BY TROTWOOD CITY COUNCIL AUTHORIZING THE CITY MANAGER TO ACCEPT CDGB (COMMUNITY BLOCK GRANT) FUNDS FOR THE RESURFACING OF WOLF CREEK PIKE Attachments: R16-56 Res Accepting CDBG Funds for Resurfacing of Wolf Creek Pike (00821535@xA06A8 CDBG Letter Project Area Map City Manager Pope said the city applied for and was awarded $80,000.00 in CDGB funds from Montgomery County to provide funding support for the resurfacing of Wolf Creek Pike. The project area is 98,000 square feet which will span from south of Main Street to the intersection of Olive Road along the southeast leg of Wolf Creek. Project scope includes the milling, resurfacing 1-2 inches of asphalt, and restriping. Mayor McDonald request a motion for R16-56. A motion was made by Mr. Sly and seconded by Mr. Finley to approve R16-56. Old & New Business City of Trotwood Page 5 City Council Meeting Minutes June 6, 2016 a. Mayor: To schedule an appointment with the Mayor, contact Sandy Riege Fuller, Clerk of Council at 937/854-7212 between the hours of 8 am - 5 p.m. Mayor McDonald reported around 300 people attended the Town Hall meeting; thank you everyone for participating. If anyone has property maintenance issues, please contact Ruth Birdsong the Code Enforcement Supervisor. Homeowners in need of assistance with home maintenance and repairs, we have 60 volunteers to help, please contact Ms. Birdsong for details. Mr. Hankins invited everyone to attend the annual 1st Tier Suburbs networking session at the Fraze Pavilion on Wednesday, July 6 starting at 5:30 pm for dinner followed by a 7:00 concert of the USAF Band of Flight. Vice Mayor Gales went to the Woman in Government conference in Knoxville, TN. NLC will have an anti -drug resolution forth coming in the fall for us to look at. Mr. Vaughn thanked the Trotwood Boys Baseball club for bringing baseball back to our community, it's been long overdue. Mr. Kelly thanked our Public Works Department for taking care of the high grass in Oak View Estates. Appreciates the information Council received about our library. Mr. Sly helped the Trotwood VFW put out flags on Memorial Day at our cemeteries. Tickets are available for Trotwood Community night at the Dayton Dragons baseball game. Tickets are on sale for $14.00 each. Ticket includes a free hat and a $5.00 food voucher. Everyone is welcome. b.
