McDonald Mayor McDonald called the meting to order at 6:30 p.m. II. Invocation: Reverend Herman Branham III. Pledge of Allegiance IV. Roll Call: Clerk of Council Present: 7 - Mayor Mary A. Brown and Councilmember Yvette Page V. Motion to Approve the Agenda Mayor McDonald requested a motion to apprrove the agenda. A motion was made by Ms. Brown and second by Ms. Finley. Motion to Approve the Consent Agenda Mayhor McDonald requested a motion. A motion was made by Ms. Finley and seconded by Ms. Brown to approve the agenda. A moiton was made by Vice Mayor Gales and second by Ms. Kelley. OR31-18 AN ORDINANCE BY THE TROTWOOD CITY COUNCIL ESTABLISHING APPROPRIATIONS FOR CURRENT EXPENSES AND EXPENDITURES OF THE CITY OF TROTWOOD, STATE OF OHIO, FOR THE FISCAL YEAR BEGINNING JANUARY 1, 2019 THROUGH DECEMBER 31, 2019 AND DECLARE AN EMERGENCY. Attachments: OR31-18 BUDGET 2019 OR31-18___2019 ANNUAL APPROPRIATIONS OR31-18__Notice of Public Hearing 2019 Budget Expenses City Manager stated, this ordinance establishes the appropriations for current expenses and expenditures for the fiscal year Jan 1, 2019 through December 31, 2019. Funding levels for all operating budget is $22,928,253, the proposed 2019 general fund portion of the budget is $8,234,583. This budget is a conservative approach with key objectives by our strategic plan as being balanced. Mayor McDonald asked for a motion. OR32-18 AN ORDINANCE BY THE TROTWOOD CITY COUNCIL REPEALING, CHAPTER 151, “EMPLOYMENT PROVISIONS” AND ENACTING NEW CHAPTER 151 “EMPLOYMENT PROVISIONS”. Attachments: OR32-18___Ord enacting new Chapter 151 (00986385xA06A8) OR32-18___Benefits Ordinance Notice of Public Hearing Benefits Ord. Section 151 Ciyt Manager Pope explained this ordinance reflects updates in employment law and agreed upon terms between the city and collective bargaining units with Patrolmen, Police Sergeants, IAFF Firefighters and Public Works employees. Mayor McDonald asked for a motion. A motion was made by Vice Mayor Gales and second by Ms. Page to approve. OR33-18 AN ORDINANCE AUTHORIZING THE CITY MANAGER DECLARING THE NECESSITY AND INTENTION TO APPROPRIATE CERTAIN TEMPORARY CONSTRUCTION AND PERMANENT EASEMENTS IN ACCORDANCE WITH CHAPTERS, 163, 717 and 716 OF THE OHIO REVISED CODE FOR THE PURPOSE OF REPLACING AND IMPROVING A SANITARY SEWER LINE OWNED BY CANDIDA LIZARRAGE RODRIGUEZ ON PARCEL H33-00108-0020 AT 5 RIO GRANDE DRIVE, TROTWOOD, OHIO AND ADOPT AS AN EMERGNECY. Attachments: OR33-18____Ord 5 Rio Grande (00986410-2xA06A8) R18-113 _ 5 Rio Grande_Exhibit A R18-113 _ 5 Rio Grande Sanitary Sewer _ Exhibit B City Manager Pope said we need to replace a sanitary sewer line in Olde Town that requires temporary & permanent easements on a number of properties including parcel H33-00108-0020 at 5 Rio Grande and adopt as an emergency is needed in order to complete the project. Mayor McDonald asked for a motion. A motion was made by Mr. Vaughn and second by Ms. Brown to approve. RESOLUTIONS. A. R18-112 A RESOLUTION BY THE COUNCIL OF TROTWOOD, OHIO, AUTHORIZING THE CITY MANAGER TO ENTER INTO AN AGREEMENT ACCEPTING THE COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS FROM THE MONTGOMERY COUNTY FOR THE PURPOSE OF ADMINISTERING EAST MAIN STREET FAÇADE IMPROVEMENT PROGRAM IN THE AMOUNT OF $ 50,000. Attachments: R18-112__CDBG East Main St Facade Improvement (00986369xA06A8) City Manager explained this is for an agreement accepting the Community Development Block Grant funds from Montgomery County for the East Main Street Facade Improvement program. We have been awarded $50,000 in funding. This agreement will start the process. Mayor McDonald asked for a motion. A motion was made by Vice Mayor Gales and second by Ms. Page to approve. Mayor McDonald will administer their Oath of Office to - Azia Phifer, Andrew Madewell, Lowell Riegel, Eric Walker-Mabry and Stephen Johnson. Welcome and Congraulations. Attachments: R18-117__RES__PC___forte_bryant PC__Bryant App PC Oath of Office Bryant PC Forte' App PC Oath of Office Forte City Manager Pope said this resolution appoints two (2) city volunteer members to the Planning Commission due to the expiration of previous appointees. Ms. Karen Bryant and Khalihah Forte were interview and appointed to service. Mayor McDonald asked for a motion. A motion was made by Ms. Page and second by Vice Mayor Gales to approve. Ms. Karen Holland a resident was selected to begin her term starting January 1, 2019 and ending December 31, 2023. Mayor McDonald asked for a motion. WilmerHale Law firm will hold a session here at the TCCAC for those citizens needing legal (pro-bona) advice with courts documents to be held this summer; date will be announced. Vice Mayor, Mr. Vaughn, Ms. Finley - thank you to all the volunteers for working with the City on our Boards and Commissions in the coming years. Mr. Kelley - fantastic job administration on the balanced 2019 city budget. c.
