Minutes of the Finance Meeting Troy City Council December 17, 2015 The meeting was called to order at 6:09 pm by City Council President Wiltshire. The Pledge of Allegiance was led by City Council President. The roll being called, the following answered to their names: Council members Erin Sullivan-Teta, Dean Bodnar, Anastasia Robertson, Ken Zalewski, Lynn Kopka, James Gordon, Rodney Wiltshire, Gary Galuski and Robert Doherty. Also present were Mayor Lou Rosamilia, Corporation Council Ian Silverman, and Counsel to the Council Joe Liccardi. The meeting was attended by approximately 20 members of the public. Consideration of Ordinances: 112. Ordinance Appropriating the Various Amounts in the Annual Budget for the Year 2016 and Levying Taxes in the Amount Required thereby to Be Raised. (Council President Wiltshire) (At the Request of the Administration) Ordinance passed by 7 yes to 1 no (Zalewski) 113. Ordinance Amending the Code Of Troy, Chapter 141 Buildings , Article I Building Code, Section “141-34 Signs”. (Council President Wiltshire) Ordinance passed by 7 yes to 2 no (Robertson andTeta) Tabled 114. Ordinance Amending the Code Of Troy, Chapter 176 Housing And Property Maintenance II Definitions. (Council President Wiltshire) Ordinance tabled by Wiltshire, 2nd by Kopka. Passed by unanimous vote Tabled 115. Ordinance Amending the Code Of Troy, Chapter 177 Landlord Registry. Ordinance tabled by Wiltshire, 2nd by Gordon. Passed by unanimous vote 1. Ordinance to Amend the FY 2016 Budget to Receive Federal Revenue in the Amount of $16,500 from the “Police Traffic Services Program,” Grant Administered through the NYS Governor’s Traffic Safety Committee and Appropriate the Funds to the Troy Police Department Accounts in The Same Amount For Expenditure. Ordinance passed by 8 yes 1 Abstain 2. Ordinance to Amend the FY 2016 Budget to Receive Federal Revenue in the Amount of $6,050 From the “Bicycle Helmet And Child Safety Program,” Grant Administered through the NYS Governor’s Traffic Safety Committee and Appropriate the Funds to the Troy Police Department Accounts in The Same Amount For Expenditure. Ordinance passed by 8 yes 1 Abstain 3. Ordinance to Amend the FY 2016 Budget in the Amount Of $5,000 to Be Received from The NYS Governor’s Traffic Safety Committee and Appropriate the Funds to the Troy Police Department Accounts in the Same Amount for Expenditure. Ordinance passed by 8 yes 1 Abstain 4. Ordinance Amending the 2016 Special Revenue Budget to Accept a New York State Homeland Security Grant for the Purpose of Supporting the City’s Counter Terrorism Mission Ordinance passed by unanimous vote 5. Ordinance Authorizing the Mayor to Execute an Agreement with the Town of Halfmoon for the Supply of Water to the Town at the Whole Sale Rate for Twenty (20) Years. Ordinance passed by a vote of 8 yes to 1 no (Galuski) Tabled 6. Ordinance Authorizing the Mayor to Execute an Agreement with the Water Commissioners for the Town Of Waterford for the Supply of Water to the Town at the Whole Sale Rate For Twenty (20) Years Tabled by Zalewski, 2nd by Kopka passed by unanimous vote 7. Ordinance Amending The 2016 Special Revenue Fund To Establish A Special Revenue Project/Account And To Appropriate Certain Funds For The Purpose Of Developing A Comprehensive Plan. Resolution Commending Lou Rosamilia for Distinguished Service to the City Of Troy Resolution passed by unanimous vote FAILED 85. Resolution Ratifying the Mayor’s Execution of a Memorandum of Agreement with the Troy PBA on Retiree’s Health Insurance Resolution failed by unanimous vote. 1. Resolution Authorizing and Endorsing the Mayor to Submit a Grant Application to the Hudson River Valley Greenway Under The Hudson River Valley Greenway Grant Program for a Project Entitled the Uncle Sam Trail Improvement Program Resolution passed by unanimous vote TABLED 2. Resolution Confirming the Appointment of Monica Kurzejeski As Deputy Mayor Tabled by Wiltshire, 2nd by Bodnar passed by a vote of 8 yes to 1 no (Kopka) TABLED 3. Resolution Confirming the Appointment of Kevin Glasheen As Corporation Counsel. Tabled by Bodnar, 2nd by Zalewski passed by a vote of 8 yes to 1 no (Kopka) 4. Resolution Adopting a Negative Declaration for the City of Troy 2015 Water Main Replacement Project Resolution passed by unanimous vote 5. Resolution Authorizing the Mayor to Execute an Easement for the Benefit of Niagara Mohawk Power Corporation Resolution passed by unanimous vote 6. Resolution Recognizing January as Human Trafficking Awareness Month Resolution passed by unanimous vote 7.
