Minutes of the Finance Meeting Troy City Council September 7, 2017 6:00 pm The meeting was called to order at 6:00 pm by Council President Mantello The Pledge of Allegiance was led by Brian McCandless The roll being called the following answered to their names: Council Member Gulli, Council Member McGrath, Council Member Bodnar, Council Member Doherty, Council Member Kopka, Council Member Donohue, Council Member Sullivan-Teta, Council Member Ashe-McPherson and Council President Mantello. In attendance were Mayor Madden, Deputy Mayor Kurzejeski, Corporation Counsel Caruso, and Superintendent of Public Utilities Chris Wheland. There were approximately 5 members of the public. Consideration of Ordinances: ORD #95 Ordinance Authorizing And Directing Sales By The Proposal Sale Method Of City-Owned Real Properties Council member Kopka passed a handout to all Council members based on the research she had done on the property. Council President Mantello noted that the ordinance reflected the recommendation from the review committee. The Council discussed the review committee process. Council President Mantello allowed Mr. Magur and Mr. Mr. McCandless to address the Council. . Council member Kopka made a motion to strike James Magur and add Brian McCandless, 2nd Sullivan-Teta. Council President Mantello called for a slow roll; the vote is as follows: Gulli-no, McGrath-no, Bodnar-no, Doherty-yes, Kopka-yes, Donohue-no, Sullivan-Teta-yes, Ashe-McPherson-no, Mantello-yes. The motion failed 4 yes, 5 no. Council President Mantello stated the Council will vote on the original ordinance naming Mr. Magur. Ordinance passed 7 yes, 2 no (Kopka, Sullivan-Teta) ORD #96 Ordinance Authorizing The City Of Troy Into A Permanent Right Of Way And Easement With Thomas Connally Chris Wheland addressed the Council and stated this is fair market value and we will move the gravel to another location on the property and we will not have to remove the gravel Ordinance passed by a unanimous vote.
