A Motion was made by Mr. Hankins and seconded by Vice Mayor Gales. VISITORS AND COMMUNICATIONS: To comment on any topic on the agenda, please fill out a Speaker Form and return it to the Clerk of Council BEFORE the start of the meeting. Proceed to the microphone, state your name and address, proceed with your comments. You will have three (3) minutes to speak. Citizen comments on the 'Public Hearing' portion of the meeting will be accepted at the appropriate time during the meeting. Ms. Dawn Wojak asked for clarity on the new revisions for the City Charter to be brought before the voters in November. She wondered if each individual issue could be sorted out instead of keeping the changes all together? Is the populist vote the best way to choose the Vice Mayor? It appears some positions are non-union why would isn't there anything in the document about union positions, please explain. Quincy Pope said this agreement was discussed at our May 2016 has been updated for consideration by City Council. Mayor McDonald requested a motion for R16-58. A RESOLUTION BY THE TROTWOOD CITY COUNCIL THAT THE CITY OF TROTWOOD, OHIO WILL PICK UP A PERCENTAGE OF THE STATUTORILY REQUIRED EMPLOYEE CONTRIBUTION TO THE OHIO PUBLIC EMPLOYEES RETIREMENT SYSTEM FOR THE CITY MANAGER OF THE CITY OF TROTWOOD, OHIO PURSUANT TO THE IRC SECTION 412 (h) (2). Mr. Chris Peeples Finance Director said this resolution has been requested by the Ohio Public Relations Retirement Board (OPERS), Ohio State Auditor, and Internal Revenue Code 414 (h) (2), that we have to pass a fringe benefit resolution for employee that have pick up as a paid fringe benefit by the City. This would apply to the city manager as an contract employee. If not implemented, the employee would be subject to taxes on the contributions made to the retirement system. Mayor McDonald requested a motion for R16-59. A motion was made by Mr. Kelley and seconded by Vice Mayor Gales to approve. Roll Call resulted in the following vote: VII. Mayro McDonald requested a motion to open the workshop meeting. A motion was made by Mr.. Hankins and seconded by Mr. Sly. Presentation - The Responsibilities of Municipalities under the Federal Fair Housing as presented by Miami Valley Fair Housing Center, 505 Riverside Drive, Dayton, Ohio - John Zimmerman, Vice-President - 15 minutes Attachments: Muncipal Fair Housing Trotwood 2016 Mr. Him Zimmerman form the Miami Valley Fair Housing Center spoke about the responsibilities of municipalities under the federal fair housing law. He explained municipalities carry out four board categories of activities that affect housing, such as, regulatory activities, provisions of services, provision of subsidies, and proprietary activities. The 1988 Fair Housing Law protectes classes of people by their sexual orientation, gender expression, source of income ,age and martial status, military status, ancestry, race, color, national origin, familial status, sex, disability and religion. Financial incentives are offered to residential property owners such as grants, loans, or loan guarantees for building projects. Every request they receive must be looked at indivudallly for those that qualify as people with disabilities. Regulatory activities through zoning laws must be in compliant and cannot be limited to certain zip codes with a high poverty or higher minority demographics for people to obtain affordable housing. Presentation - Miami Valley In-Ovations, Inc., 5450 Salem Avenue, Dayton, Ohio 45426, a non-profit home care provider for people living in MVIO homes by Carri Paschal, General Manager - 15 minutes Attachments: Miami Valley In-Ovations Presentation 6-20-16.02 Ms. Carri Paschal, General Manager of Miami Valley In-Ovations, Inc. is a nonprofit accessible housing agency for people with development disabilities. They have a contract with Montgomery County Board of Developmental Disabilities to help their customers to obtain home ownership. They are a non-profit organization with a board of trustees who acts as a leasing agent. Throughout Montgomery County they own a total of 72 properties of single-family homes, duplexes and apartment buildings. Their homes are not classified as group homes. A dedicated maintenance staff takes care of the maintenance and after hour services if there's emergencies. MVIO currently owns 11 properties in Trotwood - 4 single family homes, 5 duplexes and 2 apartment complexes. Their clients are individuals that can own or lease their properties with development disabilities. MVIO is classified as landlords that assist the customer with services they may need. Presentation - New Speed Enforcement Technology - TruCAM through Laser Technology - 15 minutes Attachments: Tru-Cam CC.pdf Tru Cam Spec Sheet.pdf Toledo Blade Article.pdf Deputy Chief John Porter demonstrated new equipment called Tru-Cam. This equipment is in compliance with SB342 for a police officer to capture speed violator. Violations will still be issued for 15 mph or more over the speed limit and the fine would be the same $85.00 each. Cost to operate will be about $750.00 per month to lease/per unit. The fiscal costs would be offset by the collection of fins associated with the issuance of violation. This cam unit comes from our Red Flex vendor who introduced this new technology instead of us using the old laser units. F. Presentation - Proposed Submission to the Electorate Amendments for the Charter of the City of Trotwood, Ohio, and to place the same on the ballot at the general election, November 8, 2016 - 30 minutes Attachments: Ordinance Summary CITY CHARTER LAW FIRM EDITED COPY 6-7-16 Law Director Stephen McHugh explained the changes to the proposed revision for the 2012 City Charter amendments as reviewed by the Charter Commission is required every five (5) years. These amendment's will be submitted to the electors of the city at the general election on November 8, 2016. If council wishes to remove a section it would have to be adopted at the first meeting in July to meet the deadline. Thank you to all committee members for their assistance with these recommendations. X. Motion to Adjourn Mayor McDonald requested a motion to adjourn the meeting. A motion was made by Vice Mayor Gales and seconded by Mr. Vaughn at 8:10 pm.
