A motion was made by Mr. Hankins and seconded by Vice Mayor Gales. Special Presentations and Recognitions A. Presentation - Trotwood Madison City School District Saves Taxpayers - Treasurer Janice Allen (10 minutes) Attachments: Trotwood-Madison Press Release 9 06 16 NEWS RELEASE 10-17-16 WORKSHOP & SPECIAL MTG Ms. Janice Allen, Treasuer/CFO from the Trotwood-Madison City Schools spoke about their bond refinancing good news for the city and school district. The taxable assessed valuation is determined by taking 35% of the market value of a property. The county auditors office is responsible for assigning the market value on all properties every 6 years as a reevaluation and every 3 years an update is performed. Property taxes are computed in mills. A mill City of Trotwood Page 1 City Council Workshop Meeting Meeting Minutes October 17, 2016 (1/1000 or .001) produces $1.00 in tax income for every 1,000 of assessed value of property it is levied against. Bond levies allows the district to issue debt to build or improve buildings, and once approved, taxpayers have to pay off the debt. All taxable entities such as the school district, county and library, by state statue, can levy up to 10 inside mills without the vote of the people. Trotwood Madison City Shool District taxes has six current continuous levies that will stay on the tax rolls. The property value tax base since 2011 creates one mill equaling $279,710. For 2016, they estimate be $211,992 due to the new commercial buildings now coming to the city. The school district will have until 2029 to pay off the 10.11 mill bond levy voted in by the citizens on May 7, 2002 in the amount of $35,000.000 that helped build the current five school buildings. The school district $35,000.000 debt was issued on the November 12, 2002, They also approved an 'advance' refund on the school improvement bonds in 2006 for an interest savings of $1,830,634, along with approval of the current 'refunding' of the School Improvement Bonds for an interest savings of $5,485,476 saving the taxpayers of our city. Due to this refinancing they have maintained a strong bond rating and reduced the average interest rate from 4.41% to 2.20% for an interest savings of $5.5m on the bond's over the remaining term. This will allow them to eliminate the need for the County Auditor to increase the bond levy rate for 2017 and beyond. Mr. Hankins asked will the school district ever eliminate the need for the continuous levies in the future. Ms. Allen would have to defer to the board to make that determination. B. Presentation - Leaf Pickup for 2016 Attachments: 2016 Leaf Pickup Presentation 10 13 16 LEAF PICKUP SCHEDULE Mr. Eric Baxter Public Works Operation Manager explained the city leaf pickup is divided into 8 zones using 4 trucks with 4 men. Dates are estimated and may be delayed due to weather and or volume of leaves. Signs will be erected in the district as a reminder. Citizens are encouraged not to park on the street when the leaves are at the curb. A sticker with a reminder for them to move will be posted until the truck can come back through. The schedule is also on the city website, Facebook page, government center, city newsletter and the library and distribute at the neighborhood watch meetings. VI. Motion to Close the Workshop Meeting Mayor McDonald requested a motion to close the meeting. A motion was made by Mr. Sly and seconded by Mr. Hankins to close the workshop meeting. Roll call resulted in the following vote: VII. Motion to adjourn to a Executive Session according to Ohio Revised Code Section 121.22 Public Meetings Exceptions to discuss pending litigation. Mayor McDonald requested a motion adjourn into an Executive Session. A motion was made by Mr. Vaughn and seconded by Mr. Kelley at 6:31 pm. IMUNDO, JR., FACT FINDER ON OCTOBER 11, 2016 IN THE MATTER OF THE COLLECTIVE BARGAINING AGREEMENT BETWEEN THE CITY OF TROTWOOD AND THE TROTWOOD PROFESSIONAL FIREFIGHTERS IAFF LOCAL 4024 Attachments: R16-94_Resolution Rejecting Fact Finder's Report (00843197xA06A8) The Clerk read the caption. City Manager Quincy Pope said the fact finder's report for the Firefighter IAFF Local 4042 was received by management. Deputy City Manager Kellum explained city management proposed a 0% increase for 2016, a 1% increase for 2017, and a reopener for 2018. The union has proposed a 0% increase for 2016, a 3% increase in Jan. for 2017, and 1% increase in July 2017 effective January 1, 2018. Mayor McDonald requested a motion for R16-94. A motion was made by Mr. Hankins and seconded by Vice Mayor Gales to approve R16-94.
