Minutes of the Finance Meeting Troy City Council August 3, 2017 6:30 PM The meeting was called to order at 6:30 pm by Council President Mantello Pledge of Allegiance – Council member Doherty Roll Call: Council Member Gulli, Council Member McGrath, Council Member Bodnar, Council Member Doherty, Council Member Kopka, Council Member Donohue, Council Member Sullivan-Teta, Council Member Ashe- McPherson and Council President Mantello. Also present were Mayor Madden, Corporation Counsel Caruso and Deputy Director of Public Information John Salka. Also in attendance were two members of the public. Consideration of Resolutions RES #70 TROY CITY COUNCIL IMPLORES THE NYS PUBLIC SERVICE COMMISSION TO CONSIDER REDUCING NATIONAL GRID'S PROPOSED 17.5% AND 20.5% RATE HIKE Council President Mantello explained that the Public Service Commission held public hearings on behalf of National Grid and this resolution is requesting the Public Service Commission (PSC) to deny the rate increase. She further stated that after the hearings the PSC will approve, deny or come somewhere in between and if the Council approves this she will direct the Clerk to send the resolution to PSC. Council member Kopka asked what the rate increase will pay for. Council President Mantello stated it is for delivery of services and they are going to look at infrastructure. Council member Kopka asked if this is doing infrastructure upgrades and to deny it; does it hurt service delivery and will it cost us more in the long run. Council member Kopka further stated that she doesn’t like to blanket deny it if we don’t know what it’s paying and that she would like to see them review and come up with a more reasonable rate rather than a blanket denial. Council President Mantello stated that in their proposal it said infrastructure upgrades. Council member Kopka made a motion to amend the resolution to say “reconsider reducing” (instead of deny). Council member Bodnar made a motion to amend paragraph five and add “may appear insignificant to some”. Amendment passed 9-1. Council member Gulli stated he does not like the way it reads and stated it should say “consider reducing” not reconsider and made a motion to amend, 2 nd Council member Sullivan Teta. 2nd Motion to amend passed 9-0. Amended resolution passed by a unanimous vote. RES #71 RESOLUTION APPROVING THE CITY CLERK’S APPOINTMENT OF CARLA KUTZER AS DEPUTY CLERK AND SETTING THE ANNUAL SALARY OF THE DEPUTY CITY CLERK Council President Mantello thanked Deputy Clerk Krogh for his service. Resolution passed by a unanimous vote RES #72 RESOLUTION APPOINTING SARA MCDERMOTT ASSISTANT TO THE CITY CLERK Resolution passed by a unanimous vote Council President Mantello congratulated Carla and Sara Adjournment Motion to adjourn – Ashe-McPherson, 2nd Bodnar Meeting adjourned An audio recording of the meeting is on file in the City Clerk’s Office Patti O’Brien City Clerk
