amend OR36-17 for 2018 re-appropriation ordinance and further
directing the Clerk to set a Public Hearing
B. 18-66 Motion for the Law Director to prepare the necessary legislation
establishing appropriations for the current expenses for the fiscal year
beginning January 1, 2019 through December 31, 2019 and further
directing the Clerk to set a Public Hearing.
C. 18-67 Motion for the Law Director to prepare the necessary legislation to
amend OR38-17 Section 151 Benefits Ordinance and further directing
the Clerk to set a Public Hearing
D. 18-68 Motion for the Law Director to prepare the necessary legislation to enact
a new Chapter1501, Section 1501.13 of the Ohio Fire Code for the
“Building Construction Identification Signage” and further directing the
Clerk to set a Public Hearing

appropriate land for an easement for a sanitary sewer at 5 Rio Grande

Recreation for Municipal Park Land Facilities for the Trotwood

A. R18-113 A RESOUTION BY THE TROTWOOD CITY COUNCIL TO DECLARE
AND NECESSITY AND INTENT TO ACQUIRE A SANITARY SEWER
EASEMENT AND A TEMPORARY CONSTRUCTION EASEMENT ON
PROPERTY OWNED BY CANDIDA LIZARRAGA RODRIGUEZ, WITH
INTEREST IN SAID PROPERTY BY OTHERS, FOR THE PURPOSE OF
A SANITARY SEWER LINE REPLACEMENT PROJECT.

City Manager said there's a need to replace a sanitary sewer line in the Olde
Town area of Trotwood that will require a temporary and permanent
easements from several properties. There is one exception as explained in
this legislation. All other property owners have granted the city the easements
required to complete the project. The city attorney explained this request is a
form of imminent domine for a certain part of a this property. Mayor McDonald
asked for a motion. A motion was made by Mr. Vaughn and second by Ms.
Finley to approve. Roll Call:

B. R18-114 A RESOLUTION BY THE COUNCIL OF THE CITY OF TROTWOOD,
OHIO AUTHORIZING THE CITY TO ACT AS THE SPONSORING
MUNICIPAL ENTITY FOR THE PURPOSE OF THE TROTWOOD
COMMUNITY IMPROVEMENT CORPORATION (“CIC”) APPLYING FOR
THE JP MORGAN ADVANCING CITIES GRANTS AND FURTHER
AUTHORIZING THE CITY MANAGER TO TAKE ALL STEPS
NECESSARY TO SUPPORT THE CIC’S APPLICATION

City Manager said this grant is a five-year initiative that will invest in solutions
to bolster the long terms vitality of cities and communities that have not
benefited form economic growth. A portion of the is to connect more people to
jobs with a career pathway and living with financial security, bring more
growth to small business owners with hiring, and helping the neighborhoods
with growth. If awarded this funding can be used for housing renovation and
infrastructure for our city, therefore, the CIC would like to apply that needs the
support of the municipality which is due this month. Mayor McDonald
requested a motion. A motion was made by Mr. Kelley and second by Ms.
Finley to support and approve this request. Roll Call:

X. Special Presentations and Recognitions
A. PR38-18 Presentation by Fire Marshal Hilvers to enact a new section 1501.13
Building Construction Identification Signage to the Ohio Fire Code for
certain fire protection for first responders
Attachments: Fire Dept Building sign Placard_attachment
Fire Marshal Hilvers representing the Trotwood Fire & Rescue Department
spoke about the need for building construction identification placard signage.
With this information the firefighter safety will help identity the building
components. The signage would be for new buildings for the renovation of an
existing structure. Some of the identifiers are: roof construction material, floor
material, building construction whether it's combustible or not, HVAC, HAZMAT
and high storage items that could be a potential high risk element. With this
signage proposal for our city it will reduce the structural collapse and
firefighter fatalities and injuries.
