Minutes of the Finance Meeting Troy City Council March 22, 2017 6:00 PM The meeting was called to order at 6:00 pm by Council President Mantello Pledge of Allegiance- Council President Mantello Roll Call: Council Member Gulli, Council Member Sullivan-Teta, Council Member McGrath, Council Member Doherty, Council Member Donohue, Council Member Ashe-McPherson, Council President Mantello. Absent: Council Member Bodnar In attendance were Mayor Madden, Deputy Mayor Kurzejeski, Corporation Council James Caruso, Deputy Comptroller Piotrowski and Chris Wheland. Consideration of Ordinances: ORD #24 ORDINANCE AUTHORIZING SETTLEMENT OF CLAIM, TO WIT: TRAVELERS HOME & MARINE INSURANCE COMPANY a/s/o GARY D. LADIEU, PLAINTIFF, V. CITY OF TROY, DEFENDANT, INDEX NO. 0379-15 Ordinance passes 8 - 0 ORD #25 ORDINANCE APPROVING SETTLEMENT OF TAX CERTIORARI PROCEEDINGS INSTITUTED BY F&D VENTURES LLC ON THE ASSESSMENT ROLL OF THE CITY OF TROY Council President Mantello asked if the property is worth this $170,000 this year why isn’t worth $170,000 last year. Corporation Counsel Caruso will confer with Deputy Corporation Counsel Dan Vincellette to answer the question. Ordinance is Tabled 6 yes, 2 no (Kopka, Doherty) ORD #26 ORDINANCE AMENDING THE 2017 SEWER FUND BUDGET Ordinance passes 8 - 0 ORD #27 ORDINANCE AUTHORIZING THE CITY TO CREATE A CAPITAL PROJECT AND AMENDING THE WATER FUND BUDGET AND CAPITAL PROJECTS FUND BUDGET TO ALLOW FUNDING FOR THE CAPITAL PROJECT Council President Mantello asked what positions are getting the new trucks. Wheland stated this purchase is for two new utility trucks (one is beyond repair) and one three-quarter ton truck. He further stated the three-quarter ton truck will replace the truck that he has. Council Member Gulli asked what year the truck is and Wheland responded it’s a 2011 and it has 77,000 miles and that 30,000 miles have been used towards plowing. Council Member Gulli asked if it was feasible to put in a new transmission. Wheland replied they were looking into it and will make it a water plant vehicle. Council Member Donohue asked if it’s a lease or purchase and Wheland responded that it’s a purchase with a 6 month warranty. Council Member Ashe-McPherson asked what they will do if they don’t decide to put in a transmission. Wheland stated they will offer the vehicle to another department. Council Member McGrath asked why the warranty is only for 6 months. Wheland stated the cost of the vehicle is $38,000 and approximately $42,000 with a plow which is below the sticker price of $55,000. He further stated the city mechanics can do about 85% of the repair work. Ordinance passes 8 - 0 ORD #28 ORDINANCE AUTHORIZING THE CITY TO CREATE A CAPITAL PROJECT AND AMENDING THE WATER FUND BUDGET AND CAPITAL PROJECTS FUND BUDGET TO ALLOW FUNDING FOR THE CAPITAL PROJECT Council President Mantello asked if there will be list of streets (paving) for the Council to review. Deputy Mayor Kurzejeski stated they will give the list to the Council and they are working with an engineering firm to look at curbing and crosswalks to make sure they are compliant. Council President Mantello asked if we are taking bids and Deputy Mayor Kurzejeski stated that we dovetail with the county. Council President Mantello asked if they will come to the Council for approval of the bids. Deputy Mayor Kurzejeski stated they have not in the past but she will check with the Purchasing Agent. Deputy Mayor Kurzejeski stated the paving program will go hand in hand in the CDBG program and with National Grid. Council President Mantello asked about the status of the poles. Deputy Mayor Kurzejeski stated several poles are coming down and she hopes to get the information to the Council before the next meeting and they are looking at less conspicuous places to place the poles. She further stated the draft agreement will have contact terms, time frames and revenues. Council member McGrath referred to his prior email and reiterated that the contract must benefit the city. Council member McGrath stated the boulevards have been ruined by snow plows. Council member McGrath stated we paved 5th Avenue last year and a sub of National Grid dug it up to put in new gas lines. He questioned whether the road will be done entirely or patched. Deputy Mayor Kurzejeski stated they will patch. Upon further discussion it was determined that the Deputy Mayor will provide the Council with a contract for their approval Ordinance passes 8 - 0 ORD #29 ORDINANCE AUTHORIZING THE CITY COMPTROLLER’S OFFICE TO CLOSE THE ENTITLED CAPITAL PROJECT – 2016 STREET PAVING Ordinance passes 8 - 0 ORD #30 ORDINANCE AMENDING THE 2017 GENERAL FUND BUDGET Ordinance passes 8 - 0 ORD#31 ORDINANCE AMENDING THE 2017 GENERAL FUND BUDGET TO APPROPRIATE NYS DIVISION OF HOMELAND SECURITY AND EMERGENCY SERVICES FY2015 TECHNICAL RESCUE & URBAN SEARCH AND RESCUE GRANT PROGRAM FUNDS TO THE TROY FIRE DEPARTMENT Ordinance passes 8 - 0 ORD #32 ORDINANCE AUTHORIZING THE CITY TO CREATE A CAPITAL PROJECT AND AMENDING THE CAPITAL PROJECTS FUND BUDGET TO ALLOW FUNDING FOR THE CAPITAL PROJECT Deputy Mayor Kurzejeski stated the Chief wants to amend this to unmarked vehicles. Council Member Ashe-McPherson asked how many ambulances are in service and Deputy Comptroller Piotrowski will let her know if there are three or four ambulances in service. Ordinance passes 8 – 0 Consideration of Resolutions: RES #36 RESOLUTION APPOINTING COMMISSIONERS OF DEEDS FOR THE CITY OF TROY Resolution passes 8-0 RES #37 RESOLUTION AMENDING THE CITY OF TROY INVESTMENT POLICY Resolution passes 8-0 RES #38 RESOLUTION AUTHORIZING THE IMPLEMENTATION AND FUNDING IN THE FIRST INSTANCE 100% OF THE FEDERAL-AID AND STATE “MARCHISELLI” PROGRAM-AID ELIGIBLE COSTS, OF A TRANSPORTATION FEDERAL-AID PROJECT AND APPROPRIATING FUNDS THEREFORE Resolution passes 8-0 RES #39 RESOLUTION AUTHORIZING THE MAYOR TO ENTER INTO A 2016 STOP-DWI ENFORCEMENT AGREEMENT WITH THE COUNTY OF RENSSELAER Resolution passes 8-0 Adjournment: Motion to Adjourn – Doherty, Ashe-McPherson Meeting adjourned – 6:35 pm An audio recording of this meeting is on file in the Clerk’s Office Patti O’Brien City Clerk
