City of Trotwood Page 1 City Council Workshop Meeting Meeting Minutes November 27, 2018 PR40-18 City Council Budget Workshop Meeting for 2019 Attachments: 2019 Budget Presentation Press release Budget 2018 Meeting City Manager Quincy Pope presented a balanced proposed FY2019 operating budget for the city. All funds of $22,928,253 are 2.9% above the 2018 levels. The 2019 general operating fund budget of $8,234,583 is $205,143 of 2.6% above the 2018 general fund budget with revenues based on conservative and realistic estimates. Projections in the 2019 property tax collections are anticipated to remain flat with delinquencies overall being overall $500,000. This dollar amount includes the general fund, street CM&R fund, fire levy fund, EMS levy fund and debt retirement. Our property tax collections is roughly 90%. Income tax revenues are estimated to be flat. The city will need to transfer $240,000 from the general fund into the Salem Mall TIF District because of under performance. $82,000 transfer to debt retirement fund for payment of splash pad and TCCAC bonds. The city will not fund the TCIC in 2019. There is $410,000 for paving roadways. As a result of the above and with the strategic decisions, the city will continue to provide quality services, while allowing the city to modestly grow unencumbered general fund reserves of $1,524,835. Summary of cost categories are: Staffing and personnel costs $10,087,430; Capital Outlay $2,052,365; Capital projects $289,193; and Debt Service $1,511,064. VI.
