Troy City Council
October 13, 2016
6:00 pm
The meeting was called to order at 6:00 pm.
The Pledge of Allegiance was led by Ellie Meroli
The roll being called the following answered to their names: Council Member
Gulli, Council Member McGrath, Council Member Bodnar, Council Member Doherty, Council
Member Kopka, Council Member Donohue, Council Member Sullivan-Teta, Council Member Ashe-
McPherson and Council President Mantello.
In attendance were Deputy Mayor Monica Kurzejeski, Corporation Counsel Kevin Glasheen and
Selena Skiba. The meeting was attended by approximately 25 members of the public.
Public Forum
Douglas Marks spoke about higher taxes and lower property values. Also, his yearly property tax
represents a large portion of his income.
Keith Bisner read the budget and noted only 54% of the city pays taxes, the other 46% is tax free. He
stated that RPI and sage don’t pay taxes and that’s not fair to the taxpayers.
Lige English was shocked to hear about a 28% tax increase and that universities and Emma Willard
are exempt. He proposed doing what other municipalities such as a bed fee for hospitals.
Jeff Buell stated he has invested over $13.5 million in Troy and pays $200,000 in property tax. He
passed out a handout to the Council entitled A Big Problem. (Copy on file in Clerks office)

RESOLUTION ACKNOWLEDGING RECEIPT OF THE MAYOR’S 2017
RECOMMENDED CITY BUDGET AND SETTING THE DATES OF THE PUBLIC
HEARINGS ON THE PROPOSED BUDGET ESTIMATES FOR 2017
Resolution passes by a unanimous vote
Council President Mantello states the Council will go into a Finance Meeting. President Mantello reads
the City Council Standing Committee Meeting Schedule for the 2017 Budget. She states there is a 6.8%
state tax cap. Mantello lets the public know that at the beginning of each meeting they can come and
speak and ask questions. She further states if we cannot answer questions at the meeting we will get the
answer and have them on file in the Clerk’s office.
