7:00 pm
The Meeting was called to order at 7:00 pm by Council President Mantello and the Pledge of
Allegiance was led by Gary Pavlic.
Roll Call: The roll being called the following answered to their names: Council Member
Gulli, Council Member McGrath, Council Member Bodnar, Council Member Kopka, Council
Member Donohue, Council Member Sullivan-Teta, Council Member Ashe-McPherson and
Council President Mantello. Absent Council Member Robert Doherty.
In attendance were Deputy Mayor Kurzejeski, Corporation Counsel Kevin Glasheen, Andy
Piotrowski, Sharon Martin and two members of the public attended.

ORDINANCE AMENDING THE ZONING MAP OF THE CITY OF TROY PURSUANT TO §
285-49 OF THE TROY CITY CODE TO PROVIDE FOR THE REZONING OF AN AREA
COMMONLY KNOWN AS THE HILLSIDE AND BEMAN PARK NEIGHBORHOODS FROM
THEIR CURRENT R-3 ZONING DISTRICT CLASSIFICATION TO AN R-2 ZONING
DISTRICT CLASSIFICATION

ORDINANCE AUTHORIZING AND DIRECTING THE RECONVEYANCE
OF CITY-OWNED REAL PROPERTY
Sullivan-Teta voiced concerns over the poor tax payment history for the applicant on Ordinance
#67 and Ordinance #68. Gulli suggests additional language to be added to Ordinance #67 and
#68 regarding the number of reconyances. Mantello request for McGrath to meet with
Corporation Counsel to clean up the language before the Regular Council Meeting.
Motion to amend Sullivan-Teta, 2nd McGrath.

Mantello states that Ordinance #71 must be presented before Ordinance #70

ORDINANCE TO AMEND THE CODE OF THE CITY OF TROY, CHAPTER 83,
PROPERTY, CITY OWNED, ARTICLE I, SURPLUS CITY PROPERTY
McGrath explains this ordinance is about making a level playing field as we are trying to put
properties back on the tax rolls. Mantello adds this ordinance takes away the advantage of
employees when bidding on properties. After much discussion about potential union impact,
purchasing adjacent property to your home, and clarifying the titles of city employees a motion
was made to amend prior to the Regular Council Meeting.

Mantello asked Sharon Martin, Assessor if Butrico had a Performance Bond. Martin stated no but he
has a certified letter of credit. Upon further discussion it was noted he has no IDA or LDC money.

RESOLUTION BY THE TROY CITY COUNCIL APPROVING AND ENDORSING THE CITY
OF TROY, NY IN ITS APPLICATION FOR GRANT FUNDING TO THE 2016
TRANSPORTATION ALTERNATIVES PROGRAM (TAP) AND CONGESTION MITIGATION
AND AIR QUALITY IMPROVEMENT PROGRAM (CMAQ) UNDER THE FEDERAL
HIGHWAY ADMINISTRATION (FHWA) AND ADMINISTERED BY NYSDOT
