repeal the City of Trotwood Ordinance, Section 951.08 - 951.99 for

A. OR31-18 AN ORDINANCE BY THE TROTWOOD CITY COUNCIL
ESTABLISHING APPROPRIATIONS FOR CURRENT EXPENSES AND
EXPENDITURES OF THE CITY OF TROTWOOD, STATE OF OHIO,
FOR THE FISCAL YEAR BEGINNING JANUARY 1, 2019 THROUGH
DECEMBER 31, 2019 AND DECLARE AN EMERGENCY.

OR31-18__Notice of Public Hearing 2019 Budget Expenses
City Manager stated, this ordinance establishes the appropriations for current
expenses and expenditures for the fiscal year Jan 1, 2019 through December
31, 2019. Funding levels for all operating budget is $22,928,253, the proposed
2019 general fund portion of the budget is $8,234,583. This budget is a
conservative approach with key objectives by our strategic plan as being
balanced. Mayor McDonald asked for a motion. A motion was made b y Mr.

Ciyt Manager Pope explained this ordinance reflects updates in employment
law and agreed upon terms between the city and collective bargaining units
with Patrolmen, Police Sergeants, IAFF Firefighters and Public Works
employees. Mayor McDonald asked for a motion. A motion was made by Vice

TEMPORARY CONSTRUCTION AND PERMANENT EASEMENTS IN
ACCORDANCE WITH CHAPTERS, 163, 717 and 716 OF THE OHIO
REVISED CODE FOR THE PURPOSE OF REPLACING AND
IMPROVING A SANITARY SEWER LINE OWNED BY CANDIDA
LIZARRAGE RODRIGUEZ ON PARCEL H33-00108-0020 AT 5 RIO
GRANDE DRIVE, TROTWOOD, OHIO AND ADOPT AS AN
EMERGNECY.

City Manager Pope said we need to replace a sanitary sewer line in Olde
Town that requires temporary & permanent easements on a number of
properties including parcel H33-00108-0020 at 5 Rio Grande and adopt as an
emergency is needed in order to complete the project. Mayor McDonald asked
for a motion. A motion was made by Mr. Vaughn and second by Ms. Brown to

XI. RESOLUTIONS.
A. R18-112 A RESOLUTION BY THE COUNCIL OF TROTWOOD, OHIO,
AUTHORIZING THE CITY MANAGER TO ENTER INTO AN
AGREEMENT ACCEPTING THE COMMUNITY DEVELOPMENT
BLOCK GRANT FUNDS FROM THE MONTGOMERY COUNTY FOR
THE PURPOSE OF ADMINISTERING EAST MAIN STREET FAÇADE
IMPROVEMENT PROGRAM IN THE AMOUNT OF $ 50,000.

City Manager explained this is for an agreement accepting the Community
Development Block Grant funds from Montgomery County for the East Main
Street Facade Improvement program. We have been awarded $50,000 in
funding. This agreement will start the process. Mayor McDonald asked for a

the Board of Zoning Appeals for a period of five (5) year term ending December
31, 2023. Mayor McDonald will administer their Oath of Office to - Azia Phifer,
Andrew Madewell, Lowell Riegel, Eric Walker-Mabry and Stephen Johnson.

City Manager Pope said this resolution appoints two (2) city volunteer members
to the Planning Commission due to the expiration of previous appointees. Ms.
Karen Bryant and Khalihah Forte were interview and appointed to service.

City Manager Pope said due to a vacancy we need to fill this volunteer position
of this five (5) member board. Ms. Karen Holland a resident was selected to
begin her term starting January 1, 2019 and ending December 31, 2023. Mayor
McDonald asked for a motion. A motion was made by Ms. Brown and second

Mayor McDonald - Invites everyone to attend Christmas Tree Lighting event at
the Government Center. WilmerHale Law firm will hold a session here at the
TCCAC for those citizens needing legal (pro-bona) advice with courts
documents to be held this summer; date will be announced. Vice Mayor, Mr.
Vaughn, Ms. Finley - thank you to all the volunteers for working with the City
on our Boards and Commissions in the coming years. Mr. Kelley - fantastic job
administration on the balanced 2019 city budget.
