Minutes of the Finance Committee Troy City Council November 22, 2016 7:00 pm The Meeting was called to order at 7:00 pm by Council President Mantello and the Pledge of Allegiance was led by Bruce and Sam Rubin. Roll Call: The roll being called the following answered to their names: Council Member Gulli, Council Member McGrath, Council Member Bodnar, Council Member Doherty, Council Member Donohue, Council Member Sullivan-Teta, Council Member Ashe-McPherson and Council President Mantello. In attendance were Mayor Madden, Deputy Mayor Kurzejeski, Corporation Counsel Kevin Glasheen, Deputy Comptroller Andy Piotrowski, Steve Strichman and Chris Wheland. CONSIDERATION OF ORDINANCES: ORD #84 ORDINANCE AMENDING THE 2016 CITY BUDGET TO TRANSFER FUNDS WITHIN THE GENERAL FUND BUDGET LINES Ordinance passes by a unanimous vote ORD #85 ORDINANCE AUTHORIZING THE CITY TO CREATE A CAPITAL PROJECT AND AMENDING THE 2016 CITY BUDGET TO TRANSFER FUNDS WITHIN THE SEWER FUND BUDGET AND CAPITAL PROJECTS FUND TO ALLOW FUNDING FOR CAPITAL PROJECT Ordinance passes by a unanimous vote CONSIDERATION OF RESOLUTIONS: RES. #103 RESOLUTION RECOGNIZING AND COMMENDING H&V COLLISION CENTER OF TROY FOR THEIR DONATION OF THREE CARS TO THREE VETERANS, ALONG WITH OTHER SERVICE BY H&V TO VETERAN ORGANIZATIONS Resolution passes by a unanimous vote RES. #104 RESOLUTION AUTHORIZING THE MAYOR TO FINALIZE AND EXECUTE A SECOND AMENDMENT TO A SITE AGREEMENT BETWEEN THE CITY OF TROY AND STC FIVE, LLC RELATING TO A CELL TOWER SITE AT THE CITY OF TROY WATER FILTRATION PLANT Resolution passes by a unanimous vote  RES. #105 RESOLUTION AUTHORIZING THE MAYOR TO FINALIZE AND EXECUTE AN AGREEMENT BETWEEN THE CITY OF TROY AND THE FIRM OF LANDART STUDIO NY LANDSCAPE ARCHITECTURE, PLLC RELATING TO THE POWERS PARK REHABILITATION PROJECT McGrath asked Strichman if there are designs and Strichman replied they have received eleven responses from the RFP. Ashe-McPherson asked if Strichman is going to the neighborhood groups and he said he can. Gulli asked the cost of the planning and Ashe-McPherson replied $56, 875. Resolution passes by a unanimous vote RES. #106 RESOLUTION AUTHORIZING THE MAYOR TO FINALIZE AND EXECUTE AN AGREEMENT BETWEEN THE CITY OF TROY AND THE COUNTY OF RENSSELAER RELATING TO OAKWOOD AVENUE SNOW REMOVAL Resolution passes by a unanimous vote RES. #107 RESOLUTION AUTHORIZING THE MAYOR TO FINALIZE AND EXECUTE A MEMORANDUM OF AGREEMENT BETWEEN THE CITY OF TROY AND OAKWOOD PROPERTY MANAGEMENT, LLC TO CONNECT TO THE CITY OF TROY’S SANITARY SEWER SYSTEM McGrath asked Wheland for a brief description. Wheland stated Gallivan is looking to do apartments in Brunswick and we had to do a study to see if we could handle the sewage. He further stated that we did a study and we can’t do the improvements until we increase the capacity. Bonar asked if this will have an adverse reaction if they want to add more property. Wheland stated no as they did a study based on a full design of the project. Mantello asked if DEC had to approve. Wheland stated we have to get their stamp of approval. Bodnar asked if Gallivan was bearing the cost. Wheland stated yes. Resolution passes by a unanimous vote RES. #108 RESOLUTION DIRECTING THAT A MEMORIAL BE ERECTED AT THE TROY POLICE DEPARTMENT ANNEX LOCATED AT 1700 6TH AVENUE TO ACKNOWLEDGE THE HONORABLE SERVICE AND DEDICATION OF CURRENT AND RETIRED MEMBERS OF THE TROY POLICE DEPARTMENT Ashe-McPherson explained this is for the annex and she spoke with the Chief and he is fine with this. She also spoke with Cahrenger memorials and they will donate the slate slab. Bodnar asked if the ordinance should say “past and present” instead of “current and retired”. Motion to amend by Bodnar, 2nd Donohue passed 9-0. Amended resolution passed by a unanimous vote. RES. #109 RESOLUTION RECOGNIZING THE 120TH ANNIVERSARY OF TROY CHROMATICS CONCERTS AND THE CONTRIBUTION OF THE CHROMATICS CONCERTS TO THE ART AND CULTURE OF THE CITY OF TROY AND THE CAPITAL REGION Resolution passes by a unanimous vote Adjournmemt Motion to Adjourn – McGrath, 2nd Doherty An audio record of the Troy City Council Public Utilities Committee meeting is on file in the Troy City Clerk’s office.
