The Meeting was called to order at 7:00 pm by Council President Mantello and the Pledge of Allegiance
was led by Bruce and Sam Rubin.
Roll Call: The roll being called the following answered to their names: Council Member
Gulli, Council Member McGrath, Council Member Bodnar, Council Member Doherty, Council Member
Donohue, Council Member Sullivan-Teta, Council Member Ashe-McPherson and Council President
Mantello.
In attendance were Mayor Madden, Deputy Mayor Kurzejeski, Corporation Counsel Kevin Glasheen,
Deputy Comptroller Andy Piotrowski, Steve Strichman and Chris Wheland.

PLANT

AGREEMENT BETWEEN THE CITY OF TROY AND THE FIRM OF LANDART STUDIO NY
LANDSCAPE ARCHITECTURE, PLLC RELATING TO THE POWERS PARK
REHABILITATION PROJECT
McGrath asked Strichman if there are designs and Strichman replied they have received eleven responses
from the RFP. Ashe-McPherson asked if Strichman is going to the neighborhood groups and he said he
can. Gulli asked the cost of the planning and Ashe-McPherson replied $56, 875.

RESOLUTION AUTHORIZING THE MAYOR TO FINALIZE AND EXECUTE AN
AGREEMENT BETWEEN THE CITY OF TROY AND THE COUNTY OF RENSSELAER
RELATING TO OAKWOOD AVENUE SNOW REMOVAL

RESOLUTION AUTHORIZING THE MAYOR TO FINALIZE AND EXECUTE A
MEMORANDUM OF AGREEMENT BETWEEN THE CITY OF TROY AND OAKWOOD
PROPERTY MANAGEMENT, LLC TO CONNECT TO THE CITY OF TROY’S SANITARY
SEWER SYSTEM
McGrath asked Wheland for a brief description. Wheland stated Gallivan is looking to do apartments in
Brunswick and we had to do a study to see if we could handle the sewage. He further stated that we did a
study and we can’t do the improvements until we increase the capacity. Bonar asked if this will have an
adverse reaction if they want to add more property. Wheland stated no as they did a study based on a full
design of the project. Mantello asked if DEC had to approve. Wheland stated we have to get their stamp
of approval. Bodnar asked if Gallivan was bearing the cost. Wheland stated yes.

RESOLUTION DIRECTING THAT A MEMORIAL BE ERECTED AT THE TROY POLICE
DEPARTMENT ANNEX LOCATED AT 1700 6TH AVENUE TO ACKNOWLEDGE THE
HONORABLE SERVICE AND DEDICATION OF CURRENT AND RETIRED MEMBERS OF
THE TROY POLICE DEPARTMENT
Ashe-McPherson explained this is for the annex and she spoke with the Chief and he is fine with this. She
also spoke with Cahrenger memorials and they will donate the slate slab. Bodnar asked if the ordinance
should say “past and present” instead of “current and retired”. Motion to amend by Bodnar, 2nd Donohue
passed 9-0.

CONCERTS AND THE CONTRIBUTION OF THE CHROMATICS CONCERTS TO THE ART
