Minutes of the Finance Committee Troy City Council November 3, 2016 6:00 pm The Meeting was called to order at 6:02 pm by Council President Mantello and the Pledge of Allegiance was led by Gabrielle Mahoney Roll Call: The roll being called the following answered to their names: Council Member Gulli, Council Member McGrath, Council Member Bodnar, Council Member Doherty, Council Member Donohue, Council Member Sullivan-Teta, Council Member Ashe-McPherson and Council President Mantello. Absent: Council Member Kopka, In attendance were Mayor Madden, Deputy Mayor Kurzejeski, Corporation Counsel Kevin Glasheen, Deputy Comptroller Andy Piotrowski, Selena Skiba and Gabrielle Mahoney. CONSIDERATION OF ORDINANCES ORD. #82 ORDINANCE AMENDING THE 2016 CITY BUDGET TO ACCEPT FUNDS FROM THE FEDERAL BUREAU OF INVESTIGATIONS AND APPROPRIATE THE FUNDS TO THE TROY POLICE DEPARTMENT Ordinance passes by a unanimous vote ORD. #83 ORDINANCE AMENDING THE 2016 GENERAL FUND BUDGET Ashe-McPherson asked if this was a temporary position. Mantello stated that it is a part time position for next year. Ordinance passes by a unanimous vote CONSIDERATION OF RESOLUTIONS RES. #101 RESOLUTION REPORTING THE STANDARD WORK DAY OF ELECTED AND APPOINTED EMPLOYEES Doherty asked if this applied to him as there have been various ways of reporting. Mantello stated it’s for new Council and Gabrielle Mahoney added it’s only for those in the retirement system. Resolution passes by a unanimous vote RES. #102 RESOLUTION APPOINTING COMMISSIONERS OF DEEDS FOR THE CITY OF TROY Doherty noted the applicant did not reside in Troy. Mantello noted that the applicant does not have to be a resident but has to work in Troy. Resolution passes by a unanimous vote RES. #103 RESOLUTION RECOGNIZING AND COMMENDING H&V COLLISION CENTER OF TROY FOR THEIR DONATION OF THREE CARS TO THREE VETERANS, ALONG WITH OTHER SERVICE BY H&V TO VETERAN ORGANIZATIONS Withdrawn as H&V were unable to attend. RES. #104 RESOLUTION AUTHORIZING THE MAYOR TO FINALIZE AND EXECUTE A PARKING AGREEMENT WITH THE COUNTY OF RENSSELAER Resolution passes by a unanimous vote Adjournment: Motion to Adjourn – Ashe-McPherson, 2nd Doherty Meeting adjourned 6:14 pm An audio record of the Troy City Council Finance Committee meeting is on file in the Troy City Clerk’s office.
